WSFD-900084 Real-time location-based policy control
Definition Benefits Availability Impact on the System Application Limitations Interaction with Other Features Application Scenario Implementation Principle Specifications Standard Compliance Release History Related Topics Definition
Policy control based on real-time location is a feature that enables the policy and charging rules function (PCRF) to implement policy control and update based on the conf igured igured event trigger and information about the subscriber location change. The GGSN receives information about the subscriber location change from the serving GPRS support node (SGSN) and then reports the information to the PCRF in real time. Then, the PCRF delivers and updates control policies based on the location change information. Benefits

Carriers
T his feat ure help s carriers imp rove us er exp erience and sat is fact ion rat e in s p ecified areas, and reduce area congestion congestion and bandw idth wast e. Carriers can implement differentiated charging and quality of service (QoS) control for subscribers entering the area based on subscribers or service types, ensuring the overall service access rate of subscribers in this area.
Subscribers
T his feat ure enables subscribers t o sense different iat ed charging and Q oS in different areas.

Function D e s cription
SGSN
Reports the location update capability to the GGSN and instructs the radio network controller/base station subsystem (RNC/BSC) to enable the location reporting capability. Reports location information to the GGSN.
GGSN
Reports location information to the PCRF. Implements the policies delivered by the PCRF.
PCRF
Delivers p olicies based on locat ion informat ion.

Requirement for the License
This feature is an optional function of the SGSN9810. A license is required for this feature. This feature is an optional function of the GGSN9811. A license is required for this feature. This feature is an optional function of the UPCC. A license for ServiceZone based Gx dynamic policy control is required this feature. Impactt on the System Impac
Enabling this feature will increase the number of signaling messages on the Gn/Gp and Gx interfaces and degrade the system performance. Therefore, this feature should be enabled for specific subscribers and areas instead of all subscribers and areas. Application App lication Limitations
This feature is supported in GTPv1, but not GTPv0. The MS Info Change Reporting support indication extension header is carried in all Packet Data Protocol (PDP) context activation and update messages sent by the SGSN. If the action information element (IE) is not carried in the response message returned by the GGSN, the SGSN still adopts the action previously set on it. it. Interaction with Other Features

1. A user equipment equipment (UE) (UE) sends an Activate Activate PDP Context Co ntext Request messa message ge to the SGSN. SGSN . 2. The SGSN sends a Create Cre ate PDP Context C ontext Request message to the GGSN. GGSN. The message carries the MS Info Info Change Reporting support indication extension header, indicating that the SGSN is able to report location changes. 3. The GGSN sends a CC R-I message to the PCRF. PC RF. The PCRF determi dete rmines nes whether or not the the subscriber has subscribed subsc ribed to a relevant loca location tion policy. If yes, the PCRF delivers the policy to the GGSN. The CCA-I message carries both the RAI_CHANGE and USER_LOCATION_CHANGE event triggers or one of the two event triggers. 4. The GGSN returns a Create Cre ate PDP P DP Context Co ntext Response message. messa ge. The message carries the MS Inf I nfoo Change Reporting Repo rting Action IE instructing nstructing the SGSN to inform the GGSN of the location change. 5. The SGSN establishes es tablishes a radio access acces s bearer beare r (RAB) connection with the UE. Then, Then, the SGSN sends s ends a Location Locat ion Reportin Report ingg Control messa message ge carrying Service Area Code and Reporting Type to the RNC. Reporting Type specifies the granularity of reporting UE location, including the location reporting cycle. 6. The SGSN sends an Active PDP Context Co ntext Accept message to the UE, UE, completing completing the the PDP context activation. 7. If the RAI RAI or location of a subscriber changes, the UE initi initiates ates a location update. Then, the SGSN SGS N sends se nds an MS Info Change Notification Notification Request message carrying the IMSI/RAT Type and User Location Information IEs to the GGSN. 8. When processing proces sing the User Location Information Information IE, IE, the GGSN executes exec utes both the RAI_CHANGE and USER_LOCATION_C USER_LOCATIO N_C HANGE event triggers, triggers, or either of them. Then, the GGSN sends a CCR-U message to the PCRF. The PCRF determines whether to update the policy based on the changed location information and returns a CCA-U message to the GGSN. The GGSN processes the CCA-U message. 9. The GGSN processes proce sses the MS Info Change Notification Notification Request message, and then returns an MS Info Info Change Notification Notification Response message messa ge to the SGSN. 10. The GGSN GGSN sends se nds an Update PDP Contex Co ntextt Request message message to the SGSN according to the updated policy. policy. Then, Then, the SGSN, RNC, and a nd UE perform perform update update operations accordingly. NOTE:
If the GGSN finds that the location information in the Update PDP Context Request message sent by the SGSN has changed, the GGSN can still report the change to the PCRF by using the RAI_CHANGE or USER_LOCATION_CHANGE event trigger. The MS Info Change Reporting support indication extension header is carried in all the PDP context activation and update messages sent by the SGSN. The PCRF usually delivers either the RAI_CHANGE or the USER_LOCATION_CHANGE event trigger. Specifications
