Overview
2.1 Introduction With the development of GSM networks, subscribers have increasing requirements for high speech quality. To meet the requirements, the enhanced full rate (EFR) is adopted. Compared with FR, EFR optimizes the speech codec algorithm and therefore improves the speech quality and user experience.

3 Technical Description

Technical Description
3.1 Improvement of EFR on FR and HR EFR is implemented on the basis of the Code Excited Linear Prediction (CELP). FR and HR, however, are implemented on the basis of Regular Pulse Excited - Linear Predictive Coder (RPELPC). The differences between CELP and RPE-LPC are as follows: In the CELP model, the excitation signal is a quantified vector. A group of codevectors that are calculated in advance form a code book. For each frame of speech signals, a codevector with the minimum perceptually weighted error is selected from the code book to serve as the irregular excitation source. In the RPE-LPC model, a regular excitation source, such as a sine wave is adopted, and therefore the voice sounds unnatural. The VOICEVER(BSC6900,BSC6910) parameter specifies whether to enable EFR. The EFR feature can be enabled forcibly on the BSC. That is, when the BSC determines that the circuit pool on the A interface and the MS support the EFR, the BSC can forcibly select the EFR as the speech version to improve the speech quality if the speech versions carried in the Assignment Request message do not include the EFR. The FORCEDCELLEFRSWITCH (BSC6900,BSC6910) parameter specifies whether the EFR feature can be forcibly enabled.
3.2 E-Coder Enhanced Coding (E-Coder) optimizes AMR coding modules, improving AMR speech quality. EFR codec and AMR codec has been integrated. Therefore, the E-Coder optimization is also applicable to EFR and improves EFR speech quality. The emulation results show that E-Coder improves the MOS by 0.05 to 0.12. However, it introduces an algorithm delay of 5 ms to an EFR encoder. The BSC does not support the ECoder function in the following TC-free scenarios: l
The A interface uses IP transmission.
l
The Tandem Free Operation (TFO) feature is enabled.
l
The BSC Local Switch or BTS Local Switch feature is enabled.
E-Coder is supported only in the downlink. Issue 01 (2014-04-30)

4 Engineering Guidelines
4.1.3 Activation Using MML Commands Step 1 On the BSC LMT, run the SET GCELLCCACCESS command with Speech Version set to FULL_RATE_VER1(Full-rate VER 1) and FULL_RATE_VER2(Full-rate VER 2). Step 2 (Optional) To forcibly enable the EFR, run the SET GCELLSOFT command with Allow Forced EFR in Cell set to YES(Yes). Step 3 (Optional) To enable the E-Coder for better speech quality, run the SET TCPARA command on the BSC LMT with its parameters set as follows: l Set Subrack No. and Slot No. to the actual subrack number and slot number of the DPU board. l Set Coding Mode to ECODEC(Enhanced code mode). ----End
MML Command Examples //Activating EFR SET GCELLCCACCESS: IDTYPE=BYID, CELLID=0, VOICEVER=FULL_RATE_VER1-1&FULL_RATE_VER2-1&FULL_RATE_VER3-0&HA LF_RATE_VER1-0&HALF_RATE_VER2-0&HALF_RATE_VER3-0&FULL_RATE_VER 5-0; //Enabling EFR forcibly SET GCELLSOFT: IDTYPE=BYID, CELLID=0, FORCEDCELLEFRSWITCH=YES; //Activating the enhanced code mode SET TCPARA: SRN=0, SN=9, EncodeMode=ECODEC;
Using the CME NOTE
When configuring the EFR feature on the CME, you must perform a single configuration first, and then perform batch modifications if required. You must perform a single configuration for a parameter before batch modifications of the parameter. You are advised to perform batch modifications before logging out of the parameter setting interface.
Step 1 Configure a single object on the CME. (CME single configuration) Set parameters on the CME configuration interface according to the operation sequence described in Table 4-2. For the method of performing the CME single configuration, see CME Single Configuration Operation Guide. Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center) icon on the To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click the CME configuration interface to start the batch modification wizard.
