INTRODUCTION Mellitah and Wafa Coastal onshore plants (called herein Mellitah Complex), built by Agip Gas BV Libyan Branch at GSPLAJ, are located on the west side of Libyan Coast. The purpose of these plants is to export sales gas to Italy and sell other outputs on local market. The production Enhancement project is the first step versus an increasing of the actual gas production from Mellitah Complex by processing: •
Within Mellitah Plant, an increased feedstock from Sabratah Offshore platform and additional from Bouri Field
•
Within Wafa Coastal Plant, an increased feedstock from Wafa Desert Plant & NC118
The new total plant capacity corresponds to an increase of sales gas production from Mellitah Plant of 15 % and from Wafa Coastal plant of 10 % During EPC phase all the design basis and plant expected production applied in the FEED phase has been maintained. Mellitah plant currently processes the Raw Gas and Unstabilized Condensate feedstock coming from Sabratha offshore platform by means of two subsea pipelines of 36’’ and 10’’ respectively. The Production Enhancement Project for Mellitah plant will be developed based on the feedstock coming from: -
Sabratha platform (Raw Gas and Unstabilized Condensate) and

Bouri platform (Raw Gas and Unstabilized Condensate).
Note: The Raw Gas from Sabratha platform and Bouri field arrives to Mellitah plant via the same 36’’ pipeline while, the Unstabilized Condensate from Sabratha platform and Bouri field arrives to Mellitah Plant via the same 10’’ pipeline. The sales gas production from Mellitah Plant is sent to Wafa Coastal Plant where it is commingled with the sales gas coming from Wafa Desert Plant and then routed to Mellitah Gas Compression System (MGCS) for export and HP fuel gas production. 2.1.2
Wafa Coastal Plant Wafa Coastal plant currently processes the Unstabilized Condensate coming from Wafa Desert plant and the LPG fraction coming from Mellitah plant. No gas processing treatment facilities are installed in Wafa Coastal plant, only the fiscal measurement requirements are provided for the sales gas (Treated Gas) prior to be exported. The Prduction Enhancement Project for Wafa Coastal plant will be developed based on the feedstock coming from: -
Wafa Desert plant (Unstabilized Condensate and Stabilized oil),

NC118 (Stabilized Oil) and
-
Mellitah Plant (LPG stream)
Note: Both, the Unstabilized Condensate and Stabilized Oil arrive to Wafa Coastal Plant via the same pipeline. Prior to be exported, the Sales Gas (Treated Gas) is first routed to the fiscal measurement system and then to Mellitah Gas Compression System (MGCS), and future to LGCS (Sioic) under construction for Local Gas Compression Station.

Two simulations cases shall be considered: Case 1: Summer Case 2: Winter Both cases will be based on target plant production of 11.3 BSCMY + 11% swing factor, with Bouri Platform feed included. 3.2
Sparing philosophy
3.1.1
Mellitah Gas Train Each gas processing train shall be debottlenecked to cope with an expected net sales gas production of tentatively: 2.3 BSCMY (6.30 MSCMD) +11% (swing factor)
3.1.2
Mellitah Condensate Stabilization train During detailed engineering phase of Mellitah plant, each liquid processing train (Condensate stabilization and NGL fractionation) has been designed with an overcapacity factor of 33% in order to allow the plant running with two gas processing trains at the design capacity and only one liquid processing train. In the FEED phase and consequently in the EPC phase, this philosophy is not considered and each liquid train shall be verified or debottlenecked to process 50% of the total liquid flow rate.
3.1.3
SRU and TGCU train The current facilities include three (3) SRU trains and three (3) TGCU trains. In the FEED phase, each SRU and TGCU train has been verified and/or debottlenecked to process 50% of the feed gas. The original sparing philosophy has been maintained; i.e. one train shall be spare.
3.1.4
Wafa Coastal plant The wafa coastal plant includes two (2) liquid processing trains. In the FEED design, each liquid train has been verified and/or debottlenecked to process 50% of the incoming liquid flow from Wafa desert and NC 118.
3.3
Overdesign margins The overcapacity philosophy applied during the engineering for the existing Mellitah Complex has been also considered for the FEED design and for EPC phase. However, the Condensate Stabilization train of Mellitah plant shall be verified or debottlenecked to process 50% of the total liquid flow rate (Refer to § 3.1.2).

The inlet battery limit conditions for Mellitah Plant are the inlet of gas slug catcher for the raw gas and the pipeline onshore arrival for the Unstabilized condensate. The operating pressure and temperature are given in the following table for the design year in both summer and winter conditions. The two conditions are identical in terms of fluids composition but are different in terms of arrival temperature, which have been assumed to be equal to the coastal sea water temperature in the relative season.
