SCOPE This Transmission Material Standard Specification (TMSS) specifies the minimum technical requirements for design, engineering, manufacture, inspection, testing and performance of XLPE insulated, single core, Copper power cable, rated 110 kV, 115kV, 132kV, 230kV or 380kV intended to be used in the Transmission System of Saudi Consolidated Electric Company, Kingdom of Saudi Arabia.

CROSS REFERENCES 2.1
This Transmission Material Standard Specification shall be read in conjunction with the Transmission General Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials", which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with Transmission Business Unit (TBU) of SEC Purchase Order or Contract Schedule for project, as applicable.
APPLICABLE CODES AND STANDARDS The latest revisions of the following Codes and Standards shall be applicable for the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer may propose equipment/material conforming to one group of Industry Codes and Standards quoted hereunder without jeopardizing the requirements of this TMSS. 3.1

DESIGN AND CONSTRUCTION REQUIREMENTS 4.1
4.2
General 4.1.1
The XLPE insulated power cable, rated 110 kV, 115 kV, 132 kV, 230kV or 380 kV shall meet or exceed the requirements of this Specification in all respects.
4.1.2
Manufacturer's drawings, as required by 01-TMSS-01 shall show the outline of the power cable, together with all pertinent dimensions. Any variations in these dimensions due to manufacturing tolerances shall be indicated.
Design Criteria 4.2.1
The power cable rated 110 kV, 115 kV, or 132 kV shall be manufactured in accordance with AEIC CS7 and tested in accordance with IEC 60840. For 230 kV or 380 kV power cables, they shall be manufactured in accordance with ICEA S-108-720 and tested in accordance with IEC 62067.
4.2.2
The power cable, rated 110 kV, 115 kV, 132 kV, 230 kV or 380 kV shall be designed for ambient temperature conditions specified in 01-TMSS-01.
4.2.3
The cable conductor temperature shall not exceeds the following:

The construction of the cable shall be essentially as shown in Figure 1. The ratings and dimensions of 110 kV, 115 kV, 132 kV, 230 kV or 380 kV power cable shall be as indicated in Data Schedules.
4.3
Materials 4.3.1
Conductor The conductor shall be segmental or non-segmental, round, compacted, shaped or circular stranded copper class 2 per IEC 60228. For 110 kV, 115 kV or 132 kV power cable, conductor sizes shall be 400, 630, 800, 1000, 1200, 1600 and 2000 mm².

Conductor Shield The conductor shield of cable shall consist of an extruded black thermosetting semi-conducting material compatible with the conductor and the XLPE insulation. A conductor moisture impervious layer (longitudinal water barrier) shall be applied between the conductor and the specified extruded semi-conducting layer. The outer surface of the conductor shield shall be cylindrical and shall be firmly bonded to the overlying insulation. The extruded shield shall be easily removable from the conductor. The average thickness and minimum thickness of the conductor shield shall be as indicated in the Data Schedules.
4.3.3
Insulation The insulation shall be super clean cross-linked polyethylene (XLPE). The average thickness and minimum thickness of the insulation shall be as indicated in the Data Schedules.
4.3.4
Insulation Shield The insulation shield shall consist of an extruded black thermosetting semiconducting material compatible with the XLPE insulation. The average thickness and minimum thickness of the insulation shield shall be as indicated in the Data Schedules.
4.3.5
Metallic Sheath The metallic sheath shall consist of a seamless tube of corrugated aluminum or extruded lead alloy or copper wire and copper tape.

For power cables to be installed below water table level, extruded lead alloy sheath shall be provided over the insulation shield. For power cables to be installed above water table level, the sheath shall be extruded lead alloy or seamless tube of corrugated aluminum or copper wire and copper tape. IEC 60949 or ICEA Publication P-45-482 shall be used by the manufacturer to determine the effective cross-sectional area of the metallic sheath and its short circuit current carrying capability. 4.3.6
Moisture Impervious Layers The moisture impervious layers shall consist of the following:

First Layer (longitudinal water barrier) - a layer of semi-conductive water blocking tape or powder between the insulation shield and the metallic sheath. The thickness of this first moisture impervious layer shall be independent of that of the extruded insulation shield.
b.
Second Layer (longitudinal water barrier) - a layer of semi-conductive water blocking tape or powder between the metallic sheath and the jacket.
Jacket The jacket material shall be black linear low density polyethylene (LLDPE) or linear medium density polyethylene (LMDPE) or high density polyethylene (HDPE) tested per IEC 60502. The LLDPE or LMDPE jacket shall be ultra violet ray resistant. A suitable binder tape may be applied between the moisture impervious layer and the jacket. The average and minimum thickness of the jacket shall be as indicated in the Data Schedules.
4.3.8
Conductive Layer A conductive layer shall be applied over the jacket to serve as an electrode for testing the integrity of the jacket.
4.4
Fabrication 4.4.1
The conductor shield, cross-linked polyethylene insulation and insulation shield shall be extruded by the triple extrusion method to assure homogeneity between the insulation and the semi-conducting shields. The insulation shield shall be bonded firmly and continuously to the insulation.
4.4.2

The cross-linking process shall be by the dry cure dry cooling method.

The power cable shall be free of material and manufacturing defects which would prevent it from meeting the requirements of this Specification.
Marking 4.5.1
The jacket for all the cables shall be marked by embossing in Arabic and English at intervals not exceeding one meter with the following minimum information: a. b. c. d. e. f. g. h.

4.5.2
All cables shall be marked with “ Property of Saudi Electricity Company” in both Arabic and English.
4.5.3
Marking by matrix print is not acceptable.
TESTS All tests results shall be provided for review and acceptance by TBU. 5.1
Routine and Type Tests 5.1.1
For 110kV, 115 kV or 132 kV power cable, routine and type tests per AEIC CS7 or IEC 60840 are acceptable. For 230 kV or 380 kV power cable, routine and type tests shall be as per IEC 62067.

5.1.2
Water penetration test shall be conducted on the cable in accordance with the requirements of IEC 6840 or IEC 62067.
5.1.3
The completed reeled cable partial discharge test data shall be submitted on a printout shut of an X-Y recorder showing the partial discharge curve of each cable.
Production Sampling Tests 5.2.1
Production sampling tests shall be conducted on the cable in accordance with the requirements of AEIC CS7 or ICEA S-108-720.
5.2.2
Production quality requirements for the insulation and semi-conducting shields shape as per AEIC CS7.

PACKING AND SHIPPING In addition to the applicable items per 01-TMSS-01, packing and shipping of the cable shall conform to the following : 6.1
The cable ends shall be sealed with a waterproof, heat shrinkable plastic or elastomeric end cap with adhesive type sealing compound. Cable ends shall be properly secured to the reel.
6.2
The cable shall be delivered without splices, on standard sized non-returnable steel drums of sturdy construction properly packed and lagged externally to prevent the cable from possible damage to the cable during transportation. Wood lagging shall be used and have a minimum thickness of 50mm. The wood lagging shall also be secured with steel straps to provide physical protection for the cables during transit and during customary storage and handling operations.
6.3
The arbor hole for wooden reel shall be reinforced with galvanized steel plates. The minimum diameter of the drum of the shipping reel shall not be less than the minimum bending diameter of the power cable.
6.4
Reel Markings 6.4.1
