Expression of Interest (EoI) for Two Stage Architectural Design Competition for SCHOOL OF PLANNING AND ARCHITECTURE, (SPA) BHOPAL (MP).
School of Planning and Architecture (SPA), Bhopal invites Expression of Interest (EOI) from leading Architectural firms for participating in a two stage competition for design of buildings for the proposed academic campus of the ‘Institute of National importance’ at Bhopal as per the already finalized Master plan on a plot of 30.21 Ha. 1.0 Background
School of Planning and Architecture, Bhopal was established by MHRD, GoI, in the year 2008 as institute of National Importance and at present is functioning from Sports Complex (First Floor), MANIT Campus, Bhopal 462051. This school is committed to
electricity, solid waste management, fire fighting, etc., to provide a high quality environment for students, academicians, administrators and other staff.
1.1 Scope of work:
The scope of work for this call of EOI is the Design of various buildings and facilities as proposed in the Master Plan of SPA Bhopal. This will include conceptual design and explanations for all the components for stage-1 of this competition. Detailed design, execution drawings, municipal drawings, structural design and Mechanical, Electrical & Plumbing design and details, HVAC and other services design, landscape design, tender documents, package wise detailed estimates & BOQ and site supervision, coordination & moderation etc. will be required by the consultant who will be awarded the project after stage-2 of this competition.
2.0 Type of Competition
This will be a Two Stage Competition , in which any eligible registered architect, architectural firms or consortia meeting our eligibility criteria may participate. The first stage has been aimed at soliciting ideas and concepts, therefore the competition entries at this stage would be limited to design on broad basis and drawings to a suitable scale

The concerned professionals should have expertise, experience and proven capabilities for design, execution and development of such educational campus evident in their completed projects.

SPA Bhopal will relax the criteria of two completed projects to two ongoing projects, if architects have won these ongoing projects in a major competition. (Please attach proof of award).
3.3 Declaration of the Bidder
Even though the applicant/competitors may meet the above qualifying criteria, they are subject to be disqualified if they have a) Made misleading or false representation in the forms, statements and attachments in proof of the qualification requirements. b) Records of poor performance such as abandoning the work, not properly completing the contract, inordinate delays in completion, litigation history or financial failures etc. c) Their business banned by any Central/State Government Department/ Public Undertakings or Enterprises of Central/State Government. d) Not submitted all the supporting documents or not furnished the relevant details as per the prescribed format.
(d) Pre-Competition Conference: All eligible firms will be issued a request to
participate in two stages Architectural Design Competition along with a RFP document. These eligible firms will be invited to attend a Pre-Competition Conference at Bhopal, where, Principal of the firm or their representatives can participate. SPA Bhopal will discuss the RFP documents, Master Plan details and arrange for site visit on the date of Pre-Competition Conference. The minutes of the conference will be circulated amongst all eligible participants. The eligible firms who would not attend the Pre-Competition Conference may send their representative to visit the site and SPA Bhopal with prior appointment. All expenses to attend the Pre-Competition Conference and visit of Bhopal will be borne by the participants. 4.2 Stage-I (a) Submission of Ideas/Concept: All the eligible and registered professionals / firms /
consortia for the competition will require to submit the self explanatory conceptual design, drawings & explanations as stipulated in RFP document with a six digit code without disclosing identity of the firm ). The submission will be in the form of 5 (five) ( without
A-1 size sheets with drawings and text on a suitable scale. (More than five sheets or any model will not be accepted at Stage-I. Submission in electronic form is not required). (b) Evaluation and short-listing: The SPA, Bhopal will constitute a Board of Assessors
SPA Bhopal reserves the right of negotiating the consultancy charges with the architect selected for the award of the work. If negotiation fails, then the award of work may be given to other selected architect. 5.0 Submittals for the EOI at present stage. 5.1 Contents of document envelopes: The EOI registration application shall be

2. Envelope-B: Sealed envelope superscribed (Envelope-B) ‘Application Fee’ shall consist of Demand Draft of Rs. 5000/- (Rs. Five thousand only) in favor of ‘Director, SPA Bhopal’ payable at Bhopal.
6.0 General instruction to applicant 6.1 Compensation No compensation shall be paid to any of the applicant for attending Pre-Competition Conference, submissions submissions / short listing at Stage I. 6.2 Clarification regarding this EOI All clarifications regarding this EOI may be had from
[email protected] or at the address given in Item 5.2 of this document 6.3 Termination of this competition If against all expectation entertained by the promoter, the result of the competition is such that none of the participants could be declared by the Jury as the winner of the competition; the competition could be regarded as terminated. The promoter on the advice of the Jury can award additional payments (as decided by the Jury) to the last five participants for their additional effort. The decision of the Jury shall be final and binding on all the participants.

7.0 Details of proposed Site and General Guidelines for Architectural Design 7.1
The Project
SPA, Bhopal is inviting “Expression of Interest” for preparation of Architectural design proposals from reputed architectural professional and firms for its Integrated Campus on the area admeasuring 30.219 hectares at village Bhauri, Tehsil Huzur, and District Bhopal. SPA, Bhopal has completed the process for preparation of detailed master plan for its integrated campus and layout for infrastructure development along with urban design & landscape design proposals through an appointed consultant. SPA, Bhopal being a premier institution of Architecture & Planning wants to develop its state of the Art

Major Requirements of the Campus
(a)
Academic centers:
The proposed SPA, Bhopal will be centre of excellence for imparting quality undergraduate (UG), postgraduate (PG), doctoral and postdoctoral (PDF) education in Planning and Architecture. (i) Departments at UG Level: •

Two more Under Graduate Programme of 4 year duration with intake of 35 students will be started in second phase. (ii) Departments at PG Level:

Central Library: The school will require a central library with adequate stacking
areas and reading spaces. This will have e-resources and other advanced methods of communication. The library should be developed as a national resource. (e)
Research Training & Consultancy: The school intends to develop a center that
facilitates young graduates towards research oriented work that i ncludes providing training programmes to various target groups of the society. This will also house consultancy cell to provide expert services to various projects. (f)

Student activity center: The school will require spaces for performing various co-curricular activities that may take place throughout the year. There should be adequate space to support various types of activities including preparation for NASA & NOSPLAN. Amenities and facilities: Considering location of the site (far away from the city)
and absence of off-campus facilities, there should be provision of various amenities and facilities within the campus. This will include: Canteen, Bank with ATM, Post office, small shopping arcade, medical facilities, etc (h)
Sports facilities: The school will require adequate built and open spaces to
conduct various sports activities at university level competition. This will include play fields with stands, indoor & outdoor sport activity area / stadium, etc. (i)
Convention centre: There should be provision of auditorium, open air theatre,

The Master Plan:
The Master Plan of SPA Bhopal has been developed recently. The Master Plan provides basic spatial distribution of spaces, internal vehicular and pedestrian movements within the specified zones, location of various infrastructural services networks, three dimensional configurations of major built spaces and open spaces along with urban design guidelines. Basic Landscaping Scheme Scheme is also specified in master plan. Note: Soft copy of Basic master plan & Site boundary/ topographic details will be
provided to eligible registered participants.

Limitations:
1. The proposed site has very hard rocky natural ground; the presence of abandoned stone quarry at the central part of the site and operational stone crasher along the southern edge of the site confirm this fact. But during 2001, large amount of black cotton soil excavated from the Bada Talab under Bhoj Wet-land Project was dumped over the entire land allotted to SPA Bhopal. At present, we have 2-3m high dumped soil (Consolidated in last nine years) all over the site and this may be matter of concern for designers.
