Bridgend County Borough Council recognises that although major incidents or disasters are very rare& they can strike suddenly and une/pectedly o+ten )ith devastating e++ect, 0hatever their cause )e need to be prepared should the une/pected happen, 'he Council has a duty to respond to the needs o+ the community +ollo)ing an emergency and assist the emergency services in their response, It +ollo)s that )e have a clear responsibility to maintain plans to ensure )e are prepared to respond e++ectively to such an emergency, 'his edition o+ Bridgend County Borough Council7s Major Incident Plan re+lects the current structure o+ the Council8 key principles in emergency management8 and the responsibilities placed on the Council by the Civil Contingencies Act 9::;., 'he Plan outlines the procedures )e have to enable the Council to respond e++ectively to emergencies occurring )ithin the County Borough& )hilst ensuring best e++orts are made to continue the delivery o+ key services as +ar as practicable, All members o+ sta++ that may be called on in the event o+ an emergency must be +amiliar )ith the contents o+ this plan and the supporting Directorate mergency Plans, I commend this document to you and ask that you read it and attend any associated training or brie+ing events connected )ith it,

1&2& BCBC and Emergency 4es-onse BCBC has a general duty o+ care to maintain public services and to assist local residents in distress and )ill Fcare +orG the population in emergency situations, 'he council )ill also assist in co-ordinating any voluntary organisations involved, 'he Council7s response to an emergency may range +rom one directorate providing assistance to a +e) householders a++ected& e,g,$ by +looding& to a major commitment to provide assistance to the )ider community, In a major emergency situation the main role o+ the Council is initially to support the mergency %ervices and later take the lead +or restoration and rehabilitation& )hich is also kno)n as the H7!ecovery77 phase, Although re+erence is made to HMajor Incidents7 see /--endi6 B +or de+inition. it is recognised that other emergency situations may cause considerable damage to property or the environment but pose no apparent threat to li+e and limb, 'his plan is intended to be su++iciently +le/ible to cope )ith lesser situations and does not seek to usurp the authority normally vested in other various disciplines but rather to ensure that there is coordination o+ e++ort to assist a speedy and e++ective conclusion )hen invoking emergency procedures, 1&5& Ci8il Contingencies /ct . Business Continuity 'he Civil Contingencies Act 9::;. provides a national +rame)ork +or civil protection and +ormalises emergency preparedness and response activities +or organisations involved in emergency response, 3nder the CC Act& Councils are identi+ied as HCategory > !esponders7 meaning they are considered core to the response to most emergencies major incidents, 'he CC Act places statutory responsibilities on BCBC as a HCategory > !esponder7 to prepare and maintain emergency plans& to cooperate )ith other local responders to enhance co-ordination o+ response to share in+ormation )ith other responding agencies to assess the risk o+ ha=ards occurring • • • •

1&& 4is9 BCBC must carry out and maintain community risk assessments, 'he council has met this duty through the %outh 0ales *ocal !esilience (orum %0*!(. Community !isk !egister and the County Borough Community !isk !egister, 'he %0*!( Community !isk !egister identi+ies ha=ards on a %outh 0ales area basis categorising them as lo)& medium& high or very high, ach ha=ard scenario is graded against the likelihood o+ its occurrence and the potential impact on the %0*!( area, In designating a level o+ risk any mitigation measures are also taken into consideration, 'he likelihood assessments are made on the basis o+ the ha=ard occurring over a +ive year period on a predetermined scale as described in the !isk !egister, 'he Council7s Community !isk Assessment identi+ies ha=ards in this area and assesses the risk o+ them occurring, It uses the same risk categories& methods and ha=ard classi+ication as the %0*!( Community !isk !egister but the scale and e/tent o+ the ha=ard is reduced to +it local circumstances, (e) o+ the ha=ards identi+ied on either risk register have been categorised as Hvery high7, Bridgend +aces Htypical7 risks such as$ 'ransportation 2 including road& rail& air and marine tra++ic 5atural 1a=ards " the 0eather 2 including sno) and +looding Industrial heritage 2 the remnants o+ the coal industry Industry& business " commerce 2 including gas pipelines& manu+acturing and various +actory outlets though none re

2&5& >ogging *ogging is the chronological recording o+ all in+ormation relating to the incident, 'his includes recording all actions taken& decisions made&
2&& ebrie*ing Debrie+s are commonly carried out post incident to discuss the response& recognise good practice and address areas that could be dealt )ith more e++ectively in +uture emergencies, Debrie+ing may be held on a multi-agency basis& or +or any individual organisation to analyse their response, %outh 0ales Police )ill be responsible +or convening and chairing a multi-agency debrie+ soon a+ter the mergency %ervices stand do)n +rom the incident& usually )ithin >;29 days, Internally& each BCBC department manager must ensure a departmental debrie+ing session is convened as soon as is practicable a+ter the incident, In addition& the Chie+ /ecutive is also likely to convene and chair an inter-Directorate debrie+ing as soon as is practicable or appoint an O++icer to do so,.

5&1& Emergency ncident Control arrangements 'he Emergency ncident Control (EC) -lan provides a +rame)ork that assists the Council to manage its o)n resources )hilst providing an e++ective response to a major incident, It becomes the +ocal point +or incident management +rom )hich designated o++icers )ill receive& collate& analyse and distribute in+ormation and re
5&2& irector res-onsibilities ach Director is responsible +or their Directorate7s speci+ic response to the emergency& including the deployment o+ personnel and resources, It )ill also be his or her responsibility to e++ectively ensure the management o+ health and sa+ety issues during the incident, Individual Directors have overall responsibility +or their o)n directorate emergency plan, %ee belo).
