THE PSYCHO-MAGNETIC COMPONENT (Bob Beck continues...) The fourt h or fift h genera tion system is right here on the floor in front of you today. Now this publication, which is the 'Journa l of Research' of the Nationa l Burea u of Standa rds, Division of Radio Propagation, Volume 66, page number three, May-June 1962, tells one of the early efforts where a government study, gra nted to Drs. Koch and Pitchu m at t he Unive rsit y of Rhode Island, had made recordings of the ear th's brai n wave, and t hose of you who know any th ing about Encephalograph y could almost diagnose the pati ent by these litt le squiggles. They look identical to human brain waves ! Below, typical human brain waves from W. Grey Walte r's "The Living Brai n", page 87.
"Were you taking this reading off the apparatus yo urself?" asked a member of the audience. We're reading the Magnetic H Wave which is the psycho-active component, replied Beck. Any radio propagation wave has three components; the E Wave which can be picked up by an antenna, the Electro-Static Component; the Magnetic Component, Okay. So we buil t apparat us to test the thesis: Are there certai n people walking among us today -- perh aps one person in three thousand -- who by dent of heredit y, or train ing, meditat ion, or whatever i t migh t be, is able to tune in to this magnet ic component, which is down around one micro-gauss, one millionth of a gauss.
THE "ENTRAINMENT" OF PSYCHIC HEALERS Somehow they la tch on to this cosmic carrier of informa tion, tr ansduce it i nto paranormal “seeing” abili ty -- after Carlos Castaneda and his may be-my th ical Don Juan -- could this be the 'drummer* to which these psychics, healers, dowsers, etc., were entra ined? The tenta ti ve answer to this is, YES!. And we'll see how this has been developed into a weapon of war... Now, the br ain wa ve spectra , of even Dr. Hierony mous here, whom we measured at about noon today -- seems to center around t ha t. magic number of 7.8 to 8.0 Hertz (cycles per second). 5
In other words we now have a n objecti ve test to see whether t ha t person is tu ning in to a par anorma l sta te of consciousness, or whet her he is gett ing disincar na te, mak ing i t up while he goes along, gar bage. If we look at these cur ves (referr ing to a slide on the screen) at 8 Hertz, 7.8 Hertz, the re is a tremendous node in the ear th's brain wave. There's another one at about 14 Hertz, etc. Amazi ng! The same numbers which you get at t he Alpha-Beta border, the A lph a wa ve, Beta, etc. Man is a bio-cosmic resona tor. Let's get pas t th is a li tt le bi t. Now what are some of the factors which can al ter human moods if th is thesis is correct? Sun spot activi ty . Recall how solar flare activi ty total ly disrupts radio communication on this pla net? It also changes the freque ncy of the Schumann wave. Lunar tides. The same gravi ty forces tha t cause tides in our oceans de-tu ne the eart h ionosphere cavi t y slightl y, changing its frequency. How about t his as a solut ion for 'moon madness'. A lot of previousl y anecdotal, but ver y well documented da ta, is going to seem to fit this model of why is man sensi ti ve to these cosmic events? SOLAR RADIATION AND STOCK PRICES We don’t ha ve Mr. Beck's film s tr ip bu t we do ha ve a ba ttered copy of t he classic in th is field, Dewey a nd Dakin's "Cycles, the Science of Prediction", published i n 1947 by Henry Hol t & Co., New York. Below is a reproduction of chart 9, page 144: On page 142 Dewey and Dak in wri te; ". . . in 1934, two Harvard research workers, Car los Garc ia -Ma ta and Felix Shaffner, reexamined the Jevons studies (on crop cycles) and checked them; they ended with the conclusion tha t su nspot phenomena showed no correlation with agricultural production, but- the solar phenomena showed a remark able correla tion with industrial production, business activity, and with stock market prices. Since this part icul ar outcome of this studies apparentl y left them a li tt le surprised and aghast, the two students threw up their hands and passed the problem over to the biologists a nd t he psychologists.”

Biologists and Psychologists (at Har va rd) apparentl y weren't pa rt icula rl y interested, we might add, but Russia n physicists were! They later proved in their own way that the 4th Kingdom in Nature, the human kingdom, reacts immedia tel y to the Magnetic changes of the Sun, and offered this knowledge for the practica l and tact ical use of the Milita ry Ma niacs in Moscow.
LOCKED IN THE MAGNETIC EMBRACE OF THE SUN Again, continues Mr Beck, th at li ttle dot on the sola r fla re is the size of the ea rth. Now we wont go into the physics of the H Layer and the I Layer, etc., but basicall y the ionized particles tha t are emitted by the sunspot activit y event ual ly arri ve at Earth, are trapped at the North and South Geomagnetic Poles, and cause all sorts of electromagnet ic anomalies righ t here, where we live, our own lit tle space ship. The inner magnetosphere, the solar winds, the outer magne tosphere: some of the t hings t ha t we are familiar with tha t a re triggered by this energy coming in from the Sun are the Norther n Lights, the Aurora Borealis. These reveal the tremendous amount of energy tha t comes in and ionizes the rare gasses, creating the luminescence, Nature's light show. Ear th’s magne tosphere is caused by interactions of the Solar Wind, Geomagne tic Field, a nd tr apped particles such as those in the Van Al len regions. Sunward side of the magnetosphere is pressed in toward Ear th by the Solar Wind, while the magnetosphere’s “tail” presumably exte nds past the orbit of t he Moon. What if the a ncient people re al ized th at on cer ta in da ys of the year , t he solst ices, the equ inoxes, etc.; these frequencies change; and what if the priesthood decided to build observatories like Stonehenge and the ones all over Central and South Amer ica, Eu rope, Eng la nd, to predic t t hese so the people could be ei ther freed or implanted all over again?? I don’t know the answer to that. It is a total ly h ypothetica l question. But it was ter ribly import ant to them to predict these seasons and for reasons beyond the usual ones given, which were usuall y ag ricult ure, etc. This next slide is tit led: “The Influe nce of Planet ar y Position on Solar Acti vi ty”. The top cur ve is the disposition of Jupite r, Eart h, Venus and Mercury re la ti ve to the Sun. The lower curve is sunspot acti vi ty. One to one correla tion. Now, how about an electromagnetic basis for Astrology? As the positions of these planets create gra vi ty tides, and influence sunspot activity, it cannot help but change the frequencies in which we are ba thed dai ly, whic h are occul t. 7
YESTERDAY'S MAGICK IS TODAY'S SCIENCE! Now, let's thi nk about t his word 'occul t'. It cones from the same root as occluded. Tha t means hidden. You probably realize th at ha lf of Europe in the Middle Ages died every few years because of Bubonic pl ague, Black Plague, etc., because Von Leeuenhoek ha dn't i nvented his Lit tl e microscope and looked into a drop of water. People like Pasteur had not yet decided that this was not the work of demons and devils but bacteria and microbes, and fungus, etc. Al l these th ings had bee n occult prior to the i nvent ion of instru ments t ha t would reve al the m to ma n's consciousness so he could potent ia ll y dea l with them . If you don’t belie ve in t he germ theory of disease then apply th is model to whether you get good wine or bad wine from France in cert ain yea rs. But t hese myste rious (magnetic) forces had been occult prior to 1952 when the predictable effect of these electro-magne tic influences had been discovered by a ph ysicist, and in 1962 when the y h ad been actua ll y observed. Clyde Tombaugh observed the plane t Pluto years after i t's presence had been predicted by i ts permu ta tion of arcs. Now for some of the figures you'll get out of your medical and physical textbooks: Wh y does ma n, a bio-cosmic resona tor, f unc tion in the manne r of your ner vous system acting as a receiver? A bril li an t researcher predicted about ten yea rs ago, th at 8 Hertz would be the psycho phy siological frequency for an al tered sta te of consciousness. These come from standard medical reference plates. Now man is unique in that the RNA in his brain has a dielectric constant K of 140,000. How man y engineers a re in here? Do you real ize the significa nce of tha t figure? Tha t one lit tle cell, out of bill ions and bill ions in your cerebral cortex, can approach the liquid cryst al boundaries, a quan tu m t ra nsducer tha t will r espond to coherent energies in t he neig hborhood of one hundred th of a micro-gauss. Now you'd have to be an engineer to follow that last thing and if you did you'd probably fal l over dead. This has not been suspected unti l fairl y recentl y. It means tha t we are not $2.40 worth of miner als a nd water --as I lear ned when I was in the third grade. We are incredibl y complex bio-cosmic transducers; and the thi ngs that we ha ve been calling mind, or occult, or what ha ve you, are today surrendering to scientific research on a ra tional basis. It means tha t we have wit hi n us probably one of the most sensi ti ve, qu adr uple-conversion, super hete rodyne receivers t ha t's ever been developed; and tha t we can respond to energy levels tha t almost appear para normal.
PREDICTION OF ATTEMPTED GLOBAL MANIPULATION In fact some of the paperwork th at c ame out o£ the secret files, and was declassified and hand deli vered to me, pointed out that our own Centr al Intelligence Agency three years ago had given a research grant to Garre t Ai r Research Corporat ion, El Segundo, California; in which Dr. Ed Wortz, one of my buddies in biofeedback research and Dr. Jed Erkins, had predic ted the exa ct mechanism by which the Soviets are manip ula ti ng -- or can manipula te us globally. From this ver y data, tha t Man, as a bio-cosmic transducer, can respond to things which had previousl y been called ESP (Extr a Sensory Perception) with known, physica l mechanisms. This was about a second or third generat ion Schumann detector. At th at ti me there was one of these at the University of Rhode Island, another at the National Burea u of Standards in Colorado, and a third one was in t he tr unk of my 1970 Chev y, heh , heh. But t his was the-ba sis of some of the research tha t we were doing. And like we did with Dr. Hieronymous and Tom Bearden, - and a few others today, we can now carr y a lit tle t ape recorder and a lit tle box about this big, the size of a king-sized pack age of cigaret tes, into the field and make Schuma nn resonance measureme nts, bra in-wave measureme nts; put them on a C-60 cassette, take them back to a lab and do analys is tha t would have been considered previously impossible, even with equipment that weighed hundreds and hundreds of pounds. So now we have the equipmen t to which the occult is beginning to surrender its secrets… This was about our fourth or fift h genera tion Schuma nn detector. I know the colleges and uni versities th at were working on this. We saw the amounts that went to the University of Rhode Island, hell, that would have kept me going for the next hundred years! Well, this is a do-it -yourself project . It was rathe r primitive but we did begin getting the results. This coil (another picture) oh, there's Dr. Bluejoy, Dr. Candless and some of us looking for a site for his Health Ranch, based on magnetic anomaly standing lines that would be beneficial for huma n habita tion. How many thousands of years have the Chinese pract it ioners, using t heir own bodies as a tr ansducer, been practici ng Kung Schwei? Etc? Wha t is propitious for hum an habi ta tion?"

Al l of these graphs which you are going lo see for the next few minutes, incidentally, are from medically accepted literature, from the medical journals themselves. Okay. Here's another one, a paper genera ted in the Radio Science Journal & Research of the National Bureau of Standards. Again take a look at where the magic number appears lo be. That's an 8.0 under the power distribution curve, the same Figure tha t we were findi ng in t he heads of the psychics, the medicine men, the witch doctors, the Christian Mystics — they're all the same! THAT MAGIC, OCCULT NUMBER, 7.8 Hertz An y of you people know Dr. Ed Maxey, Stanton Ma xey, in Florida? Okay. Abou t the time I was playi ng with it he did a int eresting very experiment. He took a litt le coil, a few tur ns of wire, put it on t he floor undernea th the operati ng table -- what do you call those damn things that they have in the Electroencephalographic room? Where they check for epilepsy, etc? He found that by turni ng this thi ng on at certain frequencies a large percentage of the people tested had brain wave entrainment. Ent rainment simply means that their brain wave - the firing of their neurons—latches on to this magnetic field coming from this little coil putting out micro-gauss. You can't even measure things this low unless you have highly sophisticated equipmen t. It is occult. It is invisible. It's tasteless, odorless, etc. This is in a paper tha t he presented to a geophysical society mee ting not too long ago. He too came up with the magic number tha t I have, 7.8 Hertz. He found tha t exact ly four seconds after this field went on, the subject’s brain waves would lock on exactly, on frequency and phase.
“How about this for a covert, manipulative tool?” “7.8?” asked a member of the audience. “7.8 is the number he used”, replied Beck. “We’ve refined that down to three decimal places”. MAN-WOMAN - - THE BIO-COSMIC TRANSDUCER A lot of people, a few yea rs ago, began looking a t the possibilit y th at Man is a Bio-Cosmic Tra nsducer; not only a tr ansmit ter, but a receiver; and that somehow his brain wa ves can lock on and modulate this (the ear th's) field, and this might be the medium for ESP.
Some good work th at was being done at UCLA (Unive rsit y of Californi a Los Angeles) in thei r bra in research group. Dr. W. R. Adey was on another government gran t sponsored by t he Office of Naval Research, in to the effects of these (in this case pulsed) very high frequency fields that were pulsed with a very low frequency modula tion. 11
His published papers, and th is goes back sever al years, show that this could influence the brai n waves of cats and monkeys; and he didn't ta lk about th e work that was done out there with human beings because by now this was fairly sensiti ve. The y knew it worked. They didn't know why. So a lot of time, money and effort went in to findi ng out wha t in t he hu man br ai n was beginning lo respond to this.

And, if this is for the defense of the nation, wh y be so secretive about it? Unless of course the real target of the psycho-political warfare is the people of the nation…Comment by Riley Crabb of BSRF) Now, A few German physicists were looking into the possibility that this may have been the mechan ism th at we ha ve li ved with for thousa nds of years. T he name of th is paper is "The Biological Effect of Extr emel y Low Frequencies in the Atmosphere". In other words, if we live in a n atura l ELF environme nt coul d this possibly be the key and mecha nism for mass accidents, mass suicides, etc? All of the people who did this work independent ly , Tromp in Holland, Koenig in Germa ny, found; yes — when the y went back through the weather records, th is had to be the mechanism that caused all of these admissions to psychiatric hospita ls on certa in da les, all of these homicides. The dat a is beginni ng to become massive. James R. Hamer — or Hammer. He was working with huma n subjects, and he has disappeared, as have a few others. He did some ext remely in teresting work, and th is was way back in 1968. At th at time he was with the Space Biology Laboratory Brain Research Institu te, Universit y of California. The rest of his papers th at I managed to gather about ten ye ars ago are now classified. You can't get them for love or money; they have been up-statused. Hamer found that in a 9-Hertz signal the reaction time was defini tel y shortened. You were more aler t. If you changed th at signal down a few cycles per second, 3 to 5 Hertz, look what happens to the reaction time. This applies to human beings, monkeys, cats — apparently all life forms that ha ve brain waves. Tromp did the same th ing independent ly. Some more of the paper th at was genera ted on the Office of Nava l Research gran t a t UCLA. (Another slide) This is another of the papers which was subsequent ly classified. At t ha t t ime he was doing th is work openly a t t he North rop Space Laborator y and this was an inte r-office memorandum which survived the classification process. HOW ARE YOU ACTUALLY AFFECTED BY ELF WAVES? Let's get out of here and into other t hi ngs. Solar acti vi ty a nd incidence of cerebral spinal meningitis. Tom Bearden was talking about Carrier possibilities? We don't know whether t he waves lower your resista nce, or you can actu al ly pu t th e information on them and it is re-created inside the nervous system. Crest days of weather pain and the relation to sun spots a nd magnetic distu rbances, etc. Mortality diseases of the nervous system and the lower curve of sun spot activity. In other words, we are looking here at nat ur al ELF phenomena before it began being manipu la ted. Su n spots a nd earth's magnetic ac ti vity. Aga in epidemic meningitis. 12
Okay, now it gets reall y i nte resti ng: Socio-political mass disturb ances, 1923 to 1927, in Europe, rela ted to Full Moon axis. Remember, t he ful l moon modifies the tides. It modifies these frequencies. In this case the tides are in the Ionosphere and the Heaviside Layer and their position above the earth. Double daily deaths from angi na pectoris, and combined groups on the Luna r a xis. Wha t if we could manipu la te t his? Whole popula tions would be subject. Tuberculosis. Wha t? Does it influence those germs, those litt le mi crobes, as well? I don't know, but t here it is, positive correlation. Cholera in Russia, from 1823 to 1923, versus solar activity in the same period. Maybe a ll of the life forms on this pla net a re locked in to this electro-magnetic energy, just as the Radionics and Radiathesia people have sensed, for qui te a while. Epilep tic at tacks, of course, total ly predictable. Suicides. People tend to go unconscious on this because it's fright eni ng and it's a litt le heav y, technically.
HOW TO MANUFACTURE A PSYCHIC Again, he re is an a rtist's conception which I have adapted to show this synchronized brain wave activi ty , t he stra nger within. Oka y, if psychics are people who ha ve a particu la r brai n wave pattern — we don't k now which comes first here, the chicken or the egg — can you make a psychic by driving his brain wave to that part icula r frequency? Mar velous question, don't you t hink? Bril lia nt, wish I'd thought of it first. Our firs t at tempt at manuf actur ing psychics and Radionics operators and healers was to pu t these li ttle ligh t bulbs i n an empt y e yeg lass frame. On t he left is an incandescent bulb a nd on the right is a lit tle cold cathode indicator, like on your FM radio tuner. We flashed these litt le ligh ts in real time to the Schuma nn resonance (we picked the Schumann resonance up on a coil), filtered out every thi ng except tha t wave to which t he psychics would entr ai n and fed them th is lit tle flickering light. If you flash a l igh t in a person's face you get an evoked potent ia l in the occipita l cortex. That's the photic response. And you know that if that is at a certain frequency you are going to turn that person onto epilepsy. You'll have a petit mal seizure. Remember all t hese night clubs in New York, these psychedelic clubs, tha t were havi ng these lawsu its against them because the opera tors would ge t t he strobes in around a t hing which was the second harmonic of the Delta spik ing rhy th m you see in epilepsy? Okay, when they test for epilepsy in the hospita l the y flash ligh ts at your head at a certai n frequency, or they give you a drug which will over stim ul ate the firi ng of the neurons. But, if you put in a beneficial frequency, you can probabl y cause an evoked response of the bra in wave at th at frequency. Now tha t was mar velous, except for one thing. It takes about one hundred milliseconds from the time that light flashes for the signal to cause an evoked potential, and that hundred milliseconds varies for most human beings. In other words, you can les t IQ wit h this little box. The longer It ta kes th at f lash lo get out here as an electr ical signal t he dumber tha t person is because the slower his system is responding. You are aware of Hurt le's work in Canada that found noncult ur al ly biased IQ (Intell igence Quotien t) tests for cats, dogs, babies, people who couldn't speak E nglish, people who could n't re ad or write, e tc. So what was te rribl y wrong with th is bri ll ian t idea was th at the ligh t didn' t ge t there to the bra in for everybody at the same time; so we abandoned that idea and began using the magnetic H Wave. 13

So when I went to Denny's Coffee on Sunset Bouleva rd I put t his t hing in m y pocket, and occasionall y I set i t a t a specific frequency th at I'm not going to ment ion — because I've been asked not to by t he people who can ask other people not to do things. And prett y soon the waitresses would star t dropping coffee into the laps of the pat rons. The babies would star t screami ng. People withi n a 10 or 12 foot radi us (tha t's a 20 foot room) would begin freaki ng out. I'd surrep ti tiously t urn t his thing to two Hertz higher in frequency. Hahhhhhh (a simulated sigh of relief), you could hea r the room calm down. If you had a pocket Radio Shack decibel meter, the cockta il le vel effect, the volume of the conversa tion will drop, noticeably, in decibels. Okay. We had somethi ng here and we knew tha t t he Soviet resear ch had gone underground. At least the papers were no longer being published at the same rate that they were.
THE MAGNETIC “H” WAVE PENETRATES EVERYTHING Our own government was play ing a t tha t time God, I guess, with the m ult i-bill ion dollar Project Sangui ne. Their purpose was to commu nicate with submari nes under water , with ELF magnetic Fie lds. The project was kicked out of Wisconsin, Michigan, a nd a few other places by people who had a certai n ner vousness about environment al disrupt ion. They're tr yi ng to use power lines as antenna sys tems, surrep ti tiousl y. Let's look at wha t t hey were about to do so they could talk to the submarines this way. There is a better way of doing it. Frequency less than 100 Hertz. How's tha t for coy? The total antenna lengt h could be up lo 1600 miles long, antenna line current 150 amperes, total power required — watch this number —20 to 30 megawatts; and they'd need 300 to 500 acres just for the transmitter site, antenna rights-of-way up to 4400 acres. 14
This is our answer, using bru te force to communicate wit h underwater submarines because nothing in the world will shield the magnetic H wave, at these frequencies. Nothing. Mult iple new metal cages, Farada y cages, lead, you name i t. These magnetic waves, not the E or I waves but the magnetic H factor goes th rough anything including the earth itself. Like you saw in the model, in Tom Bearden's slide earlier this afternoon. Nobody is safe from this t ype of radiat ion.

THE PHASE-ARRAY ANTENNAS OF THE RUSSIANS The first esti mate of the Soviet tr ansmi tte rs tha t were causing the problems were at R iga a nd Gomel. Kath leen Joyce donated her dri ll to the project and we dril led two litt le holes in a globe and put t hose two litt le tacks in it so you have a historical little item there. If you draw a Great Circle route between these phasearr ay ante nnas. you are in the area around Timmins. Canada. Now there may have been some tremendous disturbances up there about a year ago that were traceable to this particu lar problem. An yway, when Dr. A ndr ija Puha ric h was out here (in Ca lifornia) and Kat hleen Joyce and I hosted him, we showed him t he appar at us. This is probably t he first he had heard of the psycho-physiological effects of the ELF Fields; and I recall on your li vi ng room floor, Kath leen, where he flexed his muscle near the coil, saw the spike readout on this little oscilloscope, and realized that we finally had a detector in hum an capti vi ty th at could see micro-gauss leve ls. In other words his EMG, the few micro-volts of potential, firing through the nerve impulses, through the conductive la yers of his skin, was creati ng enough of a magnetic fie ld to read out on this thing. 15
He got very excited so we began showing him some of my research dating back for about the last eight years, and he decided that this was important enough to take back to the United Nat ions. So he cont acted the chap who real ly ru ns the government. T his man has survi ved about t he last fi ve administr at ions. He must rema in name less because he is in a ver y low-profile position. I can assure you he is no one that you have ever heard about or read about in the newspapers. They sent me an airline ticket and invited me to come back to the United Nations and the weather was so bad tha t weekend — the winds were blowing about 30 miles an hour and it snowed six times in one day. The next day it was exceptionally hot. Anyway, we thought th at weather m anipula tion was happening. It was most un usu al for weather.
DR PUHARICH’S SOPHISTICATED FARADAY CAGE Dr. Puha rich and I were supposed to have a bout an hour. It ra n in to a two-andha lf-hour briefing. Kurt Waldheim (Secretar y General of the United Nations) was out of the count ry at the time, so our host and chap that we informed was the number two man in the United Nations, Rudi himself. Now, the experiments which caused all of the excitement. Any of you guys ever been in Ossining, New York a nd seen t his Fa rada y Cage? (The home of Dr. Puharich, 87 Hawkins Ave nue, about 40 miles north of New York cit y) It was probably the most sophisticated cage in captivity. It had three layers of copper and th ree l ay ers of soft iron. In other words this is H wave sh ielding, and copper shielding for the E wave Faraday Cage. The thing probably has as much attenuation as the one at MIT (Massachusetts Institute of Technology) the triple new metal cage. Oka y, what we did here, we took this li tt le box. Let's break i t out here. This box has been disarmed. It is only mi ldly ps ycho-acti ve. We did th is a t the request of t he people who tell you to do thi ngs, for dam n good reasons. This is the one. We placed it outside the Far aday Cage. We sealed it up. Incidental ly, the pickup, the magnetic pickup coil, is over here in th is plastic garbage can filled with sa nd, to act as a micro seismic damper — so tha t we weren't seeing qui te as much vibr at ion. We worked wit h several subjects and th is little box was run by one of Dr. Puh aric h's secretaries, outside. She was told to turn the dial a little bit Turn it on. Don't tell us what's happening. Turn it off. Turn the dial to another number. Turn it on. Turn it off. Total double blind. No one inside the cage knew what was going lo happen or when it was going lo happen. The subject's brain wa ves were going to one channel on a cha rt recorder, with zero cross-talk. The other ch ar t, with a t ape recorder, was going lo a magnetic pickup; so we could compare t he brai n wa ves of the subjects wit h what was happening magnetica lly inside of this absolute ly a ir tigh t, secure environment. The char t readi ngs — the one at the top and bottom were 180° changes of the magnet ic pickup. The center portion of that chart was the human subject's brain waves. Over the range of 6 Hertz to 14 Hert z, with some subjects there was 100% entr ain ment of frequency a nd phase. Get th at. The y locked on total ! A lit tle box the size of a package of cigaret tes, when it uses the neura l frequency principle can entra in the bra in waves of a subject inside a totally shielded room, without his knowledge, consent, etc, Tha t's what t his is all about. 16

“PRIOR TO THE TOTAL NEWS BLACKOUT” Back in March, the 26th and 27 th of this ye ar (1978) a chap named Mike Thoele, who is a jour na list for the Eugene. Oregon Register Guard, decided to take his life in his hands and write about some of the things that had been happening up here. I have copies of these and many, many other articles that appeared in the public press prior to the lime of the tota l news blackout. There were a few articles for a few days. A day after this one there were the denials, by the FCC, the Envi ronmenta l Protection Agency, etc. Totally predictable, rig ht? (From Riley Crabb of Borderland Science: In March 1978 there w as a spate of news items about strong ELF wave broadcasts from Russia, coming over the polar area into Canada and the United States; and then, as Bob Beck says, there was a total news blackout and there were denials by the FCC, the Environmental Protection Agency, etc. Totally predictable, right? And he had a tape recording of the signals to play for the Conference audience. Then from the screen, he reads the slide copy of a newspaper headline) "Mystery Radio Signals May C ause Illness" Hell! The y were totall y disrup ting left and right (brain) hemisphere synchronization! People who had never had any tendency toward epilepsy, had no heredit ar y tendencies in this direct ion — were going slightl y unconscious. According to Marshall Van Er t t here was a two mile stretch of perfectly clear highway where there had been four deaths in about a week. People were simp ly dri vi ng thei r cars off t he road or i nto a telephone pole, or into oncoming tr affic. 17
These are not apocryphal stories. These are a matter of public health records. It's in Los Angeles now at about 25 micro gauss, and yes, it's spreading. Now the reason that Eugene, Oregon, is particularly toxic is because there is an 800-mile long ante nna te rmi nat ing up there, called the Bonnevi lle Power Aut hority tr ansm ission line. I guess some of you engineers ha ve heard of this th ing. The y a re generating current and sending it down to California as direct current, 340,000 vol ts. Now Marshall Manner and I got to be pretty good friends af ter some of this. This, incidentally, is Kay Prince, the lady in the bottom picture; and Marshall and I spent a lot of ti me up t here r unning down some of these Fields. I can't talk about some of this. Some of it I can. But there were only one or two people in th at area tha t had equipment even capable of finding the spectr um distribu tion — and I'll show you photographs of this. Bill Bise asked me in t he lunch room if we have actual spectrum analysis stills of this Russian Woodpecker (the term selected by ha m radio operators as being most descript ive of the a udio characteristics of the ELF wave transmissions from Russia) and yes, we do. Now, Bill Bise is a highly qualified engineer but he has one thing that is terribly wrong with hi m. He's exactl y like I am. He's interested in kook subjects. Therefore, his dat a has been pretty well th rown out by governme nt officials who would normally accept it exactly as it is. the truth. So you've got to run under two different covers if you're going to survi ve on this pla net. If you ha ng out with kook groups like I do, you au tomat ical ly don't know what you're talki ng about. The EPA man (Environmental Pollution Agency) came to town and started tr acking the signal. The First thing these Turkeys did was blame it on the 4.717 Megahertz signal which was coming out of the Dixon and Alameda Naval Station and — we'll now have a concert here (and he plays a tape of the Woodpecker signal, a strongl y accented beep beep, with a li ttle burst of noise afte r severa l beeps.)
THE GOVERNMENT COVERUP Okay, (he runs the burst agai n) that lit tle burst of white noise tha t you hear af ter the beeps is carr ying the informat ion — on this part icular ch annel — as some of us in the room know; and in order to quiet the popula tion a nd make absolu te fools out of themselves, Dr. Richard Tell, who is in charge of the Western Environmental Protection Agency team tha t works out of Nevada said, "Oh, all you gu ys are heari ng is Dixon and, yeah, th at sounds a lit tle bi t strange to people who don't know about tha t tra nsmit ter." The l ast t ime I talked to him he was just about as apologetic as Dr. Alle n Hynek who. incidenta lly, in UFOlogy is a ver y good man — get ti ng nick named Swamp Gas Hynek because he'd been misquoted about th e Flyi ng Saucer up there in Michiga n. 18
An ywa y, the Tu rke ys came down here wi th a tr uck th at had a hea ring r ange of 10 Kilohertz , which was the lowest thing they had been using for submarine communicat ion up un ti l a few yea rs ago. They were orders of magnitu de off; so the signal you just heard was the Nav y t ra nsmit ter, a t 4.717 Megahertz from Dixon, that they were going to blame the whole thing on. This was the tar baby, the scapegoat. It would’nt work. The nex t thi ng was tha t the power grid was identi fied as the source of the signal. An y hig h school kid can tell you t ha t a ny long wire hanging out t here in space can act as an a ntenna and pick up all the other signals that are being transmitted and re-radiate them. Okay? Even if our Nav y is fooling around with long wires as a substi tu te for Sanguine ante nnas t ha t had been ostensibly kicked out of several sta tes. They t raced the signal and it was strongest around power grids. So what else is new? These are some of the newspaper clippings tha t a re going in t he archives. Now, they created such an outr age among everyone who graduated from high school tha t the FCC itself had to back off from th is embar rassing, pseudo-solution. The chap who lau nched the whole thi ng is good old Wal ter here. I'm the hea vy-set gu y from the left , and th is is Kay Pri nce, the radiological chief of the State of Oregon; and Marshall Van Ert, who until recentl y was the heal th physicist for the Uni versit y of Oregon, Industrial Physics Department. The guy on the left is Mike Talley, who wrote the ar ticles, putti ng his reput at ion on the line before news blackout. He came along to some of these sites with us.
“YOU DON’T NEED AN INSTRUMENT” The third lady from the end was a friend of Kay Prince's who had come down from the capi ta l to be with us on this part icul ar fie ld tr ip. At one of these sites, where we were measuri ng abou t a 50 Micro gauss ELF signal at about 5 Her tz, she got so sick th at we almost had to carr y her out t o the car. She broke out i n red splotches. She couldn't hold her coffee cup. She became disoriented, felt that she was going to faint, had trouble breathing. You don't need an instrument to find this stuff, kids. You only need a n inst ru ment to prove wha t it is to the establishment. This is Walter's li vi ng room where we star ted t he series of tests, showing some of the equipme nt. I've been asked to show some of the spectrum a na ly zer Polaroid shots. This was done on one of the better devices. You normally don't see these. They were made only for the Central Intelligence Agency bug finders, lo find surreptitious transmitters. It's a Model 1501 Spectrum Analyzer. I came closer to hit ti ng Bill on the head and steali ng this th ing tha n any th ing I've seen in my life. It's a little package that tunes almost from DC up to beyond 500 Megahertz. You can tune in any frequency. It measures the entire spectrum, on each side of it, displays t he frequency on oscilloscope, the band width, th e amplit ude, the F-subzero, etc. "Could the y be hav ing one frequency which they want to work with a nd the ot hers are just to mislead us?" (asks an audience member). Yes, (replies Dr. Beck), they have phantom frequencies. They are reconstructing heterodynes. Let me tel l you why we're get ting it a nd the y are not: We are on a 60 Hertz power grid. They are on a 50 Hert z power grid, Get t ha t? Th at's why the y're immune. Ever y civili zed industr ial center in America is a potentia l reradia ting weapon of this Psychotronic ELF Field. In other words, why should the y bu ild an tennas, reradia ting systems, when all of us hav e 110 volt sys tems in our homes; and we are also served with gas pipes, miles and miles of conductors, cold water pipes, etc. 19
"Is there a qu ick explanation of why 60 cycles wilt pick it up i nstead of 50?" Righ t. It's a har monic! (replies Dr. Beck, and turns on his recording of the audio pan of the Russian broadcast) at 5.340 Megahertz. The growl was because we ha ve a voltage control — or ra the r the VFO on the receiver. Tha t was at 5.340 megahert z and we were listening to — in other words, since you cannot hea r the funda ment al (t he actu al ELF wave) we have the local oscilla tor on the super heterodyne receiver runni ng. It is a global problem. Incidentall y, for the engineers again, the at tenu at ion rate of this signal is only about th ree ten ths of a decibel to eight te nt hs of a db for a mill ion meters. That means tha t this signal will go around the ear th 4-1/2 ti mes before it is down a half of its origina l va lue. Nikola Tesla was right. Wi th some of these frequencies you can excite the eart h Ionosphere cavity, as t hough it is a huge bell, and ring it! In other words, the Russians ha ve a t hing here which cannot be stopped. ELF WAVE COUNTER MEASURES Now what's happening about t his? Well, Dr. Ludwig of Germany de veloped these li ttle devices. Andy sm uggled a couple of these in to Los Angeles las t October (Dr. L.O. Anderson, Anderson Research Foundation, 2942 Francis Ave., Los Angeles, Cal. 90005, phone (213) 387-9164] and I did an engineer ing a nal ysis on them. I'm going to take the tape out of the cassette for a second and I'm going to put this on play and activ ate this on play a nd we're going to activ ate this li tt le box. It onl y has a ra nge of about a me ter. Just enough to envelop the head and v it al organs if one wears it on t he upper part of the body. (He tu rns the Ludwig Vitasette on and the audience hears the "woodpecker" rat-a-tat-tat.)
THE LUDWIG RELAXATION OSCILLATOR (OR MAGNETIC PACER) Sound fa milia r? Sound like something we've heard from Russia? Now, I'm going to change its frequency a lit tle bi t (and the ra t-a- ta t speeds up). We understand th at about 900 of these ha ve been bui lt, and some of them are i n the ha nds of people who ha ve to wear them, in case of a hi t. What they are basical ly is a li ttle rela xat ion oscillator, dri ving a coil around a Numeta l core. The Numeta l h as a permeabi li ty of over 3000. As t he B field collapses, it pu ts out a tremendous spike of magnetic H wave energy which, for th is demonstra tion, we just picked up on the tape head of this recorder; because the tape head, as you know, will respond to magnetic signals that are on the ferrite i n the tape.

“What is the device for?” Tha t device is worn by people who want a beneficial freque ncy close to them. Fortunately, we live in a universe that works by the Inverse Square Law. If you don't like the Rock band th at's putt ing out 200 0 watts of audio on the stage, you can take a $2 transistor radio, tune it to another radio station, hold it up against you r ear and i t will drown out the Rock band. Okay? A field of benef icial frequencies which is close to you will override the effect of the fi ri ng or desynchronization of the neurons tha t can be entra ined by a field tha t, in t his case, is 7000 miles away. All right? Apparen tly — cer ta in neu rons in t he cerebral corte x ac t as frequency modu lati ng discriminators. Any of you guys who have played around with radio know that you ha ve a crysta l set, and you hear severa l sta tions simult aneously, you get a garb le. They are all overlapped. You can't sort 'em out; but the frequency modulation discrimina tor will la tch onto the highest ampli tude signal i n the envi ronment, override the others, and you'll hear that. If you are listening to Police Radio and a loud stat ion comes in, overr iding the other, you'll get one or the other. There's very li ttle crosstalk. So what th is th ing does basical ly is th at it puts out a li ttle magnetic H wave field with a spike wave which we don't like. We like to work with a different wave form tha t I don't want to ta lk about. But this t hing is apparentl y mildly psychoactive, but not nearly as psychoactive as the ones they used for the tests i n Los Angeles, the ones at the United Na tions, and Ossining, New York.
(An audience member asks:) "Is that spike wave more ef fective than a sine or square?" It should be because Delta E over Delt a C means th at you are inducing stronger curren t in the conductor near by, and t here are some other side effects which we don't like. It's rather abrasive. The other device that's in the picture (and hopefully I brought it) is disguised as a wee pocket flashlight — and it actually works! It has a li ttle nickel-cadmium rechargeable batte ry. It is frequenc y programmable on the back.
"So what you are saying is that the West Germans are aware of this (ELF wave attacks from Russia) and are selling these?" (asked the same person). They are not selli ng them, exactl y, t hey are kind of giving t hem away to people th at ha ve a need for them a nd the answer to your question is. Yes. Now, what I'd like to point out to you is that in this very narrow frequency spectrum corresponding to the Alpha-Thet a border of brai n waves, you can change th e excitat ion frequency by a fraction of a Hertz, and ha ve an enti rel y different reaction. Now this was a big surprise. This is the thing that was not anticipated any more th an the lit tle ger ms were before Von Leeuwenhoek and Pasteur.

YOU ARE EXTREMELY SENSITIVE TO COHERENT FREQUENCIES One reason I feel th at this effect has been missed by other researchers who were working with gross frequency inpu ts is t ha t they were not defin ing thei r frequencies down to a h undred th of a Hert z. Now there's a t remendous amount of a supporti ve evidence in t he neuro-phy siological lite ra tu re th at cert ai n molecules in our brain, with dielectric constants of over 140,000 and other inductive capacitor parame ters, act as long-chain, semi-liqu id crystal dipoles tha t are ext remely sensiti ve to coherent frequencies. Now coherent mea ns to find out tha t the y are a lit tle bit fu rt her th an most of the researchers have investiga ted. Where I think I have done origi nal work is in bu ilding systems t ha t can go out to th at second, thi rd and fourth decimal place, ta ki ng them to the coffee shop, testing them on my own head and seeing what t hey do empirica ll y, and ki nd of sounding the alarm on what we are now experiencing. "Again, some of the Soviet frequencies. We'll tak e a break and see if we can get some of these in real t ime on the radi o right now. (Apparentl y he gets a signal from the program director.) THE ELF POLLUTION'S BIOLOGICAL EFFECT The combination of high intensity ELF (Extreme Low Frequency) magnetic signals from both the U.S. and U.S.S.R. reported by the Pla netar y Associat ion for Clean Energy over the last few issues of their "Newslet ter", ma y be significant enough to produce effects on huma ns as well as other liv ing sys tems. Such effects, when the y exist, would not normally be perceived by the individuals affected because the electrical activ it y of the central- nervous system would be altered. Since huma n perception is a direct result of the chemical and electrical activity of the brain, one would not normal ly be able to dete rm ine whether percep tion has been al tered. Special biological instru ment at ion systems can detect alte ra tions of biological electrical activities, however, and thus provide a means by which one may monitor alte ra tions in behavior patte rns not otherwise observable. A simul ta neous comparison of biological signal* with external magnetic and electric signals in the environment has shown that human electroencephalograms will occasionally lock on to some of these ex ternal signals) or otherwise show externa l modifications. Robert Beck and Andrija Puha rich noted such correla tions in the ELF range in 1977. Willia m Bise found simila r pat terns in a research study with microwave frequencies in 1975 and verified the finding in the ELF range in 1978-79.
THE LUDWIG "VITASETTE" Considera tions of the implications of the above noted informa tion led to the development of the magne tic pacer which is current ly u nder test. Some ear lier scientific studies ha ve been conducted, notabl y b y H.W. Ludwig of the Federal Republic of Germany, into the feasibility of developing devices pulsed within the ELF range which reportedly were beneficial for some people (especially tha t country's diplomatic community), and sold under the trade name. 25
The purpose of the Pacer unit is to reintroduce a natural field into a localized are a- of about I meter radius. A 7.8 Hertz frequency lies near-t he base of the range of natural frequencies known as the Schumann Earth-Ionosphere resonances. This 7.8 Hertz frequency has appeared to be able to pace the human heartbeat and affect the brain wave patterns of some people; it may be useful for inducing relaxed or sleep sta tes. The higher freque ncies may be useful in enha ncing aler t sta tes in some persons. A pulsed south polar field has been seen to more easil y affect males while a north pola r field h as been seen to more easil y affect females. Placing a pacer next to the left chest, pulsing at 7.8 Hertz has shown tha t t he hear t will respond in some persons when at rest sit ting quie tl y. Studies have shown that specific low level elect ric and magnetic field frequ encies ha ve profound effects on almost all bi ological systems on this plane t. Therefore, it seems reasonable to assume that alterations of natural fields may produce al ter at ions in biological system response; thus a met hod of reintroducing approximate na tu ra l field conditions may be able to produce what was once a natu ra l biological system response. It should be clear ly understood tha t t his magnetic pacer is an experiment al uni t and t hat no claims wha tsoeve r a re made rega rdi ng specific effects which may, or may not, occur to indiv idua l experimenters.
