SIMULTANEOUS DRILLING & PRODUCTION OPERATIONS SIMULTANEOUS DRILLING AND PRODUCTION OPERATIONS (SIMOPs) PROCEDURE
1.0 SCOPE This policy will come into effect when conducting drilling or work-over operations with a Jackup Drilling Rig while continuing to produce from the platform. At all times during a Simultaneous Drilling and Production Operation (SIMOPS), restrictions listed within this document shall be considered as the minimum acceptable standard. While this document does not specifically apply to other types of well operations units, e.g. Hydraulic Workover, Coiled Tubing or Platform Rigs, it shall be used as guidance when preparing a specific SIMOPS plan for t hose operations. 2.0 PREPARING FOR SIMOPS-General guidelines 2.1 Prior to the drilling rig moving on location, a hazard assessment shall be conducted on the platform and copy of the document handed over to drilling site manager. The assessment will identify any special precautions that may be necessary to address risks associated with conducting simultaneous operations on the specific platform. Appropriate personnel, as determined by Production Manager, shall conduct the hazard assessment within one month of the scheduled rig arrival date. If a previous hazard assessment is still believed to be applicable, as no changes have been made to the platform and it is not impacted by the planned rig location or activity, an onsite validation of the previous assessment by appropriate personnel will fulfill this requirement. 2.2 A site-specific incident action plan shall be developed to facilitate shutting in production and/or associated pipeline(s) prior to the rig moving onsite and commencing SIMOPS in case of an emergency. The plan shall include the following: A list of applicable valve and safety system tests to be completed prior to rig arrival and while the rig is on location. •

Identification and location of all valves to isolate all pipeline(s) and production in case of an emergency. Identification of actions necessary to shut-in production remotely should this become necessary. Affected personnel and their respective duties in case of an emergency. Description of the method used to insure effective emergency communication between:
− The drilling rig. − Production Operations − Boats − FSO − EOC in BKK

SIMULTANEOUS DRILLING & PRODUCTION OPERATIONS 2.3 All wells shall be equipped with operational Sub Surface Safety Valves (SSSV), which have been tested within the past six months. If the SSSV does not pass the test, then a plug must be set in the tubing beneath the mud line and tested. 2.4 A remote Emergency Shutdown station shall be provided at the rig floor. 2.5 All personnel shall be removed from well head and production area and all platform production and injection (if any) shall be isolated, by methods described in sections 5.0, during the drilling rig move activities listed in section 4.1. Soraya may be manned with absolute minimum number of personnel and shall be in readiness to follow the rig abandonment procedure (section 6.3) should any emergency arise. 2.6 All casing annulus valves which are not part of process piping will normally be closed. If an annulus is equipped with a pressure safety valve (PSV) to control pressure it will be left in service. Pressures on every annulus will be recorded daily. Any abnormal pressure or change in pressure in excess of 20 PSI in a day will be reported to OIM and DSM. 2.7 All non routine work at Soraya production facility is controlled by NCTL work permit system and authorized by OIM. A copy of the work permit shall be posted in DSM’s and Vicksburg Rig Manager’s office. All work permits will be reviewed and approved jointly by OIM and DSM in everyday meeting. 2.8 Smoking: Smoking is prohibited in Soraya except the designated smoking area at forward end. 2.9 A copy of the bridging documents, emergency contact list and medical emergency response & evacuation plans should be present at both Soraya and Vicksburg. 3.0 RESPONSIBILITIES 3.1 Business and line management have the accountability and responsibility to implement this standard. 3.2 NCTL Drill Site Manager (DSM) is responsible for all activities on the drilling rig. The production activities on Production facility is controlled by OIM, however, on close coordination with DSM during Simops. 3.3 Platform production employees: •

The OIM assumes the single point of contact for all production activities at the Soraya platform. However, he shall designate a minimum of two qualified employees who are knowledgeable and capable of operating production equipment and safety systems on the platform. One will be in day shift and the other night. The OIM and assigned production employee shall attend safety meetings on the rig. Production personnel shall attend the rig safety orientation that will include a review of alarms and mustering points. Additional Production Operator responsibilities:
•
Ensure that all personnel arriving and departing the platform have been rostered through the rig Radio Room (by radio is acceptable). He will ensure mutual sharing of POB status of Soraya and Rig. Ensure activation of ESD system if he determines that the platform should be shut-in for an emergency. Implement a planned shutdown if instructed to do so by the DSM/OIM. When rig is moving into platform, Production Operations will hand over responsibility of the platform to the DSM when all wells are shut-in and the

SIMULTANEOUS DRILLING & PRODUCTION OPERATIONS production personnel have left the operating area of the platform. This is applicable even when a skeleton crew remains on Soraya to maintain utilities, the crew in such case will be under the direction of DSM.
When moving off the platform, the DSM returns responsibility to Production Operations when the rig is afloat and being towed away from the platform.
4.0 OPERATIONS REQUIRING PRODUCTION SHUTDOWN DURING SIMOPs 4.1 Rig Mov es When the rig is winching in on final approach to the platform. •
•
When the rig is pre-loading.
•
When the rig is jacking up or down.
•
When the drilling rig is cantilevering
•
When the drilling rig is skidding only the well adjacent to BOP is shut-in.
4.2 Drilling Operations a. Driving of conductors. b. Riser less drilling for surface hole c. Lifting, handling, and nippling up any wellhead, blowout preventer or any other equipment that presents a potential hazard to process equipment, wellheads and flow lines. d. Hot work of any nature within 35 feet of the platform. e. Any condition in which the drilling well is not fully under control. f.
Rigging up, rigging down or skidding of the rig when material lifting and handling activities present potential hazards to process equipment and flow lines, except where properly designed and approved protective equipment is installed.
g. Drilling rig activities including but not limited to well testing, Drill Stem Testing (DST), burner testing or any other situation that involves temporary producing and testing equipment. h. It may be necessary to temporarily plug and de-pressure a well because of its well bore proximity to well being drilled. The DSM may impose additional precautions if he deems necessary for safety reasons. 4.3 Production Operations a. When work is being performed on the tree, manifold, or production process system which cannot be done under positive isolation from the source of a hydrocarbon release. b. When any open process work (i.e. breaking a line) is being performed that has a potential to release hydrocarbons. c. When performing maintenance on or testing the platform safety shut-in systems except when all of the following conditions are met: •
Drilling rig is drilling on bottom in a stable condition; or is logging in a cased hole prior to perforating.

The DSM and OIM review all conditions and work to be performed, agree it is safe to proceed, and issue a work permit not to exceed 2 hours to perform maintenance on or test the platform safety system.
5.0 SHUTDOWN & ISOLATION PROCEDURE (site specific for Soraya) Isolation of oil and gas production during Simops shall be carried out as follows. a) Shut production by shutting down ESP of the well. b) Keeping isolation valve at choke manifold shut, pump 10 barrels of sea water into the well to displace oil in the tubing. c) Close Sub Surface Safety Valve (SSSV) d) Close Surface Safety valve (auto-wing valve). e) Bleed off casing annulus pressure, starting from outer casing to inner. Note: Casing annuli should not normally be de-pressurized. This should be considered when justified by a hazard risk assessment that demonstrates more benefit than additional risk (i.e. when a spud can is expected to be particularly close to an adjacent well). f)
Once all wells have been shut in, flush the pipeline and system with water to prevent any wax formation that may pose problems during production recovery.
g) Shut down oil transfer pumps, and depressurize separator and surge tanks to flare. Ensure flare flames out and vessels are open to flare system to prevent vessels going into vacuum. h) Isolate the block valve to the departing delivery hose. i)
Check for any leaks in the piping system.
Note: Steps b), c), and f) may not be required for rig skidding, cantilevering, or riser less drilling for surface hole, however, may be revised based on duration of outage and on any unforeseen risks at the time as agreed by DSM and OIM.
6.0 EMERGENCY RESPONSE PLANS Notes: a)
Soraya is not yet equipped with an automatic PA or Fire Alarm system. Current practice is to use messengers (generally team leads) who directs personnel to the muster station at the forward end. During Simops, it is recommended to install a PA extension of the rig at Well head deck, the process area, and Soraya muster station.
b)
When a fire, H2S, or abandon-rig alarm sounds on a drilling rig during a simultaneous drilling/production operation, all Production Department personnel on the platform should muster immediately at the assigned muster area of Soraya. The assigned operator will take the head count and pass on the rig radio room and will standby for further announcement.
c)
Wind streamers will be installed near to muster station for monitoring wind direction.
d)
Drilling personnel will muster at their assigned muster station on the rig.
e)
Drills will be announced.

6.1 Fire Alarm All personnel at Soraya shall stop work and muster at assigned muster station. •

All personnel should put on life jackets. The Production (Soraya) Operator should contact the rig Radio Room to report muster count and wait for further instructions. Start the fire water pump of Soraya when instructed. Direct boats to standby at close vicinity at upwind position with fire monitors turned on. Be prepared to ESD production.
6.2 H2S Alarm (if any) •

All personnel should muster at assigned muster station. The Platform (Soraya) Operator should contact the rig Radio Room to report muster count and wait for further instructions. He will have a 4 in 1 detector to monitor any H2S presence and will monitor the wind direction using wind streamers. In case H2S is present, direct personnel to move to an upwind and higher elevation on the platform, preferably the helideck. Be in prepared to ESD production.
6.3 Abando n-Rig alarm •
All personnel should put on life jackets and muster at assigned muster station.

Initiate ESD of platform in case already not shut in via remote station.
•
•
The Platform Operator should contact the rig Radio Room and report the names of people mustered and wait for communication. Direct the rescue boat to standby for evacuation. NOTE: Evacuation of Soraya platform should be first attempted via the man riding basket at the forward end. If this is not possible, evacuation should occur by escape ladder and life raft with boat assisting to recover personnel. Abandoning the platform by jumping overboard should be a last resort.
