INTRODUCTION & SCOPE This document is a Level II procedure for J. Ray McDermott Asia Pacific Engineering (JRMAPE), and forms part of the management system as described in the J. Ray McDermott Asia Pacific (JRMAP) Level I Management System Manual. This Level II standard operating procedure outlines material take-off functions as applied to projects undertaken by JRMAPE.

OBJECTIVES a)
The objectives of this procedure is to define the responsibilities, activities and functions involved in the Material Take-Off, to be used by JRMAPE in performance of work on a project and during bid stage.
b)
Ensure that the all components/items required for the project are identified, tagged, categorised and totalled up during the engineering phase, so that they are included in the preparation of materials requisitions and purchase orders, in accordance with the overall project requirements.

Ensure that work meets the following conditions: •

Accurate and adhere to all applicable governing codes and regulations and Customer specifications Be carried out systematically in accordance with the approved basis of design criteria and Customer specifications Contain adequate information so that the Customer can readily use for preparing material requisitions/ purchase orders
This procedure is subject to audit as part of the ongoing review of the management system. It is not the intent of JRMAPE to vary these processes for projects unless contractual reasons dictate otherwise. In those instances, any contractually agreed changes are outlined in the Project Execution Plan.

RESPONSIBILITIES a)
Discipline Designer The assigned Discipline Designer is responsible to calculating the take-offs for the respective Discipline. Discipline Designer ensures that: •

Prepare sketches when information is not available

All relevant information is available before proceeding to perform take-off
Material groupings are established in accordance with the project requirements The take-off is complete, accurate and in accordance with the project requirements.
Discipline Drafting Squad Leader The Discipline Drafting Squad Leader is responsible for designating the Discipline Designer to carryout the MTO, provide all input information and drawings to the Discipline Designer. He/she shall also ensure that all drawings have been identified suitable for takeoff purposes and the MTO’s are checked before issue.
c)
Discipline Drafting Supervisor / Section Leader The Discipline Drafting Supervisor / Section Leader is responsible to provide relevant input information as detailed in Section 6.2 of this procedure to ensure the take-off meets the intended output requirements of the Discipline Drafting Group. He/she shall approve all Material Take-Off (MTO) documents.

Discipline Engineer The assigned Discipline Engineer is responsible to provide relevant input information as detailed in Section 6.2 of this procedure to ensure the take-off meets the intended output requirements of the appropriate Drafting Group and check the part descriptions and specifications of the Material Take-Off (MTO) document.

PROCESSES The Material Take-Off process involves the determination of the total quantities of various components/items, required for a project, through planning, data collection, systematic mark-up and extraction and proper reporting and thorough review. The activities involved in the development of material take-off are detailed in Flowchart 3701 and elaborated in the following sections.
6.1
PLANNING At the commencement of a project, the Drafting Squad Leader will assign a Discipline Designer, who will be the focal point for all project MTO activities within the Group. MTO’s are prepared and issued in the following categories namely: a) Preliminary – Preliminary MTO is used by Purchasing Division to source Vendor’s quotations. b) Intermediate – Intermediate MTO is used by Purchasing Division for placing Purchase Orders. c) Final – MTO is used by Purchasing Division to confirm the quantities indicated on the Purchase Orders. The final MTO will be prepared by Fabrication Yard. d) Bid MTO – MTO is used by Purchasing Division for material costing and by Fabrication Yard for fabrication manhour estimate Prior to the commencement of any take-off activity, a MTO issue schedule is planned in accordance with the drawing issue and material delivery

schedules, furnished by Discipline Drafting Supervisor / Section Leader and Project Engineer, respectively. Based on this information, the schedules for preliminary and intermediate material take-offs are then defined and agreed by the project team and approved by the Project Engineer. Discipline Drafting Supervisor / Section Leader and Discipline Drafting Squad Leader shall set up the planning, prepare lists of required information and drawings and monitor the preparation of Material TakeOff. When an agreed schedule cannot be met, the appropriate Discipline Drafting Supervisor / Section Leader must be informed. The Project Engineer reviews the consequences and establishes the most favorable schedule that can be achieved.

6.3
MTO PREPARATION Before commencement of any MTO activity, the Discipline Drafting Squad Leader reviews and compiles all relevant information and checks the revision status of drawings and specifications received in accordance with Section 6.2 above, regarding take-off status. He notifies the all the concerned Disciplines/Supplier of any missing information. The Discipline Drafting Squad Leader designates a Discipline Designer as MTO Lead and initiates the process of a take-off upon confirmation of the status of all information received and in accordance with the agreed schedule. Piping, Electrical and Instrument MTO’s are done by the respective Discipline Drafting Group MTO Leads. Discipline Designer then proceeds with the take-off in accordance with the drawings and specifications. The Discipline Designer is responsible for identifying, tagging, grouping and calculating the quantity required of each component/item. All drawings used for MTO’s shall be stamped “For MTO purpose”, and all piece marking is done on this drawing. These drawings are retained for reference. Once the MTO is complete, the data is tabulated using a computer for ease of handling and subsequent compilation.
6.3.1 MTO Reporting Typical MTO format is enclosed in Appendix-A. All MTO’s will be prepared and submitted in this format. To facilitate traceability, all MTOs shall be submitted with clear identification of the following:

6.3.3 MTO Revisions An update to the take-off is required whenever specifications and/or drawings are revised. The Discipline Drafting Squad Leader initiates the MTO update whenever the revised information is available. The Discipline Drafting Squad Leader reviews the revised contents and issues necessary instructions to the Discipline Designer to proceed with take-off update in accordance with Section 6.3. The completed MTO update is checked in accordance with Section 6.3.2 and approved by Discipline Drafting Supervisor / Section Leader. The revision numbers for Bid MTOs should be as per JRMAPE Document Initiation, Sign-off & Retention Procedure No. JRM-APENG-1900. The revision numbers for Project MTOs should be as per Customer Document Numbering Procedures or project specific procedure developed by JRMAP.
6.3.4 Review and Appr oval The MTO shall be reviewed and approved in accordance with Procedure No. JRM-AP-ENG-1800, Document Review and Verification. The Discipline Drafting Supervisor / Section Leader shall approve all MTOs.
6.3.5 MTO Issu e All MTOs will be issued in accordance with Procedure No. JRMAP-ENG-1900, Document Initiation, Signoff & Retention. The document control will be in accordance with Procedure No. JRM-AP-ENG-1700, Document Control.
6.3.6 MTO Pad The MTO pad quantity will be determined by Fabrication Yard.

INTERFACES All interface control requirements will be issued in accordance with Procedure No. JRM-AP-ENG-2300, Interface Control. The Drafting Squad Leader and the Drafting Supervisor are responsible for all interfaces required in the preparation of a MTO.

DOCUMENT HANDLING AND ARCHIVING The Discipline Drafting Squad Leader will maintain hard and soft copies of latest revision of MTOs as well as superseded revisions and check prints during the course of the project. When a project is complete, the latest revision of the MTOs shall be stored in accordance with Procedure No. JRM-AP-ENG-0600, Project Filing Records.
