Trailers and pu"licit#D promotional materials that do not fall %ithin the ? classi5cation shall not "e appro$ed for exhi"ition in a mo$iehouse, "roadcast on tele$ision, pu"lication in print media, and exposure in other related media. It shall state, among others, the 2ind of permit applied for, the applicant3s name, address, and compan# position, and the title of the 5lm, tele$ision program, or

The application shall "e made under oath, to "e accompanied "# the follo%ing documentsH 0. 6%orn statement of the producer or, in the case of imported 5lms, "# the importer or distri"utor declaring the exact num"er of prints of the motion picture or material produced or imported. i.

In the case of imported or exported motion pictures and pu"licit#Dpromotional materials, the documents mentioned in Chapter IA, ?Import and Export of Films. 6uch other documents as the B&0R' ma# from time to time reKuire. 6ECTI&( <. 0!!LIC0TI&( FEE. J (o application fee for a permit shall "e acted upon "# the B&0R' unless the applicant has full# paid the prescri"ed application fee.

Those %hich %hen maliciousl# mispronounced for promotional purposes "ecome direct representations of, or clear references to, sexual acts, mastur"ation, excretor# functions, and the genitalia. Those %hich no matter ho% innocent in a particular !hilippine dialect or in an# other language are, in the Filipino language, direct representations of, or clear references to, sexual acts, mastur"ation, excretor# functions, and the genitalia. J Film prints and tapes of tele$ision programs shall "e su"mitted to the B&0R' for classi5cation on a ?5rst come, 5rst ser$ed "asis. !BLICIT 0('D&R !romotional andDor
In the e$ent the title or pu"licit#Dpromotional material does not meet B&0R' appro$al, the applicant shall underta2e to shoulder additional expenses for a reshoot of optical titles or reproduction of pu"licit#Dpromotional materials. Changing of titles of old or reissued motion pictures shall not "e allo%ed, except %hen such titles fall under an# of the a"o$ementioned su"sections. &ld 5lms shall carr# their original title in the feature print and in all promotionalDpu"licit# materials, %ith the %ord ?REI66E prominentl# printed in "old letters under the original title. 0LL !RI(T 0(' 6I( 0'=ERTI6EME(T6 related to motion pictures and tele$ision programs such as ad$ertising cop#, still photos for theater lo""# or non4 theater lo""# displa#, photo frames, lea>ets, posters, and "ill"oards shall fall %ithin the standards of a E(ER0L 0'IE(CE CL066IFIC0TI&(. 0ll ad$ertising cop#, still photos for theater lo""# displa#, photo frames, lea>ets, posters and "ill"oards and other promotional materials that do not meet a ? classi5cation cannot "e exhi"ited in pu"lic. =iolation of this pro$ision shall "e a ground for the %ithholding or cancellation of the 5lm3s Exhi"ition !ermit and the imposition of other such penalties as the B&0R' ma# deem appropriate. )*< Motion pictures on %hich $oluntar# deletions ha$e "een made shall not "e ad$ertised as ?(CT in an# and all pu"licit#Dpromotional materials. The B&0R' shall not hesitate to impose sanctions on such decepti$e ad$ertising.
The B&0R' ma#, from time to time, appl#ing contemporar# Filipino cultural $alues, amend this s#stem of classi5cation and the guidelines hereunder. The B&0R' ma# consider the time slot, purpose and $enue of the program in determining the proper rating for it. 6ECTI&( . C&(6!IC&6 'I6!L0 &F EAIBITI&( !ERMIT 0(' CL066IFIC0TI&(. 4 0 cop# of the Exhi"ition !ermit shall "e prominentl# posted at the tic2et "ooth of all theaters %here the motion picture is exhi"ited. In addition, the B&0R'36 classi5cation of the motion picture shall "e prominentl# displa#ed on a three -< 4 foot high standee in the theater lo""#. The classi5cation shall li2e%ise "e included in all of the 5lm3s print and T= ad$ertisements as soon as the classi5cation is o"tained. 6ECTI&( O. MTRCB 6E0L &F 0!!R&=0L. 4 0ll still photos, photo frames and posters 0!!R&=E' for displa# in the theater lo""# and other pu"lic places must "ear the MTRCB seal of appro$al. 6ECTI&( +. TELE=I6I&( !R&R0M6. 4 The B&0R' shall not re$ie%Dclassif# tele$ision programs on a per4 episode "asis, "ut on a sample episode su"mitted from a particular program3s output for the season. The B&0R' ma#, if circumstances %arrant, reKuire the re$ie% of all episodes of certain tele$ision programs. In the case of T0!E' TELE=I6I&( !R&R0M6, after su"mitting a sample episode of a tele$ision program, the program producer shall "e reKuired to set aside a tape of each episode "roadcast to "e made immediatel# a$aila"le to the B&0R' for spot4chec2ing. The tape su"mitted for spot4chec2ing shall "e 2ept "# the B&0R' for a period of one month from the date of "roadcast. Tapes of programs identi5ed "# the B&0R' to ha$e consistentl# $iolated these Rules and Regulations shall "e 2ept for a period of three months from the date of "roadcast. !rograms pre$iousl# classi5ed for ?eneral 0udiences - or ?!arental uidance -! shall "e continuousl# monitored on the "asis of the same classi5cation. To a$oid sanctions as pro$ided for in 6ection )) of !' (o. )*+, tele$ision program producers shall, in case of an# dou"t regarding a particular program episode3s classi5cation, $oluntaril# su"mit said episode to the B&0R' for proper re$ie%. In the case of LI=E TELE=I6I&( !R&R0M6 such as noontime $ariet# sho%s and tal2 sho%s, the phrase ?!0RE(T0L I'0(CE shall "e superimposed onscreen throughout the airing of the program to continuousl# remind parents to "e on the alert "ecause such programs ma# contain material that the# ma# deem inappropriate for their children. The program producer shall "e reKuired to set aside a tape of each episode "roadcast, to "e made immediatel# a$aila"le to the B&0R' for spot4chec2ing. &1cers andDor o%ners of tele$ision net%or2s and production companies shall "e held responsi"le for an# $iolation of pertinent la%s arising from or "# reason of
all their tele$ision programs. )* The B&0R' shall not hesitate to impose penalties and 5nes, cancel permits and licenses, and cause the prosecution of all those found guilt# of $iolating said pertinent la%s. 6ECTI&( *. EAEM!TE' FILM6 0(' TELE=I6I&( !R&R0M6. 4 (o 5lms, tele$ision program, or pu"licit#Dpromotional material for such 5lms and T= programs, unless the# are imprinted or exhi"ited "# the !hilippine o$ernment andDor its departments and agencies, shall "e granted exemption from re$ie% and classi5cation for audience suita"ilit#. 6ECTI&( ):. 'ELETI&(6 0('D&R CT6. 4 It shall "e the responsi"ilit# of the applicant to delete scenes, shots, or dialogue on his o%n to arri$e at the classi5cation he desires for his material, %ith such $oluntar# deletions to "e noted do%n in the Exhi"ition !ermit as a safeguard against illegal insertions. o%e$er, if the applicant so desires, the B&0R' ma# suggest deletions in order that the applicant ma# o"tain the classi5cation he desires. 0ll copies of the $oluntar# deletions shall "e su"mitted to the B&0R' for monitoring purposes. The committee on FIR6T RE=IE8 does not gi$e special consideration for an applicant on the "asis of an impending 5lm pla#dateDtele$ision "roadcast, said 5lm pla#dateDtele$ision "roadcast "eing the applicant3s responsi"ilit#. The decision of the committee shall "e rendered "# a

In case the committee is una"le to arri$e at a maorit# decision on the da# of the re$ie%, the Chairman of the B&0R' shall designate another committee to re$ie% the 5lm as soon as possi"le. 0fter the mo$ie is pre$ie%ed and "efore the committee renders its decision, the representati$es of the producer andDor the distri"utor allo%ed "# !' )*+ to oin the screening %ill "e gi$en a chance to defend the material. The committee shall confer %ith the applicant or his dul# authorized representati$e "efore %riting the committee report or decision. 8ith lea$e of the committee, the applicant ma# re4edit his material to suit the rating he is see2ing. The committee report or the decision shall then "e rendered upon su"mission of the edited material and the deleted portions to the same committee for chec2ing. The decision shall clearl# state the result of the $oting of the mem"ers and the particular reasons for the maorit# opinion.

TERMI(0TI&( &F C&MMITTEE RE=IE8. J 0 committee re$ie% shall "e deemed terminated onl# after the committee has rendered its decision and transmitted its decision to the applicant.

The permit to release imported motion pictures, tele$ision programs, tele$ision commercials, or related pu"licit# materials from the Bureau of Customs is not to "e confused %ith the Exhi"ition !ermit %hich comes onl# after said motion pictures, tele$ision programs, or related pu"licit# materials ha$e "een re$ie%ed and classi5ed. 0pplicants %ith pre$ious account %ith the B&0R' must 5rst settle such accounts in order for them to get their respecti$e permits. 6ECTI&( 9. The Council shall ad$ise the B&0R' on pro"lems rele$ant to the implementation of the o"ecti$es of !' )*+ and its Implementing Rules and Regulations. The# shall ser$e %ithout compensation and for such period of time as the Chairman of the Board shall determine.
)** 9:: &perators, Local and Foreign Mo$ie !roducers, Tele$ision !rogram !roducers, 'istri"utors or Boo2ing 0gents, Mo$ie ouses, and other acti$ities falling under the super$ision and regulation of the B&0R' as pro$ided in 6ection < -d of !' )*+, shall register %ith the B&0R'. 6ECTI&( 9. 0!!LIC0TI&( F&R REI6TR0TI&(. J !ersons reKuired to register %ith the B&0R' shall accomplish the prescri"ed forms, su"mit true copies of documents attesting to the authorit# to do "usiness in the !hilippines, and pa# the registration fee 5xed "# the B&0R', after %hich a CERTIFIC0TE &F REI6TR0TI&( is accordingl# issued "# the B&0R'. J The B&0R' ma# also constitute and organize Local Regulator# Councils in e$er# pro$ince, cit#, or municipalit# in the !hilippines, %ith o1cers and mem"ers designated from local go$ernment agencies, associations "elonging to the mo$ie and tele$ision industries, and ci$ic or religious organizations. 6uch Local Regulator# Councils shall assist the B&0R' in the implementation of !' )*+ and its Implementing Rules and Regulations.
