SCOPE OF DOCUMENT
The purpose of this Oil Spill Response Plan is the protection of the environment and of personnel health and safety against accidental spillage that may occur during the project execution works at Karimun Fabrication Yard. All CONTRACTOR personnel will follow the requirements of this OSRP in dealing with any unexpected hazardous chemicals or hydrocarbons release to the environment during the project activities at Karimun Fabrication Yard. The aim of this procedure is to provide guidance for CONTRACTOR in determining immediate actions and notifications in the event of an uncontrolled release of fuel, diesel, lubricating oils or other chemicals potentially hazardous to the environment. It cannot cover all potential incidents which could occur and, therefore, local contingency planning, training and drills are essential for the effective implementation of this Plan. Prior to the start of any job where hazardous chemicals or liquid hydrocarbons are used or could be released to the environment, the precautions on emergency spill response must be included in the pre-job planning phase and especially in the Hazard Identification and Risk Assessment (HIRA) process. The main objective of this Oil Spill Contingency Plan is to emphasize the necessary actions for the minimization of accidental spills, in order to prevent environmental pollution. In pursuing this aim, the following actions will be considered as priorities: Carrying out all the necessary operations for the protection of the health and safety of all employees present where the spill occurs. Minimization of the spill dimensions and protection of the main structures. Minimization of environmental impact due to spill. On the basis of these priorities, the immediate actions to be taken when an incident occurs are given below: Activation of the Emergency Response Procedure, alerting the Emergency Response Team. Identification of spilled material and estimation of its amount. Alerting, if necessary, the concerned government agencies and organization of co-ordination activities with their Emergency Response Teams. Inspection of the impacted area to determine the extent of the spillage and definition of appropriate containment methods (absorption, collection or dispersion). Analysis of the possible clean-up activity to be undertaken. Analysis of the possible causes of the spill. Checking the possibility of variations in the normal operational, in order to avoid a recurrence of the situation which caused the spill. Situations of possible spill due to activities not under the control and directive of the CONTRACTOR are excluded. This Oil Spill Response Plan is a live document and will require periodic reviews to ensure that it is current and up to date throughout the project execution works.

Arabiyah & Hasbah Offshore and Onshore facilities are part of the WASIT Gas Program (WGP), which will produce approximately 2,500 MMSCFD of raw Khuff gas in order to support the KSA strategy to meet the increasing IK demand for sales gas. Processing Arabiyah and Hasbah gas is expected to produce 3,050 MMSCFD (1,450 MMSCFD for Arabiyah and 1,600 MMSCFD for Hasbah) of dry gas. The facilities to be fabricated and installed include new offshore gas production and Tie-in Platforms, one Intermediate Injection Platform, pipelines, both offshore and onshore, as well as the associated power supply and telecommunication system. Arabiyah and Hasbah are offshore fields located in Arabian Gulf, approximately 150 kilometers northeast of Jubail and 250 kilometers north of Dhahran. The fields lay in medium-depth waters in range of 40-60 meters. The new Arabiyah-Hasbah gas offshore platforms will be installed some 150-180 kilometers north east of the WASIT Gas Plant. Each of the single wellhead offshore platforms will connect to a field Tie-in Platform (one Tie-in Platform will be installed for each field). The gas from each field will be transported through dedicated subsea and onshore pipelines to the WASIT Gas Plant where new treating facilities will produce 1,700 MMSCFD of sales gas and 4200 MTD of sulphur.

A MEG Injection System is planned to transport continuously MEG and corrosion inhibitor from the onshore treatment plant to each Tie-in Platform to protect each trunkline against hydrates and corrosion. The corrosion inhibited MEG will be pumped offshore via an offshore pipeline to an IIP (ARBI TP-2) and then continues to ARBI TP-1 and HSBH TP-1 via two separate pipelines. Solvent Injection is required on each WHP upstream of choke valves to avoid the deposition of elemental sulphur along the production sealines. The Solvent Sulphur System will be actually designed for Hasbah Field only. However, future provision should be taken into account to allow the possibility of adding such facilities also to Arabiyah Field. The Scope Of Work (SOW) for Arabiyah & Hasbah Offshore and Onshore facilities shall include engineering, procurement of equipment and materials, fabrication, transportation, installation, hook-up, testing and precommissioning for the following: Arabiyah Offshore facilities: Six (6) Decks for new Wellhead Platforms (jackets built and pre-installed by others). One (1) Tie-in Platform (ARBI TP-1) including jacket, deck and flare system (bridge, bridge support jackets and flare boom). One (1) Intermediate MEG Injection Platform (ARBI TP-2) including jacket and deck. One (1) 36”OD & 130-km long offshore internally coated Arabiyah trunkline from beach valve station to ARBI TP1. The Work includes the dredged shore pull trenches. One (1) 12”OD & 75-km long offshore internally coated MEG injection pipeline from beach valve station to ARBI TP-2 IIP. The Work includes the dredged shore pull trenches. One (1) 10.75”OD & 50-km long internally coated MEG injection pipeline from ARBI TP-2 IIP to the ARBI TP-1. One (1) 4" & 50-km long elemental sulfur solvent injection pipeline from ARBI TP-2 IIP to the HSBH TP- 1. One (1) 4” OD flexible and subsea valve skid connecting ARBI TP-2 IIP to 36” OD Hasbah trunkline. Seven (7) composite submarine cables (15kV power with an internal fiber optic core and tubes for elemental sulfur solvent injection) from HSBH TP-1 to Wellhead Platforms (with a total length of approximately 35km). One (1) 45-km long composite submarine cable (15kV power with an internal fiber optic core) from MRJN GOSP-2 to HSBH TP-1. Eight (8) ICCP systems for HSBH TP-1. Four (4) ICCP systems for each Wellhead Platforms. Seven (7) Wellhead Hook Ups, pre-commissioning and SCADA integration for Hasbah Wellhead Platforms. Hasbah Onshore facilities: One (1) 36”OD & 60-km long onshore trunkline for Hasbah from shoreline to WASIT Gas Plant (WGP) including installation of valves station on the beach, scraping receiving facilities at WGP.

RESPONSIBILITIES
CONTRACTOR will allocate adequate personnel resources for HSE management and provide competent, trained and experienced HSE personnel / specialists. Line Management, from the Project Manager to each and every level of Supervisor, Foreman and Employee is responsible and accountable for Health, Safety and Environmental management System. The most important project personnel responsible for Oil Spill Response throughout the project activities are the following: 5.1

Project Director has the Overall and Final Responsibility for HSE and all project activities. His responsibilities will be the following: Approves this Oil Spill Response Plan and its future amendments and revisions. Allocates adequate human, technical and financial recourses for the correct implementation of this Plan. Ensures that this Plan is implemented throughout the lifetime of the project activities. Represents the Main Interface with COMPANY for all matters.

FABRICATION YARD GENERAL MANAGER (EMT LEADER)
The Yard General Manager has the following responsibilities: Acts as Yard EMT Leader during spill response actions; Assesses, together with the Yard ERT Coordinator and members, the emergency situation in case of Oil Spill and decides on the actions to take; Defines the EMT and Yard ERT and ensures they are suitably trained, so that to be able to swiftly and efficiently respond to emergencies. 5.3
FABRICATION YARD OPERATIONS MANAGER (DEPUTY EMT LEADER)
He is responsible to: Act as Delegated Authority (Deputy EMT Leader) of the Yard EMT Leader in his absence; Liaise with Fabrication HSE Manager as required; Maintain regular communication with the Project Manager, as needed. 5.4
PROJECT MANAGER
He is responsible to: Liaise with EMT Leader or his Delegated Authority, as required; Liaise with Fabrication HSE Manager as required; Maintain regular communication with the Project Director, as needed. Liaise with the COMPANY Representative(s) at Yard, as required. 5.5
PROJECT HSE MANAGER
He reports to the Project Director and will be responsible for: Supporting, as applicable, the Yard HSE Organization. Providing expertise on HSE issues that may arise during the conduct of incident response operations. Coordinating HSE related communications, as applicable. Liaising with the Fabrication HSE Manager, as required. Providing advice, as required, on when it is safe to enter or return to an impacted area. Participating, if required, in the subsequent incident investigation. During an emergency situation, the Project HSE Manager will receive regular briefings from the Fabrication HSE Manager. 5.6
FABRICATION HSE MANAGER
The Fabrication HSE Manager is formally the coordinator of all the project environmental activities at Karimun Fabrication Yard and will be responsible for monitoring the implementation of this procedure for the project activities throughout all phases and work locations. He has the following specific roles and responsibilities: Finalizes project oil spill criteria and standards; Provides support to CONTRACTOR AND SUBCONTRACTOR PMT any environmental related subjects; Monitors the environmental legislation applicability for project activities; Monitors the implementation of this OSRP by planning and organizing regular inspections and audits; Acts as the focal point for all audits by the CONTRACTOR or Local Authorities;

Ensures regular updating of this Plan; Ensures coordination and communications in order to give to the COMPANY all necessary information; Organizes environmental and spill response specific trainings as part of HSE trainings for employees. 5.7
FABRICATION YARD ENVIRONMENTAL ENGINEER
The Yard Environmental Engineer reports directly to Fabrication HSE Manager and is in charge of coordination all project related environmental activities. Specifically, he will: Provide technical support to Fabrication HSE Manager on environmental and spill response related subjects; Support the preparation of environmental and spill response documentation; Coordinate all project environmental activities; Carry out environmental specific trainings or recommend external training courses as required by the Fabrication HSE Manager or Project HSE Manager; Participate in Project HSE meetings. 5.8
FABRICATION YARD HSE PERSONNEL (HSE ENGINEER & HSE OFFICERS)
The Yard HSE Personnel (HSE Engineer and HSE Officers) report to the Fabrication HSE Manager and will give the required support to the Yard ERT whenever needed. 5.9
FABRICATION YARD EMERGENCY RESPONSE TEAM
The ERT will be responsible to: Identify the sources of the oil / chemical spill and its quantity; Report to the ERT Coordinator and act as instructed by him; Contain and recover the spill by using the spill response equipment and absorbents; Handle and store the polluted sand / soil / seawater / etc. Ensure that the container of the polluted materials is labeled and signed as hazardous waste. Liaise with the HSE personnel and / or yard employees, as required, in order to resolve the emergency. 5.10 FABRICATION YARD EMPLOYEES Each individual will confirm that they have understood their responsibilities, which include: Observing rules, regulations and instructions issued by the CONTRACTOR for the purposes of environmental protection; Never participating in any act, which they believe may endanger themselves, other colleagues or the environment; Carrying out activities in accordance with the CONTRACTOR environmental standards and procedures; Working according to the instructions of their supervisors and always comply with rules, procedures and safe working practices; Immediately reporting all acts and conditions that could have a negative impact on environment. Assisting, as instructed by EMT Leader or ERT Coordinator, the Yard ERT to resolve the emergency.

SPILL PREVENTION APPROACH
In line with CONTRACTOR HSE Policy, and COMPANY and CONTRACTOR HSE Requirements, CONTRACTOR adopted pollution prevention approach to be the guiding principle in all its activities during the duration of the project. CONTRACTOR is committed to take all reasonable precautions in order to avoid pollution or contamination of the land, air or water arising out of the performance of work. 6.1
ENVIRONMENTAL CONDITIONS
Temperature and Relative Humidity - The temperature of CONTRACTOR Areas is influenced by tropical monsoon. The minimum average temperature takes place during January, i.e. 26.7ºC, while the maximum temperature takes place during August, i.e. 29ºC. The humidity ranges from minimum 81.5% during February to the maximum 89% during November. Rainfall and Rainy Days - The average rainfall during the last 2 years in the studied areas is: the minimum, 52.75mm, taking place in March, while the maximum, 328.65 mm, taking place in May. The minimum number of rainy days is in February (9 rainy days), and the maximum was registered in May (21. 5 rainy days). Ratio between dry months to wet months is 0.50, or classified as wet climate per Schmidt & Ferguson Classification. Wind Velocity and Direction - The wind velocity varies during the year. The monthly wind velocity average is 4 to 7 knots with dominant direction of north, south and southwest. Sea current - The sea current is mainly caused by wind and tide. The tide influence is relatively not significant, because the spring tide taking place ranges from 20 to 150 cm, depending on the location. As per wind direction, the current velocity ranges from 25 to 50 cm/second, eastward during West monsoon (from November to March) and to the westward during East monsoon (from May to September). Sea Wave - The coming wave direction is, according to wind direction, during West monsoon - from northwest and during East Monsoon – from northeast and partly from the north. The dominant wave height ranges from 50 to 100 cm. The maximum wave height from cycling period of 50 year is 2.15 meters. 6.2
SENSITIVE RECEPTORS
Mangrove Ecosystems Meral beach is an area potential for the growth of mangrove, because of supporting natural factors as fresh water supply from the post mining water reservoir and swamp areas nearby. Mangroves are very important to the ecology and the economy of the nearest CONTRACTOR regions where there occurs. They are an important part of the marine food chain. Mangroves also trap and stabilize sediment. From the preliminary observation, there were 4 varieties of mangroves found which were dominant in the estuary of studied areas: Avicennia marina, Avicennia alba, Rhizophora mucronata, Sonneratia alba. 6.3
POTENTIAL AREAS OF SPILL OCCURRENCE AND MINIMUM REQUIREMENTS
The following are the areas where a possible spillage may occur during various operations and/or activities that need to meet the following minimum requirements: Fuel storage and refuelling areas. Engine oil storage areas. Exhaust oil, oily waste and contaminated fuel storage areas.

Workshops, Equipment and Vehicle maintenance areas. Paint and solvents storage area and Painting cabins. Power generator areas. 6.3.1
Fuel Storage and Refuelling Area
During fuel storing and refuelling operations there is a risk of spillage. Designated refuelling areas will be classified for mobile machinery and equipment and permanent equipment installations. Vehicles and equipment that are difficult to move due to their size or whose movement to the designated refuelling areas may cause further damage to the environment and create a road safety hazard will be refuelled by means of mobile refuelling vehicles. Diesel fuel will be stored at a dedicated facility protected by retention bounds or lined with plastic sheeting (wherever applicable) for spill containment. A trained refuelling operator will perform all refuelling operations and will remain in contact with the nozzle. A drip pan (save-all type) or absorbent material will be placed under the vehicle or equipment (wherever practicable) prior to refuelling, and a spill kit and suitable fire extinguisher will be readily available. The fuel storage areas and refuelling areas will meet the following requirements: Fuel storage tank will be properly installed, including leak protection. Have barriers or others means to keep equipment and other vehicles from entering. Be securely fenced and locked to keep unauthorized personnel or animals out of the areas. There will be a secondary containment with bund walls. Floors of all fuel stations will be made impervious. Fire fighting equipment will be available in the immediate vicinity of fuel tanks. Oil spill kit (500 litres capacity) with a red colour waste bin will be available. "No Smoking" signs will be prominently displayed within and around the vicinity. Drip pans will be available at refuelling areas. Provision to store and clean up of absorbent material will be available. 6.3.2
Engine Oil Storage Area
Engine Oil storage areas will meet the following requirements: Floors of the storage area will be made impervious. Fire fighting equipment will be available in the immediate vicinity of storage. Oil spill kit (500 litres capacity) with a red colour waste bin should be available. "No Smoking" signs will be visibly displayed within and around the vicinity. 6.3.3
Exhaust Oil, Oily Waste and Contaminated Fuels Storage Areas
Exhaust oil, oily waste, contaminated fuels and contaminated soil may be generated during various project activities and need to be stored and located properly. The storage area will meet the following minimum requirements: Exhaust oil will not be stored in plastic drums. Floors of all storage area will be made impervious. Fire fighting equipment will be available in the immediate vicinity of fuel tanks. Oil spill kit (500 litters capacity) with a red colour waste bin should be available. "No Smoking" signs will be visibly displayed within and around the vicinity.

Workshops, Equipment and Vehicle Maintenance Areas
There is a risk of spillage in workshops during overhauling and maintenance of vehicles and various equipments. These areas will meet the following minimum requirements: Consolidating maintenance activities in designated central areas (except for large stationary equipment).This will minimize the number of equipment at maintenance areas. All areas will have spill kits readily available. When possible, maintenance will be performed over impermeable surfaces (concrete, pavement) and all maintenance personnel should follow spill prevention measures. For example, when hydraulic / fuel hoses are disconnected, they will be drained into an appropriate container and the end(s) capped or bagged to contain any residual fluid. If practicable, stationary equipment will be placed in secondary containment or will have a drip pan (save-all type) placed under the vehicle or the equipment prior to commencing any maintenance. Petroleum products and used/drained oil filters will be properly stored in containers that are clearly marked with the lids securely attached. Container will be stored only in designated storage areas. Filters or materials saturated with petroleum products will be drained into an appropriate container to remove any free product prior to disposal. "No Smoking" signs will be visibly displayed within and around the vicinity. 6.3.5
Paint, Solvents and Chemical Use and Storage Areas
Paints, solvents and other chemicals (used during cleaning additives, corrosion inhibitors, etc.) will be stored in sealed drums in properly designated areas with appropriate environmental and safety control. These areas will meet the minimum following requirements: Material Safety Data Sheets (MSDS) will be available for all paints, solvents and chemicals in the store and clinic. Facilities will be provided for washing hands especially after handling hazardous substances. All paints, solvents and chemicals will be segregated as per MSDS hazard category and stored properly in a marked container and stored in ventilated place avoiding high temperature exposure. Eyewash station will be provided within this facility. Fire fighting equipment will be available for prompt intervention. "No Smoking" signs will be visibly displayed within and around the vicinity. 6.3.6
Power Generator Areas
Generator areas will meet the following minimum requirements: Floors of all generator areas will be made impervious. There will be waste bin to collects rags other waste materials Fire fighting equipment will be available in the immediate vicinity of generator area. Grounding connection installed as required. 6.4
SPILLS CLASSIFICATION AND PREVENTIVE MEASURES

incident. They will ensure that all work activities are properly pre-planned, all hazards adequately identified and all risks fully assessed and environmental protection requirements fully identified and complied with. Prevention of spills will include operating procedures and their periodic review and updating, inspection and monitoring of facilities, and personnel training. Personnel responsible with handling and storing of liquids who could be involved in any spill situations will receive training on the best practices to prevent spill incident. A program of training and exercises to improve the competences of all employees responsible for handling and storing of liquids that may be involved in spills will be developed and maintained throughout the lifetime of the project. CONTRACTOR will require the Subcontractors to provide MSDS before the use of chemical substances on site. No chemicals will be stored / used at any CONTRACTOR controlled site, unless the MSDS is available, it has been thoroughly read and all necessary precautions have been implemented. It is also the CONTRACTOR duty to check that Subcontractor workers are equipped (and trained to use) with all PPE required within the MSDS concerning each chemical substance used. 6.4.1
Yard and Shoreline Spills
The general strategies described in the following subsections will be adopted during development of CONTRACTOR operations in order to prevent the most critical spills: Chemicals handling and storage. Hazardous materials handling and storage. Oil changes. Chemical transfers / oil transfer. Equipment operation. The following mitigation measures will be followed in order to prevent any spills: Refuelling carried out by competent and trained people and only in designated areas (away from any environmentally sensitive areas); Daily inspection and necessary service performed by operators on all vehicles and construction equipment; Periodical maintenance on all vehicles and construction equipment; Chemical and chemical waste storage areas provided with secondary containment; Chemical waste including used oil and grease are properly stored (200 l max. capacity) and disposed of in accordance with the Waste Management Plan for Fabrication Activities at Karimun Fabrication Yard (Doc. No. 00-ZA-E-G85821); Drip pans / trays (save-all type) located under equipment such as generators; Emergency spill response kits (i.e. absorbent pads, disposal bag and ties) are readily available at any chemical and chemical waste storage areas, in work places of concentrated equipment use, and at any refuelling areas. 6.4.2
Spill Classification
The Oil/Chemical Spills classification at any location (land, surface waters and shoreline areas) depending on the indicative volume of oil spilled (in litres) is as follows: Spill of a quantity less than 5 litres; Spill of a quantity between 5-100 litres; Spill of a quantity more than 100 litres.

Environmental Impact
Based on the SAIPEM CORPORATE standards, the classification of the environmental impact from the spill incidents are as follows: Low Impact - Local environmental damage within the yard fence, and no permanent impact to the yard area. CONTRACTOR Yard ERT will recover the spill by using the spill response equipment and absorbents. Medium Impact - Limited loss of discharges of oil/known chemical and the incident affecting the neighbourhood. CONTRACTOR is required to take extensive measures to restore the contaminated environment to its original state. At this level, the CONTRACTOR may contact the assistance of relevant State Pollution Authority or other parties to handle and manage the spill. High Impact - Persistent severe environmental damage or severe nuisance extending over a large area. In terms of commercial or recreational use or nature conservancy, a major economic loss for the CONTRACTOR. CONTRACTOR is required to take extensive measures to restore the contaminated environment to its original state. At this level, the CONTRACTOR may contact the assistance of relevant State Pollution Authority or other parties to handle and manage the spill. 6.5 6.5.1
EMERGENCY SPILL RESPONSE Notification Sequence
This paragraph must be read in conjunction with the Project Event Reporting and Investigation Procedure (Doc. No. 00-ZA-E-G85806) and Emergency Response Plan with MEDEVAC for Fabrication Activities at Karimun Fabrication Yard (Doc. No. 00-ZA-E-G85803). Any oil spill including oily waters, chemicals, fuel oil, etc. that may occur at Yard during the fabrication activities must be reported immediately to the Yard ERT Coordinator or his delegated authority (refer to Attachment 1 – Spill Response Actions Matrix and Attachment 2 – Emergency Contact Telephone Numbers). The Yard ERT Coordinator will then immediately inform the Yard EMT Leader or his Deputy about the incident. The level of activation of the spill response is based on preliminary assessment of spill size, oil/chemical type, movement and potential impact, and potentially affected surroundings. The Yard ERT Coordinator, together with the Regulatory & Environmental Compliance Engineer, will conduct a preliminary assessment of the incident, determine its probable severity and activate the Oil Spill Response Plan as appropriate. Note: It is safer to overestimate the severity of an incident, than to downplay its magnitude. 6.5.2
Response Action
Although pollution preventive approach during the project activities will be implemented to minimize the risk of environmental damage, the possibility of undesirable events still exists. In the event that a spillage does occur, swift and effective action will be taken to minimize the environmental and public health and welfare risks resulting from that spillage.

This section provides an overview of containment, recovery and treatment options to deal with possible spills during fabrication activities. These may include more significant spills arising from accidents or spill resulting from leaking fuel tanks, chemical drums etc, that can lead to large releases of substance. In the event of spill, all reasonable steps will be taken to eliminate potential sources of ignition from within and near the spill area. If the spill requires experienced crew emergency assistance, the following should be contacted: Fire emergency team Ambulance and medical personnel, if necessary HSE personnel Any incident, where pollutant spills are involved, requires immediate response in order to stop the source of the discharge, to limit the spread of material and to ensure the safety of personnel and the sensitivity of the area where the spill has occurred. During response operations, priority will be given to the protection of health and safety of the personnel involved. Therefore, appropriate PPE will be worn during the response activities. Selection of appropriate control and containment techniques depends on site-specific conditions, such as nature of the receptor (soil/water), slope of the terrain, amount of substance and time available to implement response action. In order to have a safe, effective and efficient response, it is necessary to accurately evaluate and to document the characteristic of the spill. In particular, the following must be assessed: Health and safety considerations Spill volumes Spill movement Environmental sensitivities and risks 6.5.3
Dispersant Use
The use of chemical dispersant is one among the principal spill response strategies in oil spill response. Therefore, it is important that dispersants are used on oils which are amenable to such treatment and conditions where any environmental effects of the spill is reduced but not increased. As a general rule, the dispersant is used for water depth more than 20 meters and not close to shoreline, therefore the use of chemical dispersant is NOT allowed in the yard and shoreline areas. If the oil is not dispersible, or if volumes exceed the immediate capacity of dispersant application system, then containment and recovery strategies must be employed. This should be done close to the spill source. The following instructions will be followed regarding the utilization of dispersant: Use of dispersant will not be allowed and will be avoided and only be considered if other option is technically not feasible. CONTRACTOR EMT Leader approval will be required before use of dispersant; Dispersant will not be used in sensitive ecosystems (mangrove, fishing pond, nursery ground) or in the shoreline area (depth less than 20 m); No chemical dispersant should be used for response to pollution on the shoreline area without authorization of the appropriate Coastal State. 6.5.4
Containment & Recover
The impact of spill can generally be minimized by the proper layout and design of facilities, and proper method of the work that will be implemented during performance of activity.

Tanks should be provided with secondary containment around them which will drain oil to a safe area. Containment valves should be kept closed at all times except to drain off excess rain water after it has been tested. Additionally, the area within dikes or drains should be lined with chemical/oil resistant flexible liner. Containment areas for fuel / oil storage tanks will be designed to contain 110% of tank capacity. For heavy plant and equipment which possesses the risk of spillage of diesel fuel, engine or hydraulic oil, spill kits sufficient to immediately contain and clean up the spillage will be located at work sites. For areas where dikes or drains are not possible, consideration must be given to surface topography and in particular the potential for run-off surface water in the event of a spill. Temporary dikes, trenches, sandbags or the use of absorbents, such as hay, saw dust, spill kit and absorbent booms are always be readily kept. Temporary earthen dams, sandbags or the use of broom are methods to minimize the spreading of oil should it reach surface waters. Every effort will be made to ensure that the spill does not reach the open drains or watercourse. 6.5.5
Handling, Storage and Disposal
Oil may be fluid or solid when collected and may be associated with various amounts and types of debris. Fluid oil may be pumped into any portable containers. If containers are not available, temporary pits can be dug or bonded, or holding areas can be constructed to hold fluid oils or oil (and oil debris) which may become fluid when exposed to the sun. These pits should be: Sited above the high tide mark; Lined with oil-resistant flexible membrane liners to avoid seepage of oil into sediments; Sealed so as to prevent seepage of water into the pits; Sited above the soil water level (particularly if seals are poor); Covered and dike to minimize rain water collection. If the spilled oil is solid, open containers are appropriate. A variety of waste materials may be generated during the spill response. Some of these materials can be reclaimed and some will require disposal. It is desirable to maximize reclamation and reuse of recovered materials and minimize the amounts of material requiring special handling and disposal. As materials may require different forms of reclamation or disposal, they must be categorized and segregated where practical. All collected spilled substances, used brooms, absorbents and contaminated debris, soil, etc. will be considered and handled as Hazardous Waste. 6.6
SPILL INVESTIGATION
After the emergency situation caused by spill is put under control, a thorough investigation will be carried out in compliance with the Project Event Reporting and Investigation Procedure (Doc. No. 00-ZA-E-G85806). Based on the Investigation findings, the preventive actions will be identified and implemented in the shortest possible time in order to avoid recurrence of the incident. 6.7
SPILL RESPONSE EQUIPMENT
Adequate spill response equipment and absorbent materials will be available at all times in the Yard, and will be maintained and inspected regularly for condition and for ensuring the readiness.

The Assets Department and Fabrication HSE Manager will ensure the readiness, sufficient stock and maintenance of the spill response equipment and absorbent in the Yard. SPILL RESPONSE DRILLS AND TRAINING
Fabrication HSE Manager and Environmental Engineer will plan and conduct the theoretical training sessions and the Spill Response Drills, where the ERT members will be using the spill response equipments and absorbent. All CONTRACTOR employees will attend the HSE Induction training including basic spill response actions. This training will include specific information on appropriate handling and storage of hazardous substances, fuel, best practices to prevent and clean up spills and required spill notification procedures. Refer also to the HSE Induction and Training Plan for Fabrication Activities at Karimun Fabrication Yard (Doc. No. 00-ZA-E-G85817).
