1. 검토 목적 본 보고서는 Industrial Plant사업을 수행 중 일부 문제가 발생하는 지반의 침하와 관련 하여 기초 및 주변기기 혹은 연결 배관 등 각종 설비의 향후 정상적인 운영을 위하여, 이에 대한 허용 침하량을 검토함으로써 경제적이며 안정적인 기준을 마련하고자 함이다.
2. 검토 방향 침하에 대한 기본적인 개념을 먼저 살펴보고, 기존 Industrial Plant의 지반 침하의 문제 점을 사례를 통하여 조사/검토하고, 그동안 제시된 허용 침하량에 대한 기준을 추가로 언급하므로서 본 프로젝트에 적용될 기준을 기준 제시하고자 한다.
3. 지반 침하 문제
1) 기초 침하 상부구조물의 하중이 기초를 통하여 하부의 지반에 응력을 가하고, 이에 따라 지반 은 변형(침하)를 일으킨다고 할 수 있으며, 이러한 침하는 구조물의 사용성 (Serviceability)에 영향을 미치게 된다. 침하는 크게 하중에 바로 반응하는 즉시침하(Immediate Settlement)와 시간을 두고 장기적으로 발생하는 압밀침하(Consolidation Settlement)로 구분할 수 있다. 즉시침하는 주로 모래질 지반 혹은 부분적으로 포화된 점토지반등에 보이는 현상으 로 이러한 지반조건에서는 기초의 침하량 산정을 위해 사하중+지속적인 활하중 그 리고 Wind와 같은 Temporary Load를 포함하여야 한다. 포화된 점토위에 높인 기초는 장기간에 걸쳐 침하가 진행됨에 따라 사하중+지속적 인 활하중만을 고려하면 된다. 변형의 형태에 따라 o

구조물 전체가 동일한 양으로 침하한다면, 구조물 자체는 손상이 발생하지 않을 것이다. 예를 들면, 멕시코의 예술의 전당(the Palacio de Bellas Artes) 의 경우 l909년부터 침하를 시작 하여 현재까지 3.5m 정도의 발생되었다.

연약지반을 개량하여 향후 공장 조업시 생길 수 있는 공장부지의 침하와 구조물의 파손 등의 문제점을 해결하려면 완전한 연약지반의 처리가 필요하게 된다. 이와 같은 연약지반처리를 하는 경우 긴 공사기간 및 많은 공사비가 소요되므로 현실적으로 완전한 지반개량은 불가능하다.
그러므로 연약 지반상의 공사는
구조물의 시공과 사용상의 피해가 없는 범위 내에서 어느 정도 침하를 허용하도록 계획하는 것이 일반적이다. 연약지반의 침하를 어느 정도 허용할 수 있는가 없는 가의 판단 특히 기초의 허용 잔류 침하량에 대한 규정은 구조물의 종류, 사용목적

및 중요도, 공사기간, 경제성을 고려하여 선정되어져야 한다.

시설물의 침하 공장 구조물의 경우 구조물 그 자체의 침하에 대한 여유치는 충분히 있을 수 있으나 구조물위에 놓이는 기기와 연결 배관 등 각종 설비의 정상적인 작동을 위하여 침하가 가능한 없는 것이 바람직하지만, 이 경우 모든 지반에 Pile 기초를 적용해야 하므로 과다한 초기 투자비가 필요하다. 따라서 일반적으로 최소한의 침하기준을 정하고 배관 등의 설계에서 이를 감안한 설계를 수행한다. 침하에 대하여 고려하여야 할 내용은 기기의 사양 및 요구조건과 연결되는 배관의 단관 (spool piece)의 제원 및 Coupling의 허용 처짐각에 좌우된다고 할 수 있다. 또한 공장 부대시설인 구내도로 및 지하에 매설되는 각종 우배수 관로가 침하에 직접적인 영향을 받게되어 생산설비의 유지관리상 어려움 및 환경문제 등이 예상됨으로 이에 대한 종합적인 평가가 포함되어야 한다. 그에 대한 예를 보면 아래와 같다.

5. 문헌상의 허용 침하량 기준 상당히 오랜 기간 동안 기초의 침하량 산정시 예상침하가 1 inch (25.4mm) 가 넘지 않도록 제한하고 있다. 이 수치가 무슨 magic number도 아님에도 불구하고 현재까지 그대로 사용하고 있으나 침하는 앞에서 언급한 바와 같이 전체뿐만 아니라 부등침하를 동시에 평가되어져야 한다. 허용 침하량 기준을 산정하기 위해서는 구조물의 종류 및 그의 사용성과 관련이 되어 있으므로 그와 관련된 기준을 문헌조사를 하였다.
1) 건물
건물 구조물의 경우에는 각 기초의 침하량이 모두 동일하다면 건물은 균일하게 침하하여 건물자체가 파손되는 일이 없다. 그러나 각각의 기초 침하량이 같지 않다면 (부등침하)건물은 비틀어 진다. 그에 따른 Crack발생정도에 따라 미관상 혹은 구조체로의 기능을 손상 정도를 나누어 분류(첨부 #3 참조)하고, 이를 근거로 허용침하량 산정을 하며, 그에 대한 침하량 규정은 아래와 같다.

6. 결론 연약지반 개량공사후에도 지반의 침하는 발생하며 이에 대한 기준은 기 Issue된 “Design Specification for Ground Improvement”를 참조할 수 있다. 기초(Foundation)의 침하는 말뚝기초 혹은 암반 위에 놓인 기초라 하더라도 필수적으로 발생하는 것(최소한 탄성변형)으로, 침하는 미소하게 (≪ 10mm)나마 발생하기 마련이다.

부등
침하량을
산정하기에는 상당한 어려움이 있다. 일반적으로 부등 침하의 정도는 구조물 기초에 발생하는 침하량의 최대치가 클수록 보다 현저하다. 따라서 기초의 최대 침하량을 어느 값 이하로 제한시켜 두면 부등 침하의 정도도 가볍게 할 수 있다. 이와 같은 관점에서 구조물의 종류나 규모, 그 중요도에 따라 기초에 허용할 수 있는 최대 침하량의 크기가 결정되는 경우가 많다. 이것을 허용 침하량이라 하며, 결정된 허용 침하량보다 큰 침하가 발생되지 않도록 규정하는 것이다.
따라서 기초의 침하 기준에 대해서는 당사의 경험, 기기의 안정성, 기존의 문헌, 타사의 사례를 고려하여 본 Project는 첨부 #5를 적용하고자 한다.
