JABATAN JAB ATAN ALA M SEKITAR SEKITAR MALA YSIA YSIA (DEPARTMENT OF ENVIRONMENT) GUIDELINES ON CONTINUOUS PROFESSIONAL DEVELOPMENT (CPD) FOR COMPETENT PERSONS
1.0
INTRODUCTION
1.1
Under the National Registry of Certified Environmental Professionals (NRCEP) Scheme , all Registered Competent Persons are required to collect a minimum of 50 CPD hours per year. The objective of this requirement is to ensure those registered under this scheme will continually improve and develop their knowledge and skills.
2.0
CPD REQUIREMENT
2.1
The following categories of registered Competen ompetentt P ersons must must comply comply with with the CP D requirements requirements under under Clause 1.1 above:i)

2.2
Any Competent Competent P erson who who is certified in one or more of item item (i) – item (vi) under Clause 2.1 need to collect only a minim minimum um of 50 CP CP D Hour Hour in order to to comply with the requirements stipulated under Clause 1.1.
3.0
ACTIVITIES ACCEPTABL E FOR CPD COMPUTATION COMPUTATION 1
3.1
Generally there there are eight (8) categories of activities activities that are accepted for CP D calculation as listed in Table A . 3.1.1 3.1.1 Struc tur ed Trainin g Courses

The competent person will be granted a maximum of 20 CPD Hours under this category
3.1.2 3.1.2 Mainstr eaming of Envir onmental onm ental Management Management
The These incl inclu ude the act activiti ities that are are relate ated to main ainstr streaming of environmental management in their or / and others premises such as: conducting the performance monitoring of the industrial effluent treatment system (IETS) and air pollution control equipment; setting up a management committee on hazardous waste and environmental management; implementing cleaner production activities and other related environment management into their process and products. The competent person will be granted a maxim maximum um of 20 CP CP D Hours Hours under this ca categ tegory. ory.

Seminars, conferences and workshops run by other acknowledged professional institutes or experts at national or international level could also be considered provided their main topics are related to environmental management or pollution control equipment technologies.

Competen ompetentt Persons Persons who publish publish books or articles in journals related to to environmental management will be granted credit hours in accordance with Table A .
3.1.5

3.1.6 3.1.6 Presentation of Paper Paper
Competen ompetentt Persons Persons who prepare prepare and present papers for conventions, conferences, seminars, workshops, talks, courses, etc. organised by EiMAS, DOE or others can also apply for CPD credit hours in accordance with Table A if the papers prepared and presented are related to environmental management or pollution control equipment / technologies.
3.1.7 3.1.7 Related Stud y
Competen ompetentt Persons P ersons who enroll in full time time or part time time stud studies ies on subjects subjects related to environmental engineering, environmental science or environmental related related field can apply for CP CP D hours in in accordance with Table A . Self study includes studying books and articles on environmental subjects which which can also earn CP D hours in accordance with with Table A . The title of books and articles must be recorded in the log book. Unrelated reading materials will not qualify for CP D Hours.
3.1.8 Others
If a Com C ompeten petentt Person Person believes that he he is undertaking undertaking other types types of CP CPD activities not described above, he should make a submission to the DOE for approval.
4.0

4.1

4.2
Excess of CPD CPD Hour Hour s
4.2.1 A Com C ompeten petentt P erson who has accumulated accumulated more more than than fifty fifty (50) (50) CP CP D hours may carry forward forward excess CP D hours to the subsequent year. However, the the excess CP D hours can can be carried forward forward for two two (2) years years only. 4.2.2 A Com Competen petentt P erson who who intends intends to to carry forward their excess CP C P D hours must submit to the the DOE DOE their current current and preceding preceding year’s year’s CP D records for verification and approval.
4.3
Insuffic ient CPD Hours Hours
4.3.1 In the event event that the CP D hours accumulat accumulated ed are less than half of the the stipulated minim minimum um requirem requirement ent (25 CP CP D Hour), the DOE will remove remove the names names of the Com Competen petentt Person Person from the the Register. Register. 4.3.2 Any person whos whose e name name has been removed removed and desires to be reinstated reinstated must satisfy the minimum requirement of fifty (50) CPD hours for reinstatement as Competent Person.
5.0
SUBMISSION SUBMI SSION OF CPD RECORDS
5.1
E very Competen ompetentt P erson shall submit online his CP C P D records yearly toget together her with his application for the renewal of registration with the DOE through NRCEP Scheme by 31 January.
5.2
The DOE DOE will not approve an application for the renewal renewal of registration registration if the applicant does not comply with with the CPD CP D requirements requirements as stated in Clause Clause 1.1.
5.3
The DOE DOE will revoke the registration registration of any Competen ompetentt P erson at any time time if the DOE is satisfied that the renewal of registration has been obtained by submission of fraudulent documents.
6.0
