NSN Licence Management Overview Hardware can be delivered with maximum capacity and functionality Customer can define how much functionality and capacity they use Customer orders only needed licences When need for functionality or capacity changes, the customer can order more licences (e.g. capacity licence increments). Example: integration procedure for Node B and AXC: 1. NE is installed and commissioned. 2. NE is integrated into NetAct and O&M channel is established to the NE. Latest SW release is downloaded and activated if necessary. 3. Topology information update for the affected NE is performed to NetAct to get
the Target Id of the element to NetAct topology database. 4. Feature-related information is synchronised. 5. Operator generates licence files from NetAct pool licences and NetAct
downloads them to the NE. 6. The NE remains locked until the site is brought into service (integration to
telecom network via BIS process) with the target configuration and licensed functionality.
Licensing concepts Three kind of licensing concepts are currently supported in NET
NE licensing ± NE licence ± used by most of the network elements: BSC, MSC, HLR, SGSN etc. ± NE licence is generated by the Nokia Licence Generator
Pool licensing ± Pool licence & NMS generated licence ± Pool licensing concept is currently used only for WBTS and AXC elements. ± Pool licence is generated by the Nokia Licence Generator and it is tied to one single NetAct
± Based on the Pool licence NetAct generates NMS-generated licences to the network elements according to user requests.
Network licensing ± Network licence ± Network licence is generated by the Nokia Licence Generator and it is not tied to any network elements
± NETWORK LICENCE IS NOT SUPPORTED BY NETWORK LICENCE MANAGER APPLICATION
Network Licence Manager provides centralised storage for the licences for
supported NEs enabling visibility and easy management of NSN licences. Note that Network Licence Manager is a mandatory component in Pool licensing concept. 9
Functionality of Network Licence Manager Network Licence Manager can be run only in NetAct Regional Clusters. Operations via Graphical User Interface Import licences to NetAct Distribute licences to network elements Substitute process for pool licences Reporting Operations via Command Line Interface
Set feature state Delete licences Synchronise licence information in NetAct In addition Network Licence Manager has Graphical User Interface dialogs to show NetAct Cluster information and status of Recent operations.
Licences have to be imported to NetAct before they can be managed by Network Licence Manager. Within Import operation licence files are stored to the NetAct licence archive and related licence information is updated to the Network Licence Manager database. Centralized licence database is utilized in licence management operations and reporting.
Distribute Pool Licences The pool licence does not contain information of the actual target elements. Therefore user has to select the target elements and generate network element specific licences from the pool by NetAct. Those NMS-generated licences are then automatically distributed to the network elements in concern. The size of the pool has two meanings: Pool licence size either defines the number of network elements for which the users can generate on/off licences or Pool size defines the total amount of capacity that can be divided between the network elements by allocating capacity licences .
Distribute NE Licences NE licence distribution is used to transfer the selected licences to all or selected network elements. NE licence contains information of the network elements where the licence can be used and by default the licence will be distributed to all possible targets that do not have the licence yet.
