1 ALCANCE Estas especificaciones indican los requerimientos mínimos generales que deberán cumplirse en el diseño, fabricación, suministro, transporte, almacenamiento y pruebas de los cables de guarda con fibra óptica tipo OPGW, sus herrajes y accesorios. De igual manera los requerimientos contenidos en este documento deberán entenderse como valores mínimos para aceptación y no como limitantes de diseño. Por tanto, si el Oferente encuentra aspectos que limiten su diseño, deberá informarlos y documentarlos con claridad en su oferta. Se entiende que todo el suministro será de la más alta calidad y cumplirá con las normas y especificaciones internacionales para su fabricación y pruebas. El Oferente deberá incluir en su Oferta la literatura técnica, especificaciones, dibujos y catálogos que contengan en detalle las características de bienes ofrecidos, con los cuales demuestre el cumplimiento de las especificaciones técnicas requeridas.
1.1 DEFINICIÓN LONGITUD CARRETES El oferente deberá suministrar la cantidad de cable requerida en el respectivo formulario de cantidades y precios. En caso de ser seleccionada su oferta y previo a la orden de fabricación le serán indicados tanto el número de carretes, como la longitud de cable que deberá contener cada uno de ellos.

3. ESPECIFICACIONES TÉCNICAS 3.1 FIBRAS ÓPTICAS Las fibras ópticas NZD monomodo/monomodo solicitadas deberán estar construidas según la recomendación ITU-T G.655 / ITU-T G.652, para ser usadas por sistemas de transmisión transmisión que cumplan con las recomendaciones ITU-T G.957, ITU-T G.691, ITU-T G.692, STM-64 e ITUT G694.1. Por lo tanto, se deberán garantizar los parámetros recomendados en la tabla 7/G.655 7/G.652- G.652D en lo que respecta a los atributos de la fibra y del cable, siendo de especial cuidado los referentes a los coeficientes de dispersión cromática (Somax) y coeficiente de PMD máximo de enlace (PMDQ). La medida del coeficiente de atenuación deberá ser realizada con equipos que al menos dispongan de 3 cifras significativas, de forma tal que se pueda certificar los valores requeridos. El coeficiente de atenuación deberá ser cumplido para el 100% de las fibras de cada uno de los carretes carretes suministrados e instalados. instalados. estar rellenos de un compuesto de gel de características no higroscópicas. Deberán ser fabricados por extrusión alrededor de las fibras, garantizando que bajo ninguna circunstancia en condiciones normales, la fibra trabajará bajo tensión debido a la longitud extra respecto a la longitud del cable. Estos tubos deberán permitir claramente su identificación mediante los colores indicados en la Tabla 3.1. Así mismo, deberán ser montados en forma helicoidal, utilizando para su sujeción preferiblemente cintas u otro tipo de elemento que las protejan de esfuerzos mecánicos y de cambios de temperatura. Cada tubo o elemento de protección deberá alojar máximo 12 fibras. Los tubos o elementos protectores deberán estar rellenos con un gel que cubrirá todos los espacios libres entre las fibras y la superficie interior del tubo, este gel será de características no higroscópicas, eléctricamente no conductivo, homogéneo, incoloro, químicamente neutro, libre de impurezas y olores, que no afecte la piel humana y que sea fácilmente removible mediante solventes no tóxicos convencionales. Este gel deberá impedir la penetración de agua o humedad hacia la unidad óptica o hacia las fibras ópticas e impedir la generación de hidrógeno dentro de ésta. El Oferente deberá con su oferta detallar por escrito los componentes del gel de relleno, adjuntar las hojas de datos sobre la seguridad de los materiales certificando que estos no contienen ninguna sustancia cancerígena reconocida. Además como una alternativa a los compuestos de relleno, se admitirá la instalación de cintas e hilos expansibles ubicados entre el miembro central de tracción y los tubos o elementos de protección y entre los tubos o elementos de protección, entre el núcleo óptico y la cubierta y entre cubiertas si se trata de un cable con doble cubierta, cumpliendo con las pruebas de estanqueidad al agua. Para el interior de los tubos de protección sólo se admitirá el relleno basado en gel.

La coloración aplicada a las fibras y a los tubos deberá ser de tonalidades diferentes y de fácil reconocimiento. Dicha coloración no deberá resultar degradada cuando se empleen elementos de limpieza normalmente recomendados por el fabricante del cable, y deberá permanecer invariable durante toda la vida útil del cable.
3.1.3 Características Ambientales Las fibras deberán operar dentro del rango de temperatura de -55°C a +85°C, sin que resulten afectadas sus características ópticas o mecánicas. 3.3 HERRAJES Y ACCESORIOS PARA FIJACIÓN DEL CABLE OPGW El Oferente deberá suministrar todos los herrajes y accesorios necesarios para el montaje y aterrizaje del cable de guarda OPGW. Los herrajes y accesorios deberán ser suministrados con todos los tornillos, tuercas, arandelas de presión y demás accesorios requeridos para su montaje y fijación a la estructura y deberán ser compatibles con el brazo de la torre existente. El galvanizado que llevarán los elementos de herrajes y accesorios para el sistema deberá ajustarse a las normas ASTM A123 y ASTM A153, excepto en lo concerniente al peso promedio del recubrimiento, el cual deberá ser de por lo menos 850 g/m². Las tuercas y las cabezas de los tornillos deberán ser hexagonales y deberán presentar facilidad para el montaje y desmontaje con herramientas usuales. 3.3.2 Grapas de retención Las grapas de retención para el cable OPGW deberán ser del tipo pasante preformadas, resistentes a la corrosión. Las grapas deberán suministrarse completas, con todos sus pernos, arandelas de presión, tuercas hexagonales de bordes redondeados, piezas fijadoras, y un terminal en ojo alargado (óvalo) de acero de alta resistencia. La grapa deberá tener una longitud de apriete suficiente para no provocar tensiones excesivas en la capa externa del cable.

El Oferente deberá suministrar los elementos necesarios para realizar las reparaciones exteriores del cable OPGW, en los casos en que uno o varios hilos correspondientes a cualquiera de las capas exteriores se rompan. Dichos elementos de reparación deberán garantizar que el cable una vez reparado en sitio continúe conservando las mismas características mecánicas y eléctricas que tendría sin la ocurrencia del daño. El fabricante debe enviar previo despacho de los carretes tanto los criterios y consideraciones que deberán tenerse en cuenta para efectuar dichas reparaciones como los chequeos a que hubiera lugar una vez realizada dichas labores.

3.5 CAJAS DE EMPALME Dentro del suministro se deberá incluir las cajas de empalme para torres, pórticos y las cajas de empalmes terminales, con todos los accesorios necesarios para su correcta instalación. Las cajas deberán estar equipadas con todos los elementos necesarios para realizar veinticuatro (24) empalmes, con capacidad final de cuarenta y ocho (48) empalmes, teniendo en cuenta que por bandeja se deberán instalar 12 empalmes como máximo para evitar que se generen pérdidas por presiones en las fibras. Las cajas deberán tener todos los accesorios necesarios para su fijación correspondiente, y todos los elementos necesarios para empalmar y fijar las fibras dentro de ellas.
