1.
INTRODUCTION
1.1
This specification defines the minimum requirements for life-saving equipments to be installed in an Offshore Unit.
1.2
This document shall be included as an integrant part of the Purchase Order.
2.
REGULATIONS, CODES AND STANDARDS Regulations to be followed in the design, manufacture, installation and testing of the Life Saving Equipments are stated below. SUPPLIER shall produce evidence of having complied with all regulations, always in their latest editions, as well as with the requirements defined in this specification. In case of any disagreement, it shall be submitted to PETROBRAS for approval.

NFPA 1981: STANDARD ON OPEN-CIRCUIT SELF-CONTAINED BREATHING APPARATUS FOR FIRE AND EMERGENCY SERVICES.

DESCRIPTION
4.1
Self-Contained Breathing Apparatus :
4.1.1
Shall be used by someone that needs to enter in places where the air is contaminated.
4.2
Lifejacket:
4.2.1
Shall be used by crew during an abandonment of the offshore unit.

Work Lifejacket:
4.3.1
Are Personal Equipment to Aid the Flotation (PEAF), will be used by personal who execute specific works with risk to fall into the sea.

Lifebuoy:

4.6
Portable O2 / Gas detector :
4.6.1
The portable oxygen and combustible gas monitor will be used to measure the concentration of oxygen inside confined atmospheres as well as in areas exposed to the presence of explosive atmosphere (combustible gas).
4.6.2
The combination oxygen and combustible gas monitor will be used to test atmospheres for sufficient content for life support and/or the presence of combustible gases or vapor posing a potential flammability explosion hazard.
4.6.3
The portable oxygen and combustible gas monitor shall be type approved by the Classification Society.
4.7
Emergency Shower and Eye Wash Unit :
4.7.1
Shall be installed close to places where handling and storing of chemicals will take place, and where there is a risk of skin and/or eyes injuries due to such materials.
4.8
Strecher:
4.8.1
Shall be used to transport wounded or unconscious people by a helicopter or crane.
4.9
Emergency Escape Breathing Device - EEBD
4.9.1
Emergency Escape Breathing Device is a supplied air device and shall be used by someone that needs to escape from a compartment that has a hazardous atmosphere to an area of safety.
5.
CONSTRUCTION DETAILS
5.1
Breathing Device / Box
5.1.1
Shall be provided with a compressed air cylinder, check valve, automatic supply valve, safety valve, protecting mask, windpipe connecting cylinder with mask and parts to attach to the body of the user.
5.1.2
Compressed air cylinder shall hold at least 1.2 m 3 at 25 oC.
5.1.3
A pressure gauge shall be provided.
5.1.4
Breathing apparatus shall be of the open system (without air re-circulation).
5.1.5
Face mask shall be only one piece with a wide peripheric vision and the following characteristics:
Made of silicon with wide surface;
Silicon stripes fixed in the lens frame and adjusted by metallic buckle;

Lenses fixed in the mask by a strong frame, treated against abrasion;
The mouthpiece houses: a removable nasal “Cuba ”, a commutating diaphragm (communication membrane) and a breathe valve attached to the second stage regulator by a quick connection in order to receive a positive pressure demand valve;
Adequate place for visualization of the electronic display.
5.1.6
Shall be furnished with a positive pressure valve inside the face mask.
5.1.7
Breathing apparatus shall be provided with two different and independent sound and visual alarms indicating to the user low air pressure, as required by NFPA 1981. A visual alarm shall be provided in the face mask indicating by LED the amount of air in the cylinder (100%, 75%, 50%, 25% and empty) additionally an external red LED alarm actuating when cylinder capacity reaches 25%.
5.1.8
Shall be furnished with a device in order to automatically control the air supply, according to user breathing capacity , whenever user is breathing at a rate of up to 85 liters/min, the cylinder supply pressure shall stands above 1080 kPa.
5.1.9
Shall be supplied with a by-pass of the automatic air supply valve.
5.1.10 Equipment shall be made of materials that are suitably stout, durable and able to withstand deterioration caused by heat or wet, and also shall not allow admission of smoke into breathing air stream. 5.1.11 Complete and ready for use the arrangement shall not be heavier than 12 kg. 5.1.12 Cylinders shall be painted in gray color with photo luminescent yellow stripes for better visualization in the dark. 5.1.13 Cylinders shall be of total composite material (carbon fiber) with at least a lifetime of 15 years, provided with fluorescent pressure gauge installed. 5.1.14 Shall be supplied with cylinder hydrostatic test certificate. 5.1.15 Shall be supplied with an additional outlet connection for an external user. 5.1.16 Shall be supplied with quick recharge system. 5.1.17 Shall be supplied with second stage regulator of quick connection type. 5.1.18 The electric charges of pressure transmitter and display shall be done by lithium battery. Shall be suitable for Zone2, Group IIA.
NOTE: Breathing Apparatus not stowed in normal Fireman’s Outfit Lockers shall be kept in separate boxes. 5.1.19 SUPPLIER shall provide Boxes made of fiberglass, painted in safety green color (Munsell notation 2.5 G 5/10).

5.1.20 The boxes lids shall be easy to open in case of emergency and should not be transparent, in way to protect the equipment from solar rays. 5.1.21 The following legend shall be written on the front of the Boxes: “EQUIPAMENTO AUTÔNOMO DE RESPIRAÇÃO” (Breathing Apparatus). Letters shall be in white and stand 70 mm high, 40 mm in width, 10 mm thick and 5 mm apart.
5.2
Lifejackets / Lifejackets Boxes
5.2.1
SUPPLIER shall provide Lifejackets as specified below, and according to regulations listed in item 2.
5.2.2
It shall be designed in such a way that, besides being comfortable to wear, anyone can put it on in just l (one) minute, without any help or prior demonstration, in accord with LSA code and NORMAM 05.
5.2.3
Lifejacket shall have sufficient buoyancy and stability in calm fresh water to lift the mouth of an exhausted or unconscious person not less than 120 mm clear of the water with the body inclined backwards at an angle of not less than 20° from the vertical position.
5.2.4
It shall make body of an unconscious person turn rapidly from whatever position it may be into a safe position, in less than 5 seconds, as described to in the last item, in accord with LSA code.
5.2.5
It shall allow the person wearing it to swim a short distance and to board a survival craft, in accord with LSA code.
5.2.6
It shall have buoyancy not reduced by more than 5% after 24 hours submersion in fresh water.
5.2.7
It shall allow the user to jump into the water from a height of 4.5 m without causing any injury or damaging the lifejacket and without changing its position in relation to the user’s body, in accord with LSA code.
5.2.8
It shall be able to stand ambient temperatures that change from -30 oC to +65 oC.
5.2.9
It shall be able to stand, when submersed in water, temperatures that change from -1 o C to +30 oC.
5.2.10 The cloth material used for jacket and accessories shall be resistant to the contact with petroleum and its products, and to the seawater, fresh water, sunlight exposure and fungus, in accord with NORMAM 05. 5.2.11 The Lifejackets shall be rigid, Class I, of jacket type and capable to support an adult with a mass of 70 kg or more. 5.2.12 They shall be safety orange color (Munsell 2.5 YR. 6/14). 5.2.13 Lifejackets shall be provided with the following accessories:

1 (One) whistle, firmly attached to jacket by a cord and contained in a pocket; 1 (one) white colored light with a luminous intensity of not less than 0.75 candlepower in all directions of the upper hemisphere, with an energy source of at least 8 hours without being damaged by fresh or sea water; 1 (One) nylon cord, 2 m long, strong enough to withstand a breaking pull of 5 kN, fixed to the belt, attached to both sides and with a `t`- shaped fastener. A pocket shall be provided for collecting the cord; 6 (six) 5 x 10 cm reflecting strips on outside of Lifejacket front.
NOTE: The light supply wiring shall be built into the jacket in order to protect against mechanical impacts. 5.2.14 The Lifejacket shall be designed in such a way that it can not be dressed inside out. 5.2.15 The vest shall not continue to burn or to melt after having been completely involved by flames for 2 seconds, in accord with LSA code and NORMAM 05. 5.2.16 It shall be manufactured in way to guarantee the vest flotation is assured by inside material approved, without depend of maintenance of any shut aerial volume. It shall not be used granulated material inside, in way to avoid losses due to tears in the vest. 5.2.17 There shall be a tag below jacket collar bearing with the following shape and information, in according to NORMAM 05: COLETE SALVA-VIDAS CLASSE I CERTIFICADO DE HOMOLOGAÇÃO DPC N 0 _______________. 5.2.18 All tests shall be done according to IMO RESOLUTION MSC 81(70). 5.2.19 Lifejacket’s foreign certificates of approval, in accordance with SOLAS, shall be kept on board with official translation to Brazilian Portuguese, in places that can be examined during an inspection of the Brazilian Maritime Authority (DPC). 5.2.20 Boxes installed outdoors shall be made of strengthened fiberglass to resist to weather conditions. Boxes installed indoors shall be metallic. 5.2.21 Boxes shall have dimensions suitable to storage the number of Lifejackets required for muster stations and embarkation areas. 5.2.22 Boxes shall be painted in safety orange color (Munsell 2.5 YR. 6/14). 5.2.23 The following legend shall be written on the Boxes: “COLETES SALVA-VIDAS” (Lifejackets). Letters shall be in white and stand 70 mm high, 40 mm in width, 10 mm thick and 5 mm apart. 5.2.24 Box cover shall be of slip-on type (like a shoebox) and shall be provided with a nonferrous cover-shutting device. 5.2.25 Boxes shall be waterproof and keep out other substances as well. 5.2.26 SUPPLIER shall provide all necessary supports and accessories to fasten the Boxes.
5.3
Work Lifejackets / Work Lifejackets Boxes
5.3.1
SUPPLIER shall provide Lifejackets as specified below, and according to regulations listed in item 2.
5.3.2
The Lifejacket shall be designed in such a way that anyone can put it on in just l (one) minute, without any help.
5.3.3
It can be dressed by the contrary, unless it is evident that it can only be dressed on a side, eliminating the possibility to dress it incorrectly.
5.3.4
The Lifejacket shall make the body of an unconscious person turn rapidly from whatever position it may be into a safe position, in less than 5 (five) seconds.
5.3.5
It shall not be damaged or moved from the body in case of a person jump of a height of 10 m and also without causing an injury to the user.
5.3.6
A lifejacket shall allow the person wearing it to swim a short distance and to board a survival craft.
5.3.7
The vest shall not continue to burn or to melt after having been completely involved by flames for 2 seconds.
5.3.8
A lifejacket shall have buoyancy, not reduced by more than 5% after 24 hours submersion in fresh water.

5.3.9
Fabric used for jacket and accessories shall withstand contact with petroleum and its products, the action of seawater, fresh water, sunlight and fungus without be rot.
5.3.10 The lifejackets shall be rigid type Class IV. 5.3.11 They shall be safety orange color (Munsell 2.5 YR. 6/14). 5.3.12 It shall have 6 (six) of 5 x 10 cm reflecting strips on outside of jacket front or in the two faces, in case it can be dressed on the two sides. 5.3.13 It shall be manufactured in way to guarantee the vest flotation is assured by inside material approved, without depend of maintenance of any shut aerial volume. It shall not be used granulated material inside, in way to avoid losses due to tears in the vest. 5.3.14 There shall be a tag below jacket collar bearing with the following shape and information, in according to NORMAM 05:

5.3.15 Lifejackets for work (class IV) that don’t dispose of device to maintain the head out of water of an unconscious individual should exhibit the following warning: “UTILIZAR SOB SUPERVISÃO OU ACOMPANHAMENTO - EQUIPAMENTO INCAPAZ DE MANTER A CABEÇA DE UMA PESSOA INCONSCIENTE FORA DA ÁGUA” (to be used under supervision or accompaniment, equipment unable to maintain the head out of water of an unconscious person).

Lifebuoy
5.4.1
SUPPLIER shall provide sets of Lifebuoys together with their respective accessories according to items listed below and to Standards listed in item 2 of this specification. Some of the Lifebuoys shall be provided with smoke maker and/or light as specified herein.
5.4.2
Lifebuoys shall be made of polyurethane coated with fiberglass and, have a mass not less than 4 kg.
5.4.3
Lifebuoys shall be provided according to the dimensions below: CLASS I

5.4.7
Lifebuoys shall be able to stand, when submersed in water, temperatures that change from -1 oC to +30 oC.
5.4.8
Lifebuoys shall be able to stand sun light exposure.
5.4.9
Lifebuoys shall not burn if exposed to flames for a period of 2 seconds, in accord with LSA code and NORMAM 05.
5.4.10 Lifebuoys shall be made to support a drop into the water from the height at which it is stowed above the waterline in the lightest seagoing condition or 30 m, whichever is greater, without impairing either its operating capability or that of its attached components, in accord with LSA code, NORMAM 05 and MODU.
