1. SCOPE OF THIS DOCUMENT This specification defines the minimum requirement for Pipeline Pre-Commissioning and preservation to be used for onshore steel oil, gas and water pipelines unless otherwise exception has been specified in this specification. This specification shall be read in conjunction with the following other document: SHELL DEP Specification “Pre-commissioning of Pipelines” DEP 31.40.50.30-Gen (DEP Specification) version 36. All clauses of above referred SHELL DEP shall be applicable, unless specifically cancelled / amended by this Specification.

CONTRACTOR
The party which carries out all or part of the design, engineering, procurement, construction, commissioning or management of the project. Contractor includes its approved manufacturers, vendors, suppliers and subcontractors. Requirements of this specification shall be enforced at all levels of the contractor's procurement and construction process. The company shall have access to all contractor suppliers to the same extent as required of contractor.

GENERAL REQUIREMENTS
2.1
Basic Requirements Replace first paragraph of specification with the following: The Contractor shall perform the pre-commissioning in accordance with this supplement to Shell DEP. Pre-commissioning should commence either immediately after completion of the hydrostatic test or prior to commissioning. As part of the Pre-commissioning Plan the Contractor will compile a data dossier for each pipeline containing all the information required to undertake the precommissioning activities. The information contained with in the dossier will be as a minimum as shown in APPENDIX 1 SCOPE OF WORK CHECKLIST.
2.2
Pre-commissioning Plan Replace second paragraph of specification with the following: The Contractor shall prepare the final pre-commissioning plan for submission to the Company for approval no later than three (3) months before commencement of the work unless otherwise specified.

Insert the following: The Contractor shall note that the Project - commissioning plan will require close coordination with the COMPANY Pipeline Operations Group for document review and approval.

Pre-commissioning Records and Reports Replace the first sentence from first paragraph of specification with the following: The Contractor shall take the records specified in this DEP and keep them for inclusion in the “Final Pre-commissioning Report”.
SECTION 3
HEALTH, SAFETY AND ENVIRONMENT Replace the first sentence from second paragraph of specification with the following: The Contractor shall identify and provide when gas detection and/or breathing apparatus are required for safe working practices and shall provide gas detector and/or breathing apparatus as required. Replace the second sentence from tenth paragraph of specification with the following: Maximum permissible noise levels for safe working shall be agreed with the Company and shall not be exceeded.
3.1
Discharges
NEW
Insert the following: Contractor shall not discharge to the environment any treated water, chemicals or other fluids used for dewatering or drying of the pipelines. Contractor shall submit procedures for approval by COMPANY for the collection and transportation of all treated water, associated chemicals and fluids to approved disposal sites. Contractor shall demonstrate in the procedures all contingency plans required for avoidance of any environmental damage during the works and include all necessary procedures for clean up in the event of accidental discharge of fluids to the environment, other than at agreed disposal sites. Contractor shall provide complete details of all chemicals, materials, equipment and vessels relating to potential pollution and toxicity levels, which may be used for the work. Contractor shall comply with all relevant environmental legislation and restrictions applicable to performing the works in UAE. Contractor shall be responsible for obtaining any Government permits / Approvals for the disposal of chemicals under the scope of work. activities. Contractor shall allow sufficient time in his work program for Government approval of all import and disposal of any chemicals. 3.2
Hazardous Materials

Insert the following: The Contractor will identify any materials forming part of or associated with the pipeline product that would be hazardous to health or the environment during the operation and maintenance of the pipelines. Where such materials are identified, they will be analysed and COSHH data sheets (or equivalent) shall be produced for the hazardous materials.

Pig Selection Replace first paragraph denoted under (S) in the margin of specification with the following: Pigs shall be able to pass through pipelines with minimum bore and minimum bend radius and also through pipeline valves and fittings.

DEWATERING
6.1
General Replace first paragraph from specification with the following: Hydrocarbon Service Pipelines: Pipelines shall receive full dewatering followed by low pressure nitrogen purging, to reduce the possibility of corrosion. Water Service Pipelines: Non internally coated carbon steel water pipelines also require full dewatering followed by low pressure nitrogen purging, to reduce the possibility of corrosion. However this may be waived if the water quality is considered satisfactory by the Company and final commissioning is to take place as soon as possible after precommissioning but not later than 4 weeks. The driving medium for dewatering operations shall be dry, oil free, compressed air or nitrogen. The nitrogen generation facilities or air compressors shall have sufficient volume and pressure capacity to enable the pigs to overcome the pipeline hydrostatic head.

9.1
Conditioning by Inhibition

Insert the following: Conditioning by inhibition shall be applicable for liquid hydrocarbon piggable pipelines at time of commissioning and introducing liquid hydrocarbon into the new pipelines. Also conditioning by inhibition shall be applied when introducing injection water into new water injection flowlines/system. Water injection system is not piggable and hense no pigs will be used. Delete Paragraphs one, two of specification and replace with the following: The Contractor shall condition the pipeline by swabbing slugs of inhibitor liquids contained between pigs through the line. The slug composition, required thickness of the liquid film on the internal pipe wall and driving medium shall be specified in the Contractor’s Pre-commissioning Plan and agreed by the COMPANY.

Preservation After Drying

Nitrogen shall be used for pipeline inerting and preservation after drying completion. Delete bullet point one from specification and replace with the following: -
the final pressure to be achieved at the end of the filling operation for all pipelines shall be 1.5 barg above the ambient pressure at any point along the pipeline, plus a margin allowing for the maximum possible ambient temperature fluctuation during the post pre-commissioning period.

General

Insert the following: The Contractor shall execute or provide support for commissioning activities in conjunction with associated Company activities, under the direction of ADCO Operations personnel. Commissioning shall only commence following Company acceptance of pipelines dried to the requirements of this specification. The Contractor shall submit pipeline specific commissioning procedures and planned programme for Company review and approval prior to commencement of the commissioning works. This procedure shall cover all activities from displacement of dry air, pressurization of the pipeline, to normal flowing conditions. The Contractor shall execute the work in accordance with the commissioning procedure approved by the Company before commencement of work. Contractor shall be responsible for the provision of all equipment and consumables required for commissioning including any temporary piping and valves identified as being necessary for commissioning. All such temporary installations shall be removed by the Contractor on completion of satisfactory commissioning of the pipeline. Commissioning procedure shall include measures for hydrocarbon & air interfacing during commissioning for oil service pipelines.
