Guidelines for Construction of Check Dams'
Introduction : Orissa depends largely upon monsoon for its Water Resources. South West Monsoon triggers rainfall in the State. About 78% of total annual rainfall occurs during the period from June to September. n addition to seasonal a!ailability the rainfall in the state also sho"s a spatial !ariation. #nder normal conditions the State recei!es annual precipitation of about $&.7' billion cubic meter ()*M+. Of the total precipitation, a part is lost by e!aporation, transpiration and deep percolation and a part stored in the form of ground "ater reser!e, the remaining appears as surface runoff. *onsidering the topographical and geological limitations, 7-% of the a!erage annual flo" can be utilied. /ill0date a storage capacity of 17 )*M has so far been de!eloped through completed ma2or, medium 3 minor (flo"+ pro2ects. /he pro2ects under construction "ill contribute to an additional 1.47 )*M. /he per capita "ater storage needs substanti!e impro!ement 5eeping in !ie" the challenges going to be faced by "ater sector. /a5ing into account the limitation of storage schemes and their long gestation period, State 6o!ernment is 5een to utilie a part of the surplus surface runoff flo"ing do"n to the sea through inter!entions such as *hec5 ams or nstream Storage structures in small ri!ers streams and anicuts in bigger streams ri!ers.

/o pro!ide drin5ing "ater facilities in the !illages along both the sides of the ri!er after monsoon period.

Selection Criteria : /he *hec5 ams "ill store or di!ert surplus "ater flo"ing to the sea at the end of monsoon. While selecting locations for construction of in0stream storage structure or chec5 dams the follo"ing principles 3 priorities are to be follo"ed.

)loc5s ha!ing less than -% irrigation co!erage to be considered. Areas "here farmers are using traditional irrigation by constructing temporary cross bunds on streams.

Where the farmers are "illing to ta5e up operation 3 maintenance of the structure.

/he ne"ly constructed structure should not ha!e any ad!erse impact on the hydrological efficacy of the e;isting, ongoing and future ma2or, medium, minor (flo"+ irrigation and minor (lift+ irrigation pro2ects.

n0stream storage "ill be de!eloped near urban centers if suitable ri!ers and locations a!ailable for multipurpose domestic and i rrigation use.
/hough the purpose of the scheme is to be demand dri!en, hydrologically and technically feasible sites may be considered by oWR and local people are to be consulted prior to ta5ing any action for implementation. /he main emphasis on selection of a site "ill be proper use of "ater through people
Sailent Features & Types of Check Dams : /he chec5 dams or in0stream storage structures "ith or "ithout gated arrangements are to be capable of safely releasing the anticipated design flood "ithout affecting the safety of the structures "ith minimum afflu; in the upstream. ob2ecti!es three types of chec5 dams ha!e been selected primarily basing on the type of the stream. 1. *hec5 dams, upto a height of $.& mt. can be constructed across small tributaries nallah drainage channel "ithin the ban5s and streams in middle and higher reaches ("ithin appro;. -& mts. "ide+ $. *hec5 dams in deltaic ri!ers drainage channel (lo"er reaches+ ("ithin appro; -& mts. "ide+. . Storage across ma2or ri!ers and streams ha!ing higher "idth and huge flood "ater discharge. 1.
Check dams upto a heiht of !"#mt" can be constructed across small tributaries $ nallah $ drainae channel %ithin the banks and in hill streams" /hese storage schemes "ill be lo" cost structures and "ill be primarily used for the purpose of irrigation through lift, re0charging of ground "ater and pro!iding drin5ing "ater facility to nearby !illages. =eople ha!e to de!elop their o"n irrigation system (either lift or flo"+ from the chec5 dams

Check dams in deltaic rivers$ drainae channel" /hese structures "ill be constructed on deltaic ri!ers nallah drainage channel "ith allu!ial bed and "ill be primarily used for pro!iding irrigation facility by lifting "ater during later part of monsoon and rabi. At places e;isting, ongoing and future foot bridges may be used for storing "ater by pro!iding "ooden plan5s steel shutters bet"een the piers or through putting sand bags considering safety of the structure.

Storae across major rivers and streams havin hiher %idth and hue flood %ater dischare" /hese structures can be used for the purpose of drin5ing "ater facilities to nearby !illages, irrigation facility to the nearby areas "ith minimum lift, useful for meeting industrial demands during lean periods (>o!0May+. /he sites "ill be selected after detail sur!ey 3 in!estigation. /hese structures "ill be constructed, operated and maintained by the department.

Check dams on small streams $ nallahs $ drainae channel & Deltaic river: All the structures shall be designed as per standard practices for ensuring the safety 3 economy. /he height of these structures "ill be normally "ithin $.& m. /he storage arrangement can be made through pro!ision of alternate piers "ith
t"o groo!es on each side for pro!iding "ooden plan5s steel shutters in position and gates of "ooden plan5s shutter sand bags to store "ater. /hese structures are to be constructed in series to ma5e them more effecti!e by storing more "ater for attaining their ob2ecti!es. !" Check dams on main streams" As these are important structures on main streams, the design of these structures shall confirm to pre!ailing codes 3 references.
Implementation rranements" /he scheme "ill be implemented through the e;isting field units of ma2or 3 medium irrigation sector and minor (flo"+ irrigation sector follo"ing standard e;tant codal procedures "ith follo"ing stipulations. /he tender should be in!ited on percentage basis as per O=W *ode ?ol. *lause .-.-(!+ for these "or5s. /he small chec5 dam "or5s "ill be ta5en up by in!iting tenders 5eeping a minimum bid period of 1& days, so as to complete the tendering process and issuance of "or5 order at the earliest, preferably "ithin a month. Ma;imum one month time should be prescribed for completion of "or5s. As per the latest amendment to para .-.-. (>ote0+ of O=W code, additional performance security are to be deposited at the time of e;ecution of agreement by successful bidders "hen the bid amount is seriously unbalanced. t is obser!ed that in many cases successful bidders are not responding for dra"al of agreement causing abnormal delay in finaliation of tenders. Since in0stream storage structures are to be completed "ithin a short period the follo"ing amendment in the agreement tender document are to be incorporated. @ Additional performance security shall be deposited by the bidder when the bid amount is seriously unbalanced i.e. less than the estimated cost by more than 10% along with the tender. The bidder will deposit the additional performance security to the extent of the differential cost of the bid amount and 90% of the estimated cost in shape of Post Office a!ing "an# Account $ ational a!ings &ertificate $ Post Office Time 'eposit Account $ (issan )i#ash Patra $ 'eposit receipt of chedule "an#s. Bailure to comply the abo!e clauses "ill lead to ma5e the bid in!alid for such bidders.
On completion, the =ro2ects "ill be handed o!er to =ani =anchayatsfarmer groups for proper management. *onsent of farmers before during and after completion of "or5 "ill be obtained and 5ept in the case record. C;ecuti!e Cngineers "ill be personally responsible for timely completion of the "or5 "ith Duality and subseDuent use for !arious purpose. Separate implementation arrangements "ill be made and guidelines "ill be prepared for barrages anicuts across ma2or streams and big ri!ers "hich "ill be constructed, operated and maintained by the department.
Operation and 'aintenance: On completion, the small chec5 dam pro2ects "ill be handed o!er to =ani =anchayats farmer groups for proper management. 1.
=ani =anchayats (W#As+ should be formed by the beneficiaries of the scheme during the process of selection of site for chec5 dams. /hese =ani =anchayats are to acti!ely participate during the e;ecution of the scheme.

/he infrastructure once completed in all respects "ill immediately be handed o!er to =ani =anchayats (W.#.As+ for its operation and maintenance. Eo"e!er, technical guidelines and assistance reDuired for operation and maintenance "ill be e;tended to the =ani =anchayats (W#As+ free of cost by the department. /he epartment responsible for e;ecution of the scheme "ill supply the "ooden steel plan5s or sand bags once only and demonstrate the operation of putting shutters plan5s sand bags in position and their remo!al, transportation and maintenance in real field scenario. Eo"e!er the =ani =anchayats (W.#.As+ are reDuired to meet pro!ide the cost of shutters, any other materials etc. including cost of labour and other incidental charges during operation and maintenance in subseDuent years after hando!er.

t is mandatory that the "ater"ay of chec5 dams constructed across stream nallah drainage channel etc. should be free from any obstructions inter!entions made by plan5s steel shutters sand bags etc. before onset of the monsoon or later by - th of June e!ery year. Eo"e!er, the department may as5 e;pect to be in readiness to lift remo!e the shutters etc. to ma5e the "ater "ay clear of any obstruction during any time of their operation and maintenance period to meet

/he =ani =anchayats (W.#.As+ may install and maintain pipe conduits, taps etc. and ta5e care to ma5e "ater hygienic, if the "ater is to be used for drin5ing purpose.
Fund flo% rranement : Bunding for e;ecution of chec5 dams in :): districts are to be met from Special *omponent Assistance (S*A+ and Additional *entral Assistance (A*A+. Similarly, Stateon0:): districts. /he funds "ill be placed in the annual outlay of the epartment. ?arious ndustries using "ater "ill be as5ed to participate in anicut barrage pro2ects in upstream areas by contributing funds to go!ernment for e;ecution of such pro2ects to conser!e "ater for use in non monsoon period.
Institutional rranement : /he scheme "ill be implemented through the e;isting field units of ma2or 3 medium irrigation sector and minor (flo"+ irrigation sector. /he concerned *hief Cngineers *hief Cngineers 3 )asin Managers *hief *onstruction Cngineers "ill prepare a list of !iable pro2ects out of the probable pro2ects furnished by the field C;ecuti!e Cngineers after due consultati!e process "ith the local people. /he final list of the pro2ects "ill be prepared by the Cngineer0in0*hief, =lanning and esigns in consultation "ith the *hief Cngineer, ==3B and *hief Cngineer, esigns, Research and Fuality *ontrol. /his list "ill be placed to oWR for concurrence and then steps "ill be ta5en for implementation of the pro2ect. While preparing the probable list of pro2ects the selection criteria as indicated abo!e are to be follo"ed. /he field unit "ill ta5e steps to document the pre and post pro2ect scenario of the pro2ect site.

Cach *hief Cngineer *hief Cngineer 3 )asin Manager "ill prepare and furnish a monthly progress report during the 1st "ee5 of each month preferably transmitted electronically. /he irector M3C
"ill prepare a consolidated progress report and furnish it to oWR under intimation to all the *hief Cngineers and )asin Managers *hief Cngineers and Cngineer0in0 *hiefs. ay to day progress "ill be monitored by the regular monitoring arrangements of the department.
)ay For%ard : After success of the 1st phase construction of chec5 dams and as per the demand from farmers industries, the State 6o!ernment may suitably modify amend alter any guidelines norms in the scheme if any difficulties problems arise during implementation of the scheme for achie!ing better performance under the scheme.
