With this parameter you define a UTRAN cell reselection offset for non-GPRS capable dual mode mobiles which are in the idle state. The mobiles add the offset to the running average (RLA_C) of the received signal level of the serving GSM cell and non-serving GSM cells. After that the mobiles compare the measured RSCP values of UTRAN cells with signal levels of the GSM cells.

With this parameter you indicate a threshold for multi- RAT (radio access technology) MSS in dedicated state to measure WCDMA RAN neighbour cells 0...15 introduced in 3G Cell Reselection list when the measured downlink signal level (RLA_C) of the serving cell is below (0-7) or above (8-15) the threshold.

With this parameter you define the minimum traffic load that must be exceeded on the serving GSM cell before the handover algorithm is allowed to 0...100% initiate a handover for a speech call from the serving GSM cell to a WCDMA RAN cell.

The parameter defines the reporting threshold for the adjacent UTRAN FDD cell in the serving GSM cell. The non-reported measurement quantity CPICH RSCP has to be equal or greater than the threshold value before the UTRAN FDD cell is reported.

Description: criteria for WCDMA cell reselection, “CPICH Ec/No”, is a good measure of the WCDMA Downlink quality, however, is

not so good for the Uplink. Consequently, the Common Pilot Channel (CPICH) Received Signal Code Power (RSCP) criteria was added for GSM to WCDMA cell reselections , Cell reselections to WCDMA are now completed only if both CPICH Ec/No and RSCP exceed the minimum requirements, now taking care of both the Uplink and the Downlink. BSS20132, Mobile Specific Channel Release Message 

Description: Direct camping information is indicated to all dual-mode mobiles, when WCDMA coverage is available and MS reports



Benefits for the Operator: Mobile Specific Channel Release Message will give significantly faster access to 3G services for end-
