(* Introd!+tion This report is based on the HSE inspection of “arina “ arina Terra+e Terra+e +on5tr!+tion Pro6e+t7 with a view to assess the existing Health and safety standards. While preparation of this report the focus remained on the HSE management of the project that whether the standard rules and regulation are properly being followed and a good HSE culture is developed in wor site! as well as to identify unsafe acts! unsafe conditions. The "arina Terrace Terrace is a #$$!$$$ S%uare feet new residential building project consists on &$ floors which is situated in 'ubai marina! ()E. *resently it is under construction where the main contractor is ')")+ ,-(* and consultant is W"E and around / subcontractors are woring under 'amac ,roup. This is a prestigious construction project in 'ubai which is about on &$ minutes drive from 'ubai 0nternational )irport. The project consist of Engineering ! *rocurement 1 construction which divided in to & units and given names 23H4! 53H4! &3H4 where currently the third unit &3H4 apartments are under construction. +omplete construction area is divided into small sub areas with name given to it in alphabet and numbers. Each area name is displayed through placards. )round 6$$worforceincluding 6$$worforceincluding sub7contractors is engaged in wor every day. day. )round 26 cars! 8 buses! & bobcat! / shovel and 5 mobile cranes are in movement all times. Wor is going on round the cloc. HSE 'epartment is headed by HSE "anager and constitutes of 5 Senior Safety fficers and # Safety fficers. 0n general! 0 found the standard of Health and safety good but when too a loo closely the number of issues found which re%uires urgent management attention to maintain good HSE culture and to avoid accidents and enforcement actions.

&* E8e+!ti.e 5!mmar2 0 am so grateful to HSE "anager who allowed me to visit the complete site with a Safety fficer to let me complete my assessment. 0t was a good experience and a great start of my carrier to see such a large construction project with about 6$$ worforce and huge plant9machinery. While entering to site proper induction is given to me about site and detail of entry to site were noted which was a good sign of good HSE culture. )nother good thing 0 have noted that almost all worers were using proper **E! another good thing was observed that there were enough number of fire extinguishers placed in a good position9condition! more over 0 have observed throughout the area there was ade%uate houseeeping and also there were enough welfare facilities at all areas. ,eneral woring looed good and safe. Worers are disciplined and supervisors were more co7operative and shared some informative nowledge with me. However! after all such good observations during visit when 0 checed things closely 0 could find enough area needed further improvements as many worers and wor conditions found unsafe. There were environmental issues as well. :ew measure riss to worers were observed which need urgent attention and improvement. The measure areas of concern was the ade%uate maintenance of vehicles! maring of escape routes! training provision! concrete spillage! electrical issues! some unsafe machines! paring plan! unsafe woring at heights! ramps etc. The aim of this inspection is to highlight the health! safety and environment issues and to discover the worplace ha;ards related to activities! welfare measures and indicate the good safe wor practices. While inspection some of the findings observed and highlighted to bring the management attention for improvement and effective actions. ut of all issues few re%uires immediate remedial action in absence of which there is ample chances that accident will happen and in result company could suffer big losses.

-iggers doing heavy lifting operation but they do not have riggers proficiency certificate or training card and on asing it is found that the trained riggers are on leave and they are woring in place of them without training. This is a very serious violation and can lead to very serious crane accidents. 3*3*

)t one area generator is found ungrounded and while another generator was grounded but with the help of a steel rod and cable attached with the help of insulation tape.

Steel Worers were found lifting steel rebar bundles without using proper lifting techni%ues and it looed lie that they are not trained properly about manual handling. Wrong lifting techni%ue would lead to W-(=' and it would lead to long absence of a worer on getting musculoseletal problem. 3*0*

)t the road side i found one acetylene gas cylinder laid on the ground without cap. ) laid cylinder without cap can lead to fire! explosion and a major accident due to breaage of its no;;le by the moving vehicles and also it can explode due to hot temperature. 3*)*

+rane third *arty +ertificate found expired! and due to poor maintenance some of crane>s hydraulics are leaing!:ire extinguisher was tied to frame by steel wire and not inspected for three months! no :irst )id 3ox. =ac of documents! maintenance and fitness of the crane can cause crane accident and failure to handle an emergency. 0t can cause legal problems as well. 3*'*

0t is a high ris of fire explosion on heating of drum due to sun heat in the noon time. 0t is better to mae a temporary shelter at the designated area with the shade and mae a provision to eep drums over a wooden support. )ll concerned worers and supervisors to be given in house training in batches about handling chemical drums. 0t is also better to erect chemical shelters at all areas of wor where chemicals will be used and put suitable posters and signages for correct storage.

'uring inspection it is found that inade%uate maring of escape9exitroutes. This can lead to confusion at the time of emergency and worers can get into wrong areas and also may get into trouble. 3*(%* O$5er.ation 9(%,No par#in4 plan )t vehicle paring area noticed no paring plan! no marings and signages and worers are running to get into the buses. This can lead to hitting of worers by 3us and a fatality. 3*((* O$5er.ation – ((,Li.e ele+tri+al +a$le5 pla+ed on /et 5!r-a+e 'uring my een observation 0 found! electrical cables are using taing no care of them! placing on wet surface! which is so risy and can lead to a big injury.

3*(&* O$5er.ation9 (&, No re5t area 5"elter /"ile /or#in4 in "ot /eat"er 0t is observed that there are no proper rest areas for worers! while they were woring in hot weather conditions. 0t leads to poor health! which increase absents rate! also ill health accident could appear in site. 3*(3* O$5er.ation 9 (3, Road ramp5 -o!nd ri5#2 0 found some of -amps werewith slip and fall ris as worers were struggling to wal on the road ramp due to sprinling of water for dust control which has become muddy and slippery. This can lead to slip and fall injury of worers and vehicle accidents on the ramp due to slippery condition.

:* Con+l!5ion Smoing shelters are re%uired to provide at woring area else it can lead to fire accident and can lead to legal action under "anagement of Health and Safety at Wor -egulations 2??5 and Worplace @Health! Safety and WelfareA -egulations 2??5. ther training re%uirement was noticed for riggers as they are woring but not certified. )s per law untrained men cannot be put on job. 0t also denies company HSE *olicy. )nother training re%uirement identified is for present HSE Trainer who is not suitably %ualified for the role. 0t will be better to hire a suitable HSE Trainer and let him wor as his assistant.

)nother re%uirement identified was protecting the ramp sides which are ready to mae accident of vehicle falling to deep lower level from side. This is again a legal re%uirement as per Health and Safety at Wor )ct @H)S)W)A 2?B/ and "anagement of Health and Safety at Wor -egulations 2??5. )ll these identified areas are needed to improve as soon as possible. )ll this would not cost more than B!#$$ )E' if managed well and otherwise strict rules of ()E! if comes in action during audit! surprise chec or chec after an accident would cost to company millions and also loss of reputation and worers morale. 0f accident happens there would be many more unseen losses to company in the form of after effects of an accident.
