FOREWORD This document ―KOC Standard for Fire Protection Systems and Safety Equipment‖ (KOC-L-009, Rev. 4) is intended to provide the minimum basic technical requirements for design, manufacture, construction and performance of the fire fighting systems and safety equipment with a view to protecting personnel and facilities during a fire incident. This Standard has been approved by the Standards Team, in consultation with the Standards Technical Committee (STC) for consistent use by KOC User Teams throughout the corporate engineering and operational functions of Kuwait Oil Company (K.S.C.). This Standard has been revised in order to achieve the following objectives:a.
To identify, maintain and upgrade the basic KOC requirements of fire protection and safety with a view to protecting personnel, plant and property within KOC and adjoining areas in Kuwait.
b.
To provide a set of consistent guidelines for KOC and Contractors‘ personnel engaged in the design and construction of firefighting systems, equipment, emergency shutdown and remote control safety equipment.
c.
To define the minimum standard requirements for fire protection and safety equipment that have general applicability for all new construction and will guide for a consistent system and cost effective equipment.

SCOPE
1.1
The purpose of this Standard is to provide the minimum basic requirements and the basic guidelines for KOC and Contractor personnel involved in design, engineering, manufacture, installation and other related activities for KOC assets. The fire protection and safety requirements within KOC assets are broadly divided into the following categories: a.
Fire Protection (i) Active Fire Protection (ii) Passive Fire protection

Safety Equipments
The requirements of active fire protection and safety equipment are covered under this Standard. 1.2

This Standard specifies the minimum basic requirements of design, engineering, manufacture, installation and performance of the following Fire Protection and Safety Equipment for KOC Facilities in Kuwait as below: a.

First-aid kits, Breathing apparatus, Safety showers, Safety signs & notices and Wind socks
Exclusions a.
For passive Fire Protection, refer to KOC-C-027 ―KOC Standard for Fire Proofing of Structural Steelwork – Materials and Workmanship‖.
b.
The Active Fire Protection system other than water based viz. Clean agent, Dry powder etc. are not covered under this Standard. For Fire Protection System requirements based on clean agent, refer to KOC-L-024 ―KOC Recommended Practice for Alternative Gaseous Agents to Halon System‖.
c.
Certain specific exclusions are given for buildings in non-hazardous areas such as residential buildings, offices, sports complex, warehouse / stores etc. which are situated in the areas outside KOC operational areas. Such exclusions are noted under the relevant clauses.
2.0
APPLICATION
2.1
The equipment and materials selection for fire protection systems and safety equipments shall meet & conform to the requirements of this Standard and the referenced standards / codes mentioned herein or approved by KOC.
2.2
The design and performance of all fire protection and safety equipment shall protect both personnel and facility.

2.3
Any exceptions or deviations from this Standard, along with their merits and justification, shall be brought to the attention of KOC Controlling Team for review, consideration and amendment by Standards Team (if required).
2.4
It is the responsibility of KOC Controlling Team to seek advice / approval from KOC Fire Team for Fire Protection Systems and HSE Team for Safety equipments.
2.5
Compliance with this KOC Standard does not of itself confer immunity from legal or statutory obligations.

5.0
ENVIRONMENTAL CONDITIONS
5.1
The equipment and material shall be suitable for continuous service at the desert location under high ambient temperatures and humidity.
5.2
For environmental conditions in Kuwait, refer to KOC-G-007 ―KOC Standard for Basic Design Data‖, which provides the detailed design information regarding the environmental, site, and utility supply conditions prevailing throughout the KOC facilities.
6.0
HEALTH, SAFETY AND ENVIRONMENT
6.1
The Supplier/Contractor shall ensure all compliance of all Company Health, Safety and Environment procedures to protect personnel and surrounding environment during onsite field works.
6.2
All relevant HSE requirements of the KOC Fire and Safety Regulations, the KOC‘s HSEMS Procedures and the KOC‘s HSE policy shall be adhered to while performing the works within KOC areas.

7.0
TECHNICAL REQUIREMENTS AND SYSTEM DESCRIPTIONS
7.1
General
7.1.1
The fire protection and safety equipment shall have been tested and approved by an internationally recognized testing and approving organization, such as FM, UL and LPC. In addition, all fire protection and safety equipment shall be subjected to prior inspection, testing and approval by KOC Controlling Team & Fire Teams and shall be in compliance with the local laws and regulations.
7.1.2 The Supplier/Contractor must note that one complete item (including fitting etc.) of each type of equipment viz. fire hose, different types of nozzles, fire extinguishers etc. and the detailed drawing of the remaining fire equipment in compliance to this Standard or any other referenced Standard referenced herein shall be presented to the KOC Controlling Team & Fire Team for approval. Procurement activity must not proceed until KOC has tested, reviewed and approved the proposed equipment in writing. 7.1.3 The Supplier/Contractor shall consult with the KOC Controlling Team and Fire Team for developing the locations of required fire protection and safety equipment, and shall submit design drawings showing locations of the proposed equipment for approval. 7.2
Fire Water System
7.2.1 Design Basis a. Capability to supply fire water for automatic water spray system, foam systems, fixed/trolley monitors and manual hose lines for minimum six (6) hours duration of a credible, worst case fire scenario calculated based on fire risk assessment. The worst case scenario will be based on largest tank full surface fire at Gathering Centers & Tank Farms and full bore rupture of maximum diameter and pressure at Booster Station & manifolds etc. Note: With reference to cl. 1.3 (c) of this Standard, for buildings noted therein, the minimum duration of fire water supply shall be based on project requirements.
b. Dedicated fire water pump house shall be located outside the Operational Facility at a reasonably safe distance of at least 60.0 m as per, the spacing chart of Appendix 1 of KOC-L-028, away from process areas or at a distance identified based on radiation contours during risk assessment study. The pumps shall be located as close as possible to the fire water storage or alternate water source. Note: With reference to cl. 1.3 (c) of this Standard, for buildings noted therein, location & safe distances shall be based on project requirements.
c. The components of fire water system like piping, instrumentation, pumps etc. shall be suitable for brackish water. Any electrical and instrumentation equipment shall be suitable for Hazardous area classification of the installed location. Any electrical and instrumentation equipment shall be IP65 and suitable for outdoor location. d.
Unless otherwise specified, the Fire Water System described under this standard shall handle ‗Brackish Water‘ only. However, KOC may alternatively specify use of Fresh Water for Fire Water System particularly for buildings referred under cl. 1.3 ( c) of this Standard. However, the system shall be designed for Brackish water.

Fire water system shall include the following components as a minimum : a. Firewater storage tank b. Fire water pumps, Pressure Maintenance Jockey pumps c. Buried underground fire water mains d. Automatic and manual fire suppression equipment such as spray systems and hydrants and Sprinkler Systems e. Isolation Valves and other related equipments f.
7.2.3
Hydrants and Risers
Firewater Storage Tank a. Firewater shall be stored in an aboveground metallic fixed cone roof storage tank(s) of minimum capacity. It shall meet requirement of clause 7.2.1 of this Standard and shall be provided with an automatic in-fill arrangement of not less than 50% of rated flow of maximum fire water demand from the Facility‘s normal brackish water supply. The design of Fire Water Tank shall meet the requirement of KOC-MV-007 ―KOC ―Standard for Field Erected Storage Tanks‖. b. In order to allow inspection and maintenance of fire water tank, additional tank shall be installed for providing alternate storage of fire water.
7.2.4
Fire Water Pumps a. The main Fire water Pumps shall be rated to meet the maximum fire water demand based on 7.2.1(a) with back up of 100% stand-by of the maximum fire water demand. The fire water pumps shall be capable to maintain a minimum pressure of 150 psig (10.3 bar) at hydraulically most remote location in the fire water ring main while discharging maximum fire water demand. Note: With reference to cl. 1.3 (c) of this Standard, for buildings noted therein, the minimum pressure for fire water shall be based on project requirements.
b. All pumps shall be diesel engine driven, centrifugal pumps, designed and installed in accordance with NFPA 20 and KOC-ME-009 ―KOC Standard for Stationary Firewater Pump sets‖. The fuel storage tank shall be based on KOCME-009 ―KOC Standard for Stationary Firewater Pump sets‖. Note: With reference to cl. 1.3 (c) , for buildings noted therein, the type and Number of fire water pumps shall be based on project requirements.
c. Maximum anticipated demand shall be based on: (i) The largest combination of internal foam for a tank-on-fire, external water for cooling the exposed surfaces of neighboring tank(s) plus an allowance for mobile foam/water cannon and foam/water hose lines (8 nos of 63 mm diameter) for Gathering Centers & Tank Farms and

(ii) External water for cooling the exposed surfaces of full bore rupture pipe / equipment plus an allowance for mobile water cannon and water hose lines (8 nos of 63 mm diameter) for Booster Station & manifolds etc. d. Pumps shall be capable of providing and maintaining a pressure of at least 10.3 barg (150 psig) at the hydraulically most remote hydrant, while the maximum anticipated demand is being supplied. Note: With reference to cl. 1.3 (c) of this Standard , for buildings noted therein, the minimum pressure for fire water shall be based on project requirements.
7.2.5
Jockey Pumps Two (2) electrically powered pressure maintenance jockey pumps (One in Operation + One Stand-by) shall be provided for Auto operation and to maintain the pressure in the ring main and prevent the necessity for the fire pumps to run to make up small losses. Each Jockey pump shall have a minimum capacity of 25 m3/hr rating.
7.2.6
Pump Housing a. Fire water pumps and driver shall be accessible to facilitate easy maintenance and shall be provided with handling facilities for maintenance and major overhaul. b. The drainage arrangement shall be made around the fire water pump house to avoid any accumulation of water from the relief water discharge and other water spillages.
7.2.7
Pump Controls a. The duty fire pump shall normally be started by a signal from the pressure switch upon loss of ring main pressure beyond the capacity of the jockey pump to recover. b. Dedicated signals shall be provided for duty and standby sets, but should a "duty pump running" signal not be received back within thirty seconds, then the standby set shall be called upon in any case. c. The starting arrangements and sequence shall comply with NFPA 20 paragraph 7-5-2 and KOC-ME-009 including the provision of field mounted SSLS panel. Each pump shall be supplied complete with its own local controller which shall relay status indications to the main fire and gas panel.
7.2.8
Pump suction discharge piping a. Each pump suction should be provided with an easy to clean inlet strainer (Bucket type) with a local differential pressure indication. If individual pump inlet strainers are difficult to maintain, then each pump discharge line shall be equipped with a strainer having flushing facility. Each pump discharge line shall be fitted with a check valve, pressure gauge and isolation valve. Provision shall be made to test each pump individually; the test valves shall have a common return line with a flow metering point.

b. Each pump shall be connected separately to a discharge manifold. The common discharge manifold shall be connected to the fire water ring main of the facility by two separate lines, each of the same size as the ring main and each equipped with a block valve. 7.2.9
Underground Fire Mains and Isolation Valves a. The firewater ring main shall be typically underground piping systems meeting the maximum fire water demand. b. The velocity of water shall not exceed 3.5 m/s at maximum demand. c. The fire water ring main shall not be less than 12-inch diameter and the pipe size shall be calculated based on design flow rates at a pressure of 10.3 bar(150 PSI) at the take off points of each appropriate section even if one of the supply sides has been blocked or is out of operation. Note: With reference to cl. 1.3 (c) of this Standard, for buildings noted therein, the minimum size for fire water ring main shall be based on project requirements.
d. The fire water ring main shall be laid with phenolic internal epoxy-lined carbon steel in accordance with KOC-P-005 ―KOC Standard Internal Coating of Pipelines‖ and externally coated with three layers extruded HDPE in accordance with KOC-P-004 Part 6, Rev.2. Piping shall be designed considering the severe stress during start-up and shutdown of fire pumps, hose streams, and hydrants. e. Fire water system shall be designed based on KOC approved computer modeling to determine quantitative effects of system impairments (either pumps and/or piping sections), evaluate system capability with respect to future site growth and changing fire water needs. The tools shall also be used to evaluate the effects of system changes (proposed or otherwise) on the ability of the system to supply area fire water demands. f. The piping shall be stress analyzed with computer program for maximum stress which shall include co-incidental stress due to start up and shutdown of fire pumps, hose streams, hydrants, deluge valves etc. g. Sectioning block valves shall be utilized to isolate a section of the main which may have failed. They shall be gate valve of solid wedge type at approximately 91 m (300 ft) intervals and on each point of branch line. This close spacing limits the number of hydrants or systems directly affected by any failure and means that emergency operations will be disrupted far less, if an incident also arises. The installed valves shall be of post indicator type as per Appendix 6 of this Standard. h. Fire water mains shall not be installed passing under the buildings and heavy structures. No new structures shall be made over the fire water ring mains.

i. Where firewater mains may be extended in the future, blinded flange should be provided for future connections. j. The firewater mains shall be provided with full bore valved flushing connections at the most remote ends, so that all sections and dead ends can be properly flushed out. The flushing connections shall be sized for a fluid velocity in the relevant piping of not less than 80% of the velocity under normal design conditions, but shall not be less than 2.0m/s. Flushing connections shall be routed to storm water ditch. k. In addition to the above mentioned dedicated fire water network, the fire water ring mains shall be connected to brackish water network for the Operational Facilities by providing two normally closed isolation valves and non return valve. 7.3
Water Spray Systems
7.3.1
Deluge Systems
7.3.1.1
The location(s) of the deluge systems shall be as detailed in the relevant Project Layout Drawings. The drawings will show the minimum KOC requirements. The Supplier / Contractor shall review the scheme, and if necessary, modify the system to fully comply with NFPA 15. In the event no drawings are supplied by KOC, the Supplier shall develop the necessary drawings to comply with NFPA 15 requirements and submit them for KOC review and approval. The deluge systems shall be provided as minimum on crude storage tanks, suction & discharge scrubber in CRU, gas compressors, separator, desalter , chemical shelter, export feed crude oil pumps and other calculated project specific needs based on fire risk assessment where radiation exposure levels are in excess of 12.5 kw/m².
7.3.1.2
a. All deluge valve stations shall generally be arranged in accordance with Appendix 1.1 & 1.2 of this Standard. Deluge valve assemblies and their associated panel for instruments, gauges and air vessels shall be installed at a safer distance from the area protected. The location will be decided based on radiation explosion zone. However, it shall be at last 30.0 m distant preferably upwind of water spray system on equipments protected. b. The deluge valve shall be UL listed and of diaphragm type. c. These deluge valve stations shall be close to the radial stairways and protected from radiated heat by the provision of metal radiation shields or other methods approved by KOC.

d. Adequate clearance shall be provided for access to inspect, maintain, remove and flush the system. Deluge system piping and fitting materials shall conform to Appendix 5 to this Standard. 7.3.1.3
Deluge valves shall be held closed by air pressure supplied from the dedicated instrument air system. Removal of air pressure to the valve itself must result in the valve opening. An air vessel shall be provided to act as a buffer in case of instrument air failure to delay or prevent unnecessary release of fire water.
7.3.1.4
Instrument air system tubing and fitting materials shall be 316 stainless steel.
7.3.1.5
Deluge valves shall open fully open within 10 seconds on removal of instrument air pressure by: a. remote operation of a push-button at the main fire and gas panel, located in the main control room, to energize a solenoid valve in instrument air supply to the deluge valve. b. local operation of a mechanical air release unit at the deluge valve station.
7.3.1.6
A full size deluge water bypass line complete with a normally closed manual block valve shall be installed around the deluge valve.
7.3.1.7
a. A fire service connection (Suction Collection Head) shall be provided and shall be arranged to connect downstream of each deluge valve in order to allow a secondary supply of water to the deluge system, if necessary. b. This connection shall be provided with a normally closed manual block valve and shall be accessible from outside the bund. Suction Collection Head shall be 4 way 2½" inlet instantaneous male coupling according to BS 336 and shall be the same type as described under clause 7.4.1.7 of this Standard for foam collection heads. c. A fire-sensing system as UV/IR flame detection, Linear Heat Sensing System, fusible bulb/plugs system of rated temperature for actuation at minimum 1000C etc. shall be used to detect fire in the protected area that automatically actuates a deluge valve and sounds an audio & visual alarm in field and Control room. A dedicated system or detection system shall be connected to Fire & Gas System.
7.3.1.8
Deluge system piping shall run across the bund, below ground, using 45º fittings and emerge before the tank foundations to connect to the tank deluge system riser connection.
7.3.1.9
System sizing and flow requirement shall be determined by hydraulic calculations in accordance with NFPA 15.
7.3.1.10 Butterfly valve shall not be used for Deluge water spray system.

7.3.1.11 The application rate shall be 10.2 litres/min./m2 of tank roof area & upper half portion of tank shell for fixed roof tank and 10.2 litres/min./m2 of tank shell area for floating roof tank. The application rate shall be considered 100% of the tank on fire and 50% on the exposed sides of the adjacent tanks. The exposed side of top ring for purpose of this calculation shall be determined in accordance with configuration of adjacent tanks, as indicated in Appendix-1.1 to this Standard. The application rate of water spray system on suction & discharge scrubber in CRU, gas compressors, separator, desalter , chemical shelter, export feed crude oil pumps shall be based on NFPA 15. 7.3.1.12 The water spray shall be provided on roof & upper half portion of tank shell for fixed roof tank and only on full portion of tank shell for floating roof tank. 7.3.1.13 Water may be distributed using open upright spray sprinkler heads installed in semicircular arrays of Pipe work arranged over the tank roof. Deluge system shall cover tank roof and around the tank. 7.3.1.14 At the rim, beyond the roof and shell, a deflector plate shall be installed to direct water, flowing off the roof, back, onto the tank‘s shell as rundown water. 7.3.1.15 All small-bore trim lines, pneumatic reservoir and release arrangement, fittings, valves, gauges and sundry items shall be supplied, mounted on an instrument and gauge board, sited locally and readily accessible for all operations. If enclosed, the enclosure shall be protected to IP 55 in accordance with BS EN 60529. 7.3.1.16 Nozzles shall be constructed from marine brass with a corrosion-proof protective coating, and shall produce adjustable cone-shaped spray pattern with uniform discharge characteristics. 7.3.1.17 Insulating spools, gaskets and / or kits shall be supplied, wherever necessary, to provide a barrier at junctions between dissimilar metals having an electromotive potential difference greater than 0.05 V. Valve station block valves shall be fire-safe type, tested to BS EN 12266, Part 2. 7.3.1.18 Deluge valves shall be full way types with cast bronze, flanged bodies and internals of non-ferrous metals suitable for brackish water. 7.3.1.19 Filter shall be of a bucket type design, with a retractable insert. Each filter shall have a minimum capacity of 800% of the nominal inlet piping diameter. The filter openings shall be at least 50% of the size of the smallest spray nozzle orifice opening to be used with a maximum of 4 mm diameter. 7.3.1.20 Hydraulic calculations shall be conducted as part of the design of the piping system to determine that the required pressure and flow is available at each nozzle. The minimum operating pressure at any nozzle protecting hazard shall be as per NFPA 13 & 15.

7.3.1.21 The drainage arrangement shall be made around the deluge system to avoid any accumulation of water around the equipment. 7.3.2
Sprinkler System Generally, sprinkler system shall only be utilized to provide protection of areas within buildings. If the fire safety assessment determines that a sprinkler system is required to be provided, it shall be designed and installed in accordance with NFPA13.
7.3.3
Water Mist System If the Fire risk assessment determines that water mist system is required to be provided, it shall be designed and installed in accordance with NFPA 750.
7.4
Fixed Foam Systems for Crude Storage Tanks The purpose of firefighting foam systems is to deliver a solution of firefighting Foam and water onto a liquid hydrocarbon to pool to control vapours or extinguish a fire. NFPA 11 should be referred for guidance on selected details. Butterfly valve shall not be used for fixed foam systems for Crude storage tanks.
7.4.1
Foam System for Floating roof Crude Storage Tanks Foam system for Floating roof Crude Storage Tanks shall consist a foam pump house, foam proportioning unit, foam chamber / foam maker and foam collecting head box.
7.4.1.1
The foam system for floating roof crude storage tanks shall be designed as per NFPA 11. The positive displacement pump with diesel engine driver, together with foam tank for firefighting service, complete with all ancillaries shall be supplied completely assembled, mounted on a common skid.
7.4.1.2
The engine shall be in accordance with this Standard and shall conform to NFPA20. The engine shall be suitable in all respects as drive for the pump for which it is intended. The engine and controller shall be specifically listed for fire service by a testing laboratory.
7.4.1.3
The foam system shall be installed at a safe distance from the protected area, yet shall be able to supply foam solution to the desired foam application system within two (2) minutes of activation. Radiation heat flux calculation shall be made to determine the suitable location.
7.4.1.4
Skid mounted diesel-driven foam liquid pump units and piping assembly. a. The unit will consist of: Two (2) foam liquid pumps - positive displacement – rotary or screw type, with relief valve, suitable for handling fluoroprotein foam. Each pump shall have the following parameters:

(i) Capacity 60 (igpm) Max. / 15 (igpm) Min (ii) Discharge Pressure 350 psig. (iii) The capacity of diesel tank shall be sufficient to supply diesel for minimum four (4) hours. b. The pumps shall be supplied complete with suction and discharge piping, isolating valves, flushing connections, suction and discharge pressure gauges, necessary instrumentation, drain & vent, pressure regulating valve with manual by-pass connection, check valves, suction strainer, return line & connections, etc., piped up to the foam tank on the suction and up to the common discharge on the outlet. The foam concentrate supply valve shall be suitable for remote operation in addition to local operation. The isolating valves shall be gate/ball type with SS body and SS trim. The piping material shall be API 5L, Grade B. The foam concentrate valve shall be located remotely at a safe distance from the Crude Storage Tanks. c. Pumps at each skid shall be one (1) working and one (1) standby. However, pumps shall be suitable for parallel operation in emergency and for filling the rings. d. The pumps shall also be suitable for handling brackish water for the purpose of flushing the system after use. e. Each skid shall have two (2) foam pump sets and one (1) foam tank. 7.4.1.5
Foam Concentrate Storage Tank a. The tank shall be horizontal, atmosphere type of minimum capacity 2000 gallons (imperial) or based on largest credible fire scenario whichever is higher for fluoroprotein foam concentrate. It shall be of welded carbon steel construction, generally as per BS EN 12285 - 2, internally fiber glass lined (min. 5 mm thick.) and shall be subject to KOC approval. b. The internal surface of the foam tanks shall be fiberglass lined as per KOC-P002 Pt. 2 ―KOC Standard for Internal Lining of Tanks and Vessels: Part 2 - Rigid Reinforced Fiberglass Lining‖ and the external painting system of the foam tank shall be according to Appendix 3, Schedule "A" system A1-1 of KOC-P-001 "KOC Standard for Painting and Coating of Metal Surfaces - New Construction‖. c. Filling / Discharge Facilities (i) For bulk supply filling, a 2 ½inch nominal diameter suction hose connection shall be provided.

(ii) A drum unloading facility shall be provided comprising of a collecting pit (nominal size 1.0 m³ fabricated from GRP) and a drum unloading rack capable of handling three (3) Nos. drums of 200 litre capacity at a time. A cover shall also be provided to avoid dirt entering into the pit. The drum unloading shall have sufficient space to maneuver drum by use of forklift. 7.4.1.6
In-line Balanced Pressure Foam Proportioning Unit a. The unit will consist of one Ratio Controller suitable for a foam solution flow range of min. 250 igpm to a max. of 1270 igpm. The unit shall be of stainless steel super duplex grade as minimum construction, suitable for fluoroprotein foam and brackish / sea water complete with the items as below: (i) 3% integral foam concentrate liquid metering device for use with foam concentrate and brackish water (occasionally sea water); (ii) Water inlet and discharge connections flanged; (iii) Threaded foam concentrate inlet connection; (iv) One diaphragm control valve with manual bypass facility; (v) Pressure gauges for water and foam solution lines; (vi) Ball valves manually operated for foam concentrate and solution lines; (vii) One Duplex pressure gauge & Check valves; and (viii) One additional connection with check valve for emergency foam concentrate injection. b. All these items shall be subjected to approval by KOC before supply. c. The unit shall be enclosed in a cabinet and shall be complete with interconnecting foam liquid piping, check valves, other valves, fittings and sensing lines for brackish/sea water and foam liquid.
7.4.1.7
Foam chamber unit and foam maker unit suitable for mounting on the floating roof tank complete with Orifice plate/ nozzle, strainer, Deflector, Splash board of bolted connection for mounting on existing tanks with dimensions as per NFPA-11. The number and capacity shall be based on actual calculation.
7.4.1.8
In addition to the fixed foam system, a four-way 2½ inch male hose collecting head or breeching inlet shall be installed to introduce foam solution from the fire engine into the lines to the tank foam pourers. It shall be according to BS 336. Foam solution collecting heads shall be installed inside steel cabinets, upwind outside the bund wall of the crude tanks in a safe radiation heat zone.
7.4.2
Foam System for Fixed Roof Crude Storage Tanks
7.4.2.1
A four-way 2½ inch instantaneous male coupling collecting head or breeching inlet shall be utilized to introduce foam solution from the fire engine into the lines to the tank foam pourers. It shall be according to BS 336 and shall be arranged in accordance with Appendix-1.3 of this Standard. Foam system piping and fitting materials shall conform to Appendix 5 of this Standard.

7.4.2.2
Foam solution collecting heads shall be installed inside steel cabinets, upwind outside the bund wall of the crude tanks, they are protecting. The installed cabinets shall be protected from radiated heat by the provision of concrete or metal radiation shields.
7.4.2.3
Foam system piping shall run across the bund, belowground, using 45º fittings and emerge before the tank foundations to connect to the foam system risers provided in accordance with NFPA 11 hydraulic calculations.
7.4.2.4
The size of the risers for the wet, dry and dual crude storage tanks shall be minimum four (4) inch diameter and for the test crude tanks minimum three (3) inch diameter. The Supplier / Contractor must verify these sizes and provide adequate system during detailed design in accordance with NFPA 11.
7.4.2.5
The wet, dry and dual crude storage tanks shall each have a minimum of four (4) such arrangements. However, the number of foam pourers for bigger size tanks which are more than 30 m (100 ft.) diameter shall be as per NFPA 11. The test tanks shall have only two (2) foam system piping arrangements.
7.4.2.6
Generally, the foam system piping arrangements shall be as detailed in Appendix-1.4 of this Standard.
7.4.2.7
Foam collection heads box shall be of gunmetal-bronze body having four (4) inlets and one (1) outlet.
7.4.2.8
The inlets of foam collection heads shall be gunmetal 2½ inch diameter male instantaneous couplings to BS 336 and shall be furnished with spring operated nonreturn mechanisms and brass cap.
7.4.2.9
Each manifold shall be complete with a piping adaptor, one end beveled, the other threaded male to BS 336 round threads.
7.4.2.10 The steel box for the foam inlet shall conform generally to BS 5041, Part 5, except the following: a. the glass door to be replaced by a steel panel; b. a robust latch be provided instead of the lock and key. 7.4.2.11 The units shall be installed with centre line of outlet a minimum of 600 mm and a maximum of 1200 mm above grade. 7.4.2.12 A valved drain line shall be provided at the system low point. The drain line shall be routed to a new drainage pit built by the Supplier / Contractor. 7.4.2.13 Flushing Arrangements shall be made for quick flushing of the piping/ foam system after use/ periodical testing by connecting fire hose.

7.5
Fire Hydrants and Fire Engine Suction Riser
7.5.1
The fire hydrants shall conform to the following:

a. Fire hydrants shall generally be in accordance with the details shown in Appendix 2 of this Standard. Materials for fire hydrant and fire engine suction riser piping and fittings shall conform to Appendix 5 to this Standard. b. The Hydrant assemblies shall be suitable for a minimum working pressure of 10 barg (150 psig) and hydrostatically tested to the design code ASME B31.3 requirements. c. The size of fire hydrant shall be the same around all the Facility. It shall be fabricated from pipe and standard fittings, having a six (6) inch diameter barrel with dual-valved two and half (2½) inch diameter hose outlets instantaneous female couplings according to BS 336. d. Hydrants shall be ―dry‖ barrel, valved types connected through extension pieces to a flanged-T connection on the buried firewater ring main. e. Hydrant inlet valve shall be a ball valve with a six (6) inch diameter flanged inlet and outlet. f. All fire hydrant discharge valves shall be diaphragms type suitable for brackish water for on-shore and off-shore application. The diaphragm shall be made of Viton or Teflon material or equivalent. g. A suitable arrangement shall be incorporated to drain the barrel after use. 7.5.2
The fire hydrant shall be installed at the locations and of specified spacing as follows: a. The location of the hydrants shall be as detailed in the relevant Project Layout Drawings. The drawings will show the minimum KOC requirements. b. The Supplier / Contractor shall review the scheme, and if necessary, modify the system to fully comply with the statutory regulations. In the event no drawings are supplied by KOC, the Supplier shall develop the necessary drawings and submit them for KOC review and approval. c. Hydrants shall be provided at a spacing of 30.0 m (100 ft.) for Gathering Centers & Booster Stations and 23.0 m (75 ft.) for tank farm. The spacing for other areas will be determined by KOC Controlling Team according to the hazards assessment. Isolation valves shall be provided at each 100.0 m (328 ft.).

d. Hydrants shall be readily accessible from roads and located in such a way that possible damage by traffic shall be minimized. They shall be provided with a crash barrier. The location shall not be within 2.0 m from curb of the road and at least 10.0 m from road crossings, sharp road curves, buildings or other structure as pipe rack etc. For processing units/ areas, the distance to the nearest hydrant shall not exceed 30.0 m. Each hydrant shall be provided with a hard paved grade. 7.5.3
The fire engine suction risers shall be provided in compliance with the following: a. Fire engine suction riser shall generally be in accordance with the details shown in Appendix 3 of this Standard. b. A fire engine suction riser pipe shall be fabricated from 12 inch pipe having two 5½ inch diameter fire engine suction connections as shown on the relevant Project Layout Drawings. This riser shall be positioned near to the firewater tank and crude storage tanks in an area wide enough to allow maneuvering of the fire engine truck. The fire engine suction riser shall be protected by ―Crash Barriers‖ painted in black and yellow. In the event that no drawing is supplied by KOC, the Supplier / Contractor shall develop and submit the necessary drawings for KOC review and approval. c. The two 5½ inch threaded and valved outlets of the suction riser shall be suitable for use with rigid suction hose. d. During detailed design, the Supplier / Contractor shall investigate the operational benefits of alternative hydrant designs and their spacing with particular emphasis on the provision of 5½ inch diameter connections for the fire engine at strategic locations around the facility. e. The fire water mains for fire engine pumping connection shall be directly connected to fire water storage tank. This shall be separately laid from fire water ring main for hydrant system and shall be directly connected from fire water storage tank.
7.5.4
The fire engine suction risers and/or the combination of fire engine suction risers and hydrants shall be provided at strategic locations based on risk assessment near to crude storage tank area etc. from fire hydrant ring main.
7.6
Dry Riser for Upper Floor Process Units / Buildings The dry riser having hydrant valve at each landing point shall be provided for upper floor process units and buildings as follows: a. The size of riser shall depend on the number of hydrants at upper floors. The arrangement shall be made for air release at the top end of the pipe.

b. The fire brigade inlet shall be provided at ground floor at unobstructed location. 7.7
Fire Fighting Equipment Boxes for Operational Facilities
7.7.1
Firefighting equipment boxes shall be provided in compliance with the relevant Project Layout Drawings at strategic locations of the facilities. If KOC has not supplied any drawings, the Supplier / Contractor shall develop the layout drawings and submit them for KOC review and approval. As a general guideline each Fire Fighting Boxes shall cover maximum eight (8) Nos. of fire hydrants.
7.7.2
Each equipment boxes shall be supplied and installed in accordance with the following requirements : a. The boxes shall be constructed from red epoxy coated steel. b. The boxes shall be strengthened at all stress points (brackets, hooks, hinges, handles, catches etc.) and be additionally reinforced where shelves are fitted. c. They shall have no corners, sharp edges or protuberances which could damage the contents or injure personnel. They shall be provided with double doors, double sealed to minimize the ingress of sand. The roof shall be sloped to deter objects from being stored thereon. d. The boxes shall be identified by the words in both the Arabic and English languages ―FIRE EQUIPMENT.‖ This shall be painted in 75 mm high white letters across the doors. Additionally, a fixed plastic notice shall be installed inside the cabinet, listing the equipment provided, also in both languages (English and Arabic). e. The boxes shall be complete with legs or feet, or mounted upon an assembly to ensure that the doors are not prevented from opening by drifting sand. The bottom of the door shall be not less than 900 mm above grade.
7.7.3
Each box shall provide orderly and unobstructed storage for the following equipment and shall generally be in accordance with the details shown in Appendix 4 of this Standard: a. Eight (8) 30.0m (100 ft.) long firefighting hoses of 2.5 inch (63 mm) diameter high grade synthetic rubber extruded through an all polyamide woven jacket to give a non-kinking construction and the best rubber to textile adhesion approved to BS 6391, Type 3 or listed to UL. b. Fire fighting hose, each complete with one male and one female 2½ inch diameter instantaneous couplings in accordance with BS 336 firmly and securely copper / brass wire-bound to the hose. c. Four (4) fog/spray/jet twist grip-type branch nozzles.

d. Eight (8) plastic containers of 3% fluoroprotein foam concentrate, each of 25 litre capacity. The concentrate shall be approved by KOC. The foam compound shall be compatible with the DPC fire extinguishing powder. e. Two (2) operating handles and extended keys suitable for use to operate the firewater ring main sectioning valves. f. Two (2) foam-making branch pipes as FMB 10 or equal and approved by KOC shall also be provided. They shall be complete with pick-up tubes incorporating a ¾ inch diameter quick release foam compound coupling. g. Four (4) dual-purpose jet spray branch pipes approved by KOC shall be supplied and mounted in each box. They shall be constructed predominately from light-alloy materials and be fitted with 2½ inch diameter male instantaneous couplings to BS 336. 7.8
Hose Reel with Cabinets for Buildings
7.8.1
The hose reel cabinet shall be of stainless steel, minimum 2 mm thick and of size 1440 mm x 795 mm x 300 mm.
7.8.2
The hose reel cabinet shall be suitable for use in office buildings and equipped with swinging type hose reel with automatic stop valve & jet/spray/shut off nozzle, one quantity of nine (9) litre CO2 cartridge type water fire extinguisher and one quantity of five (5) kg. CO2 gas fire extinguisher.
7.8.3
The hose reel, equipped with an automatic stop valve, is mounted on a swinging arm with internal waterways, which swings 1800. The automatic stop valve opens to provide full capacity within just two revolutions of the reel.
7.8.4
The hose reel shall have jet/spray/shut off nozzle. The hose reel hose shall be of minimum 30 m in length, 25 mm in diameter, black Dunlop or equivalent hose having working pressure 15 kg/cm2, designed to standard BS EN 694 for hose reel.
7.8.5
The hose reels shall be tested, approved and CE marked according to BS EN 6711.
7.8.6
The fire extinguishers shall comply with clause 8.12 of this KOC Standard.
7.9
Trolley Mounted Foam / Water Cannons
7.9.1
Where specified, the road trailer-mounted foam tanks with integrated foam/water cannons with sunshade shall be provided for use at each Facility.
7.9.2
The number and preliminary locations for the Foam/Water cannons shall be as per the relevant project layout drawings. In the event no drawing is supplied by KOC, the Supplier / Contractor shall develop the necessary drawings and submit them for KOC review and approval.

7.9.3
As a general guideline, each Foam / Water Cannon shall cover maximum one (1) crude storage tank in Operational Facilities.
7.9.4
The foam / water cannon shall be mounted on an integral 900 litre capacity foam concentrate tank which shall give more than 10 minutes supply when operating at around 7 barg (100 psig.) at induction ratio of 3%. The tank shall be capable of being refilled with concentrate by the KOC Fire Team without shutting the water off.
7.10
Mobile Water Monitors
7.10.1
Four-wheeled, bogie-type, trailer-mounted monitors shall be provided in compliance with KOC Standard 381/016 ―Specification for 4-Wheeled Potable Water Spray Monitor for Fire Fighting‖. Number of units and capacity shall be determined by KOC Controlling Team. The mobile water monitors shall be capable of being manhandled or towed by a vehicle. Each monitor shall have capacity up to 2250 litres per minute, with a range (reach) of 40 m (131 ft.) at an operating pressure of 7 barg (100 psig).
7.10.2
The monitors shall normally be parked with the foam cannons ready for immediate deployment during an emergency.
7.10.3
The numbers and preliminary locations for the water monitors shall be in accordance with the relevant Project Layout Drawings. In the event no drawing is supplied by KOC, the Supplier / Contractor shall develop the same for KOC review and approval. As a general guideline, mobile water monitors shall cover various vessels, compressors, columns and crude storage tanks in Operational Facilities.
7.11
Fixed Water / Foam Monitors Fixed Water/Foam Monitors shall be provided at critical locations (e.g. Tank Farms, Separators etc.). Each monitor shall have capacity up to 3750 litres per minute, with a range (reach) of up to 60 m (197 ft.) at an operating pressure of 10.3 barg (150 psig). The number and location of fixed monitors shall be based on risk assessment/ HAZOP studies.
7.12
Portable / Mobile Fire Extinguishers
7.12.1
DPC fire extinguishers, carbon dioxide (CO2) extinguishers and water extinguisher shall be provided for use as applicable and approved by KOC Controlling Team.
7.12.2
DPC mobile wheeled units of 63 kg shall be parked around the Facility at strategic locations. Sunshades shall be provided for this purpose. Each unit shall consist of the following:

a. Larger mobile extinguisher containing 63 kg of DPC fire extinguishing powder, designed and constructed fully in accordance with the relevant part of BS EN 37. They shall incorporate brackets, handles, stays and an axle all welded to the extinguisher's steel body. b. A suitably sized cartridge of CO2 shall be mounted externally, and operation of this shall pressurize the main body of the mobile extinguisher and prepare the contents prior to discharge. c. A 9 m (29.6 ft.) long by 19 mm diameter hose equipped with an alloy barrel and nozzle incorporating pistol grips and on/off trigger shall be provided for controlling discharge. The charge status shall be indicated on the extinguisher. d. All of the above components shall be securely mounted on wheels with solid tyres approximately 400 mm diameter and 100 mm wide. 7.12.3
In accordance with the layout drawings, 9 kg DPC hand-portable extinguishers shall be distributed in process units . Each unit shall consist of the following: a. Portable fire extinguisher containing 9 kg fire extinguishing powder complete with mounting brackets, designed and constructed fully in accordance with the relevant part of BS EN 3. b. The grip mechanism shall incorporate both safety-catch and tell-tale features to reduce the number of inadvertent and/or failed operations. c. A short flexible discharge hose complete with nozzle. d. The design shall allow easy re-filling in the field by provision of a large- diameter filling opening.
7.12.4
Dry Powder Chemical (DPC) shall be UL/FM approved and shall have fast knockdown characteristics with application rate of not less than 0.61 Kg/m2. The different types of powder viz. potassium allophonate, Purple ‗K‘, Monnex and Metal ‗K‘ are available in the market; but the selection will depend upon the hazard covered and approval from KOC Fire Team.
7.12.5
The extinguishers shall be operated by a controlled discharge of gas cartridge enclosed within the extinguisher body, effected by a simple lever and grip mechanism. The charge status shall be indicated on the extinguisher.
7.12.6
The control room, electrical room, switchgear room, instrument room, pantry, UPS and battery rooms shall be provided with 5 kg CO2 portable fire extinguisher, which shall comply with the following: a. The 5 kg CO2 extinguishers shall give a controlled discharge, using the stored pressure of the extinguishing effected by a simple lever and grip mechanism.

b. The grip mechanism shall incorporate both safety-catch and tell-tale features to reduce the number of inadvertent and/or failed operations. c. The extinguisher shall be with a solid discharge horn for directing the release of CO2. The cone of the horn shall be hard piped to the release mechanism. Note: No CO2 fire extinguisher shall be provided in open area in process plants and buildings. 7.12.7

7.12.8

The words ―FIRE EXTINGUISHER‖; the extinguishing medium; the propellant arrangements utilized. b. The method of operation. c. Instruction to refill and re-charge after operation including after partial discharge. d. The Manufacturer‘s name, address, model number or identification and year of manufacture. e. Instruction to regularly inspect for availability.
7.12.9
Each extinguisher shall be labeled in accordance with the KOC Controlling Team ―inspection scheme‖ and the required space must be reserved for this.
7.12.10
Before installation at the Facility, each extinguisher shall be delivered to the KOC Fire Stations for inspection and labeling with its own identification number and ―due-off‖ date.

7.12.11
Quantities and size of extinguishers for any project shall be specified in the relevant project and layout drawings.
7.12.12
The locations of the fire extinguishers shall be decided by the KOC Controlling Team during detailed design stage of the Project. However, the quantity & type of extinguishers shall be finalized according to NFPA 10 with respect to spacing and travel distance to the extinguisher.
7.12.13
Detail specification for type, quantity and quality of the fire extinguishers shall be approved by the KOC.
7.12.14
The fire extinguisher shall be mounted at the height of 1100 mm from the surface.
7.13
Safety Showers, Eye Wash and Eye / Face Wash Units
7.13.1
Self-supporting safety shower units shall be made of PVC or GRP or other noncarbon steel materials approved by KOC and be complete with overhead body wash shower heads and eyewash diffusers. The water supply pipe work shall be encased in a PVC jacket with polyurethane foam insulation.
7.13.2
All fittings shall be readily removable and replaceable after removing the PVC jacket to access the ball valves.
7.13.3
Each unit shall be provided with an automatic drain arrangement and an earthing boss.
7.13.4
Units, free standing and self-supporting type, shall be connected to the fresh water system which has its own pressurizing arrangements. Filter shall be provided before the water supply line inlet.
7.13.5
Potable water shall be provided to safety showers and eyewash fountain. It shall be cooled by a chilling arrangement considering the Kuwait climatic conditions to ensure that water temperature is maintained between 25ºC to 28ºC at the eyewash and/or shower head..
7.13.6
The eyewashes shall be connected to a suitable independent potable water supply with adequate pressure to ensure satisfactory operation with water flow as specified in 8.13.2 of this Standard.
7.13.7
Once operated, the valves shall remain open until such time as they are manually closed.
7.13.8
The location of the safety showers and eyebaths shall be determined by the Supplier / Contractor subject to approval by KOC.
7.13.9
The shower head attachments shall be 60º and 120º spray angles, respectively.

7.14
Breathing Apparatus
7.14.1
Self-contained escape breathing apparatus (having cylinder of 10 minutes duration) shall be provided in cabinets wherever toxic gas detectors are installed. (A minimum of two sets to cover each hazardous locations in field)
7.14.2
Minimum four (4) Nos. of breathing apparatus (having cylinder of 45 minutes total duration) for general use shall be provided in the cabinet at control building in addition to escape breathing apparatus for each hazardous locations in field.
7.14.3
Each breathing apparatus set shall consist of the following main components: a. A positive pressure full-face mask b. A corrugated rubber tube connecting the face mask to the demand regulator valve on the cylinder c. The demand regulator valve to be an instant flow automatic type which avoids the need for the user to start the air flow other than by simply donning the face mask and inhaling d. Compressed air cylinder with ergonomically designed back plate and other accessories e. Literature enclosed for reference to compliance with National Standards.
7.14.4
Exposed parts of the apparatus shall not be made of magnesium, titanium, aluminum or other alloys which may, on impact, produce sparks capable of igniting a flammable gas mixture.
7.14.5
All materials shall be suitable for not producing static charges.
7.14.6
Materials coming into contact with the wearer‘s skin shall be soft, pliable and nonirritating.
7.14.7
These sets shall be manufactured by Draeger or equal and approved by KOC.
7.14.8
Wherever these sets are stored in the Facility, clear and concise instructions, preferably in graphic form shall be provided for use.
7.15
First-Aid Kits / Stretchers
7.15.1
First-aid kits and stretchers shall be located in the control room, maintenance building(s) and project site offices as specified.
7.15.2

First-aid kits shall be supplied neatly and orderly arranged within a durable metal or reinforced plastic box or container.
7.15.4
This box or container shall be fitted with a carrying handle or strap or supplied with a suitable valise.
7.15.5
A list of contents shall be supplied for storage with the kit. This shall detail all equipment and quantities and include re-ordering instructions.
7.15.6
A first-aid manual with clear instructions for the use of all the items supplied in the kit shall be provided. This text shall be printed in both the Arabic and English languages.
7.15.7
The stretchers shall be of robust construction designed to carry one person securely and to give a measure of protection to an injured patient.

7.15.8
A footrest and other restraints shall be incorporated in the design (to facilitate winching) together with slots and cleats to accept and adjust straps and/or ropes which shall also be supplied.
7.15.9
Suitable wall brackets shall be supplied for storage, allowing easy removal in an emergency.
7.16
Safety Signs and Notices
7.16.1
Safety signs with necessary information to visiting and operational personnel shall be provided throughout the Facility in both Arabic and English languages as per KOC HSEMS Procedure/ Guidelines. The information shall include the working conditions, obligations and precautions to be taken all the times.
7.16.2
The signs shall fall into one of the following categories: a. WARNING :
of potential hazards and risks.
b. PROHIBITING :
certain actions detrimental to safety.
c. OBLIGING :
certain actions contributing to safety.
d. ADVISING :
usually locations of safety/fire-fighting equipment or escape routes and exits.
7.16.3
The Supplier / Contractor of the fire fighting and safety equipment shall print all text in both the Arabic and English languages in reflective lettering and background according to International Standards.
7.16.4
All safety signs and notices shall be the photo-luminescent types having a luminous intensity of eight (8) millicandle light per m2 after 30 minutes of complete darkness.
7.16.5
Signs shall be screen printed onto luminous film covered by a dull but clear PVC film with good UV resistant qualities.
7.16.6
Signs shall be mounted on a metal backing or other suitably stable material to allow mounting into a flat surface.
7.16.7
Safety signs shall conform in all respects to the construction requirements contained in BS 5499-2.
7.17
Wind Socks The wind socks (minimum six (6) Nos. at Operational Facility) shall be provided at a higher elevation to indicate the wind direction and be visible from the whole facility. However, the number of wind socks shall be based on total area, the type & nature of facility and the Height etc of the Operational Facilities.

8.0
PERFORMANCE REQUIREMENTS
8.1
General
8.1.1
Satisfactory performance of the fire protection and safety equipment is of utmost importance. All equipment shall meet or exceed the requirements of this Standard and referenced industry codes and practices.
8.1.2
After completion of the work, all fixed firefighting equipment shall be tested in the presence of KOC Controlling Team.
8.1.3
The performance requirement of water based fire fighting systems shall be as per NFPA 25 and other respective NFPA Standards.
8.2
Fire Water System Fire Water Pumps shall be tested in accordance with clause 9.0 of KOC-ME-009 ―KOC Standard for Stationary Firewater Pump Sets‖.
8.3
Water Spray Systems
8.3.1
Each deluge system shall be designed to cover the shell of crude storage tank with a water application rate of 10.2 litre/min./m2. The application rate for other equipment shall be as per NFPA 15. The performance criteria shall meet the requirement of NFPA 15.
8.3.2
All equipment shall be rated for a maximum water pressure of 16 barg (232 psig).
8.4
Fixed Foam Systems for Crude Storage Tanks
8.4.1
The performance criteria for fixed foam system for Crude Storage Tanks shall be as per NFPA 11.
8.4.2
All equipment shall be rated for a maximum water pressure of 16 barg (232 psig).
8.5
Fire Hydrants and Fire Engine Suction Riser
8.5.1
The hydrants shall be subject to a pressure of up to 16 barg (232 psig) under no or low-flow conditions, and all equipment shall therefore be suitably rated for such an occurrence.
8.5.2
The fire hose shall be in accordance with the BS/UL Standard and shall be subject of acceptance pressure test of 34 barg (500 psig). The test shall be held and maintained constant for one (1) minute only. During this test, the hose shall not leak nor shall any jacket threads break.

Dry Riser for Upper Floor Process Units / Buildings All equipment and piping shall be rated for a maximum water pressure of 16 barg (232 psig).
8.7
Fire Fighting Equipment Boxes for Operational Facilities
8.7.1
As stated in clause 8.5 of this Standard, all hydrant equipment in the firefighting boxes shall be subjected to a pressure of up to 16 barg (232 psig), under no or low-flow conditions and shall therefore be suitably rated for such an occurrence.
8.7.2
A sample of the fire fighting hose shall be provided for testing by the KOC Controlling Team. This sample shall be subjected to a hydrostatic test at 7 barg (100 psig) which shall be held for 30 seconds to ensure that any leaking or ballooning has not occurred.
8.7.3
The dual purpose jet spray branch pipes shall give a throw, when on straight stream (jet) setting, of at least 12 m (40 ft.). When set on spray setting, they shall give a cone of fine spray 4.9 m (16 ft.) diameter at approximately 2.1 m (6.9 ft.) from the nozzle tip.
8.7.4
All accessories including equipment box shall be subject to visual and dimensional checks.
8.7.5

A sample of the hose reel shall be provided for testing by the KOC Controlling & Fire Teams. This sample shall be subjected to a hydrostatic test as per EN Standard.
8.8.2
Hose Reel with Cabinets for Buildings shall be tested as per clause 8.7 of this KOC Standard.

Trolley Mounted Foam / Water Cannons At intake pressure of seven (7) barg (100 psig), the foam cannon shall be capable of throwing foam to a distance of 43.0 m (141 ft.), at an angle of 38º from horizontal plane, and shall be capable of reaching a height of 18.0 m (60 ft.) when at an angle of 65º. The water barrel shall be capable of throwing water for a distance of 38.0 m (125 ft.).
8.10
Water Monitors
8.10.1
The monitor shall be capable of discharging 2250 litre / min. when operating at intake pressure of seven (7) barg (100 psig). The Manufacturer shall provide a complete data sheet highlighting the discharge volumetric rate at the specified pressure. The horizontal and vertical water jet length (throw of jet through monitor) should also be specified by the Supplier / Contractor.
8.10.2
The monitor shall be capable of swiveling 360º in horizontal plane and 125º (80º upward, 45º downward) in vertical plane.
8.11
Fixed Water / Foam Monitors Fixed Water/Foam Monitors shall be capable of throwing water/foam to a distance of 60 m (197 ft.), at an angle of 38º from horizontal plane, and shall be capable of reaching a height of 20 m (66 ft.) when at an angle of 65º.
8.12
Portable / Mobile Fire Extinguishers
8.12.1
Mobile Monnex fire extinguisher of 63 kg shall have a minimum discharge time of 60 seconds and a minimum range of 9.0 m (30 ft.).
8.12.2
Portable Monnex extinguishers of 9 kg shall have a minimum discharge time of 13 seconds and a minimum range of 7.0 m (23 ft.).
8.12.3
Portable CO2 extinguishers of 5 kg shall have a minimum discharge time of 15 seconds.
8.13
Safety Showers, Eyewash and Eye / Face-Wash Units
8.13.1
The Overhead Safety Shower Unit shall be capable of delivering flushing water at a minimum of 75.7 litres per minute (20 gpm) for 15 minutes with stay-open valve in the required pattern in accordance with ANSI/ISEA Z358.1.
8.13.2
The Eyewash Unit shall be capable of providing flushing water to eyes at not less than 1.5 litres per minute (0.4 gpm) for 15 minutes with stay-open valve as per ANSI/ISEA Z358.1.
8.13.3
The Eye/Face-Wash Unit shall be capable of providing flushing water to eyes at not less than 11.4 litres per min. (3.0 gpm) for 15 minutes with stay-open valve as per ANSI/ISEA Z358.1.

8.14
Breathing Apparatus
8.14.1
The escape breathing apparatus shall provide 10 minutes of air supply to give the wearer an opportunity to reach fresh-air conditions in an emergency.
8.14.2
The breathing apparatus for general use shall be capable of supplying air for 30/45 minutes with minimum cylinder capacity of 1200 litres.
8.14.3
It is imperative that all the breathing apparatus materials shall be non-sparking and anti-static.
8.14.4
The breathing apparatus shall meet the requirement of NFPA 1404.
8.15
First-Aid Kits / Stretchers Performance of first aid kits/stretchers is of paramount importance, and only wellestablished designs of proven dependability shall be considered and submitted to KOC for approval.
8.16
Safety Signs and Notices Safety signs and notices shall conform to all performance aspects and shall meet the requirements of BS 5378 and BS 5499 -2.
8.17
Wind Socks The wind socks shall be of contrast and reflective colour, preferably orange with white stripes or any other colour approved by KOC Controlling Team. It shall help to choose the direction of escape in case of an emergency. The wind socks shall be freely rotational in 360 degrees and be sensitive to light winds.
9.0
INSPECTION AND TESTING
9.1
Fire protection and safety equipment shall have been tested and approved by an internationally recognized testing and approving organization.
9.2
The Supplier / Contractor must note that one complete item of each type of equipment offered in compliance with this Standard shall be presented to KOC Controlling Team for type approval testing.
10.0
QUALITY ASSURANCE
10.1
The Supplier / Contractor shall operate quality systems to ensure that requirements of this Standard are achieved. The quality systems shall preferably be based on the ISO 9000 series of standards.

10.2
The Supplier / Contractor shall demonstrate compliance by providing a copy of the accredited (current and valid for next 6 months) certificate and his quality manual.
10.3
Verification of the vendor‘s quality system is normally part of the pre-qualification procedure and is, therefore not detailed in the core text of this Standard.
11.0
MARKING For all relevant requirements, refer to KOC-G-004 ‖KOC Standard for Packing, Marking and Documentation‖.
12.0
DOCUMENTATION
12.1
All correspondence, drawings, instructions, data sheets, design calculations, or any other written information shall be in the English language. In the case of dual languages, one language shall be English.
12.2
All dimensions, units of measurement, physical constants, etc. shall be in SI units, unless otherwise specified.
12.3
All documents, (text, specification, data sheets, drawings etc.) shall be provided with electronic files in a KOC pre-approved software ( MsWord, Excel, AutoCad etc.). Design calculations shall be submitted in a KOC approved & widely used software.
13.0
SPARE PARTS AND MAINTENANCE REQUIREMENTS
13.1
For all relevant requirements, refer to KOC-G-009 ―KOC Standard for Spare Parts and Maintenance Data‖.
13.2
